The contractor shall provide an Engineering Report that will include a topographic survey, hydrology/hydraulics analysis, geotechnical investigation, and a summary of decision making from preliminary site visits and design meetings.

Initial Site Visit: Contractor shall attend a minimum of one site visit with the COR prior to survey.

Preliminary Design Meeting: Proposed site layout and major design features including bridge elevations and spans will be determined via meeting with COR and Forest Interdisciplinary Team after survey, geotechnical investigation, and initial conditions H&H has been completed. This meeting can be in-person or held via TEAMS conference call. The contractor shall provide at least 3 preliminary (15%) design alternatives for proposed roadway and campsite locations.

Proposed project schedule: Schedule shall allow for 14 days of government review on each submittal.

Upon approval of the Engineering Report and selection of a proposed preliminary design option, the contractor may begin designing the chosen alternative.

210.2 Design:

The design shall include the preparation of plans (drawings), specifications, a schedule of items, construction cost estimate, and an estimate of construction time. A 65% submittal, 90% and 100% final submission of these documents shall be provided. The following items shall be included in the design:

1. Provide an asphalt loop road connecting to NFSR 73. Roadway shall be placed above the

100-yr flood elevation and have a ditched cross-section with maximum grades of 8%.

Road grades of up to 10% for less than 200’ will be allowed. Coordinate with COR to request approval of any road grades outside of these requirements. Roadway must provide egress to AR Highway 369 via NFSR 73. The egress route must be entirely out of the 100-yr flood elevation.

2. Provide new bridge designs as required to cross major drainages and keep roadway above the 100-yr flood elevation. Bridge designs shall be in accordance with 2012 AASHTO LRFD Bridge Design Specifications for waterway crossings on roads owned by the US Forest Service. Included in the design will be the performance of a load rating in accordance with the current AASHTO Manual for Bridge Evaluation, Load and Resistance Factor Rating (LRFR) method.

3. Provide asphalt surfaced camping loops

4. Provide 8 camping spurs with water and 50A electrical service. All new utilities shall be buried. Pave camp spurs and install gravel tent pads and new impact areas at each site.

Camp spur dimensions shall be 50’ long and 16’ wide if possible. Coordinate with COR if shorter camp spurs are required. Tent pads and impact areas shall match the dimensions provided from previous Ouachita National Forest projects.

5. Provide 19 campsites without water and electricity. Maximize the number of individual camp spurs matching the water/electric spur dimensions listed above. Provide asphalt surfaced parking for 2 vehicles at each individual site. Walk-in sites shall be utilized if necessary to meet the requirement of 19 sites. Each walk-in site shall have a tent pad and impact area matching the dimensions provided from previous Ouachita National Forest projects. Provide parking for 2 vehicles for each walk-in site.

6. Provide 1 camp host site with water, 50A electrical service, telephone, and sewer connections. Sewer shall connect to the septic system to be installed for the new dump station. Camp spur dimensions and requirements shall match the other 8 electric/water camp sites.

7. Provide 2 CXT Double Cascadian or equivalent vault restrooms. Each restroom shall consist of two single-user ADA-compliant waterless restrooms. Provide parking at each restroom.

8. Provide a new RV dump station with a septic system, including septic tank, distribution boxes, and field lines. Coordination with the Arkansas Dept of Health Designated Representative will be required to locate and size septic field.

9. Provide minimum 5’ wide pedestrian access from campsites to Little Missouri River.

Gravel backfilled timber steps, handrail, crosswalk, and other design features will be required.

10. Provide new well house, reservoir, and all equipment including well pump, valves, 20A electric receptacle, and piping. Protect and re-use existing drilled well. Demolish existing well house. Locate and size new reservoir to provide adequate water pressure and volume for users without the use of booster pumps.

11. Provide community water hydrants at each new vault restroom and an additional 4 community water hydrants dispersed throughout the 19 campsites without individual water connections.

12. Provide all furniture at campsites (tent pads, lantern posts, fire pits, grills, serving tables)

13. Provide new kiosks, signage, and lighting

14. Provide gates at each end of the new campground access road. Provide gates at any new camping loop along the new road. Gates shall have warning signs and object markers.

15. Demolish existing amphitheater and salvage timbers to be stored on-site for future use.

16. Grade site and install ditches, culverts, and other drainage measures to allow water to drain away from all improvements.

17. All improvements shall stay within the Albert Pike Recreation Boundary shown in figure 1.

18. Layout of campground and construction materials shall be designed by a registered

Landscape Architect. Campsites and other improvements shall be designed to blend into the natural surroundings and to reduce future maintenance costs where possible.

210.3 Project Formating:

All Design work will be performed in 2022 AutoCAD Civil3D or approved version. Drawings shall be formatted to print on 11”x17” sheets.
