About this file

This is a Sources Sought market research document issued by the United States Air Force for repair services of AN/ALE-50 Electronic Counter Measure system components. The Government is seeking potential sources with expertise, capabilities, and experience to repair four ALE-50 National Stock Numbers (NSNs): Chassis (NSN 5865-01-479-2456EW), Launcher Controller (NSN 5865-01-481-1841EW), Input-Control Dispenser (NSN 5865-01-486-5262EW), and Output-Control Dispenser (NSN 5865-01-573-2800EW). The anticipated repair services will begin in Fiscal Year 2026 and continue through Fiscal Year 2028, with projected Best Estimated Quantities ranging from 7-28 units per year for the Chassis, 71 units annually for the Launcher Controller, and 8-34 units per year for the Input-Control Dispenser. All repairs must comply with RMC/RMSC code R3/R, and the contract requires personnel and facilities to be qualified to generate and handle classified material at the Secret security clearance level.

Interested contractors must submit responses to a Contractor Capability Survey no later than 30 days from the document date. Responses should be directed to PCO Kenneth Dickman (kenneth.dickman@us.af.mil), Contract Specialist Clyde Kincaide III (clyde.kincaide@us.af.mil), and Engineer LaRonda Jones (laronda.jones@us.af.mil). The survey requires detailed information regarding facility capabilities, past similar project experience, classified material handling procedures, engineering drawing modification experience, production capacity, quality assurance processes, repair and maintenance procedure development, test and evaluation capabilities, and specific plans to address the critical limitation that Raytheon (CAGE code 06129), the sole data owner, is unwilling to sell drawings or proprietary data as of December 18, 2025. Both large and small businesses, joint ventures, and teaming arrangements are encouraged to participate. The Government is currently in a sole-source position due to the unavailability of technical data, drawings, and specifications required for competitive repair efforts.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements for the repair of below ALE-50 National Stock Numbers (NSNs). This requirement is for repair services. The anticipated repair services will begin FY26 and continue through FY28. The projected Best Estimated Quantities (BEQ) for the repair effort is 7-28 per year for NSN 5865- 01-479-2456EW, 71 per year for NSN 5865-01-481-1841EW, and 8-34 per year for NSN 5865- 01-486-5262EW. The RMC/RMSC code is R3/R for each NSN.

The AN/ALE-50 program, a joint development venture by U.S. Air Force/Raytheon

(06129 CAGE) integrated product teams, demonstrates a highly successful multi-service approach to Electronic Counter Measure (ECM) system commonality. The AN/ALE-50 towed decoy acts as a preferential target that lures enemy missiles away by providing a much larger radar cross section than the aircraft. The protection it provides to aircraft and aircrews makes the AN/ALE-50 one of the most important end-game electronic countermeasures available today.

More than 25,000 decoys have been delivered. The AN/ALE-50 towed decoy has provided combat-proven aircraft protection against Radio Frequency (RF) missile threats in Kosovo, Afghanistan, and Iraq.

Featuring low acquisition and life-cycle cost, the system adaptability enables installation and operation on virtually any airborne platform. The ALE-50 towed decoy is currently operational on the F-16, F/A-18E/F, and B-1B aircraft.

Interested sources may identify their interest and capability to respond to the requirements. Any prospective source will need to ensure their facility and personnel are qualified to generate and handle classified material as this contract will require the source to have access to secure/classified information.

The Government lacks data to produce or repair these components. The

Government does not own any data to produce or repair the components.

The Government does not possess data on the above NSNs to pursue and support a competitive solicitation. Raytheon (06129 CAGE) is the sole owner of the data package for this part, which precludes repair of this item from alternate sources. Should a new company even be willing to produce the item, the required drawings are not currently in possession of the USAF and are currently unobtainable. As of 18 December 2025, Raytheon is not willing to sell the drawings or proprietary data.
