Alanson Public Schools Roof Replacement - Addendum #1

This addendum document pertains to a partial roof replacement project for Alanson Public Schools in Alanson, Michigan, issued by architect Anthony Esson and Moore-Trosper Construction Company. The project encompasses the reroofing of gymnasium and elementary school sections of the building located at 7400 North Street. Addendum No. 1, issued August 17, 2020, provides modifications and clarifications to the original bidding documents dated July 10, 2020. The bid due date remained Thursday, August 27, 2020, at 11:00 a.m., with post-bid interviews scheduled for August 31, 2020, and September 1, 2020, from 10:00 a.m. to 2:00 p.m., conducted via Zoom and/or phone. The addendum includes 157 pages of supplemental documentation, including revised architectural drawings, shop drawing requirements, an RFI log, a mandatory pre-bid meeting sign-in sheet with two attendee pages, and a comprehensive 148-page asbestos inspection report.

The asbestos inspection report, completed by Otwell Mawby on August 5, 2020, identified eight asbestos-containing building materials (ACBMs) through laboratory analysis of 243 bulk samples collected from 116 homogeneous areas, including chrysotile asbestos in pipe insulation, caulk, mastic, and roof drain insulation. Five additional materials were assumed to contain asbestos without sampling due to inaccessibility or integrity concerns. The project requires all submittals in clean PDF format (not scanned documents) through Citrix Sharefile, with strict requirements for shop drawings, product data, and three physical samples per specification section. Prior to commencing any work affecting identified ACBMs, the school must engage a qualified and licensed asbestos abatement contractor licensed by the Michigan Department of Licensing and Regulatory Affairs, with a required 10-day state notification period.

ANSWER

001 07/21/20 Will the plans and specs be submitted to LARA for plan review and permits? 07/21/20 The plans have not been submitted as LARA BCC does not require plan review for a re-roofing. Permits will be required, but they can be applied for without a Plan Review.

002 07/21/20 Will permits be pulled locally or through LARA BCC (State)? 07/21/20 Currently, it is BCC LARA 003 08/17/20 The asbestos report indicates on page 3 that sample number 111A roof drain insulation (white) is considered asbestos (4% Chrysotile). Will the roofers be disturbing this during the strainer replacement? Will the roofers need to hire an abatement company to remedy this?

08/17/20 I do not believe that the roofers will be disturbing any insulation on the roof drain conductors.

RE: ASBESTOS INSPECTION REPORT

ALANSON PUBLIC SCHOOL BUILINDG

7400 NORTH STREET, ALANSON, EMMET COUNTY, MICHIGAN

OTWELL MAWBY PROJECT NUMBER : 20-251

Dear Rachelle:

At your request, Otwell Mawby, P.C. (Otwell Mawby) conducted a building material inspection to evaluate for the potential presence of asbestos-containing building materials (ACBMs) within the Alanson Public School building located at 7400 North First Street in Alanson, Emmet County, Michigan (hereafter referenced as the subject property). The primary purpose of the inspection was to identify suspect ACBMs on the interior of the building for compliance with the Asbestos Hazard Emergency Response Act (AHERA). As part of the of operation of the building as a school the United States Environmental Protection Agency (USEPA) requires an asbestos inspection be in place that is in compliance with the AHERA. Compliance with AHERA required an initial inspection be completed in 1988 (the date AHERA was enacted) followed by a re-inspection is required to be completed every three years. Reportedly, a historical asbestos inspection was completed but was unable to be located by school staff, prompting their request for a new inspection to be completed.

Asbestos inspections that are completed for AHERA compliance typically include only interior building components. Our inspection also included two areas of exterior roofing components and exterior windows and doors as these materials are planned for future renovation (replacement), as a result, these components were inspected for compliance with the National Emission Standards for Hazardous Air Pollutants (NESHAPs). The components that were inspected included the roofing components that are located over the gymnasium, the vertical wall between the gymnasium and the cafeteria and the elementary school portions of the building. The roofing areas included within the inspection are depicted on the attached Figure 1. Additionally, the window and door systems on the exterior of the building were also evaluated.

The following sections provide a summary of the known historical asbestos related activities completed for the subject property, the sampling and analytical procedures employed for completion of this inspection, a summary of the laboratory analytical results of the collected samples, a hazard assessment of the identified ACBMs, and recommendations based on the identified ACBMs.

Asbestos Inspection Report Otwell Mawby, PC Alanson Public School Building August 5, 2020 7400 North First Street, Alanson, Emmet County, Michigan Page 2

Previous Asbestos Inspection Documentation Historically, Alanson Public Schools, reportedly, had completed an inspection to identify suspect ACBMs and some reports indicate that some ACBMs were abated, however, documentation of the inspection and limited records related to abatement activities were retained by the school prompting the inspection activities described within this writing.

Collection Protocol Otwell Mawby personnel conducted the inspection and sampling on July 8, 16, 17 and 24, 2020.

During the inspection 116 homogeneous areas (HAs), representing the same or similar materials were identified and sampled. Non-suspect ACBMs were not assigned HAs. Bulk samples were categorized into one of three types of materials: surfacing material, thermal system insulation, or miscellaneous materials. Per the USEPA Asbestos Hazard Emergency Response Act (AHERA), bulk sample collection was conducted using the following criteria:

A list of the 116 identified HAs are provided on the chain-of-custody documentation attached as Appendix A. From the 116 HAs, 243 samples were collected from the identified suspect ACBMs at the subject property. Samples were collected at the first location where each individual material was encountered. If a material was to be sampled more than once, the material was sampled at the second location encountered and so on. If a material was only encountered within one area, bulk samples were collected from different areas within the location where the material was encountered. Additionally, the bulk samples were collected in accordance with USEPA standards and protocols, fiberglass insulation, as determined by the accredited inspector, was not sampled per the USEPA AHERA guidance. The sampled materials are listed on the chain of custody documentation contained within Appendix A.

Analytical Protocol The bulk samples collected during the inspection were analyzed by Environmental Enterprise Group (EEG) of Russellville, Arkansas using Polarized Light Microscopy (PLM). EEG is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for the analysis of ACM in bulk samples using PLM (NVLAP Lab Code 101587-0). The laboratory was instructed to stop at the first sample determined to be positive for asbestos content from each respective HA (test-to-positive criteria). Per USEPA protocol, a positive finding of asbestos in a sample from an individual HA indicates the entire HA is positive for asbestos content.

Type of Material Minimum Number of Samples Required

Surfacing Material with Area < 1,000-ft² 3

Surfacing Material with Area > 1,000-ft² but < 5,000-ft²

Surfacing Material with Area > 5,000-ft² 7

Thermal System Insulation (TSI) 3

Miscellaneous Materials Sample in a manner sufficient to determine if material is or is not ACM, at discretion of Inspector

7400 North First Street, Alanson, Emmet County, Michigan Page 3

Summary of Analytical Results Of the 243 samples collected from the 116 HAs, the laboratory (utilizing the test to positive criteria) analyzed 261 samples. Twenty-four of the analyzed samples represented a separable layer of material identified by the laboratory from one of the original 243 samples. These layers were analyzed individually to determine their potential asbestos content. Of the 261 samples analyzed by the laboratory, eight were identified to be ACBMs by PLM, as indicated in the following table. Based on the test-to-positive criteria, samples 30B, 57B, 58B, 58C, 66B, 72B, 72C, 72D were not analyzed.

Inaccessible Areas/Limitations To the extent possible, Otwell Mawby inspected all accessible interior areas of the structure (accessible areas only). Limited areas of roofing components, identified on the attached Figure 1, and the exterior window and door systems were also inspected. Areas below the foundation were not inspected. Limited evaluation of other areas including within wall cavities, pipe chases, below top covering flooring materials and roofing materials was completed. It is possible ACBMs that have not been identified could be located within these areas. Pipes, drains, ducting, and caulk on the East Gym ceiling could not be accessed due to the ceiling height. Materials above the West Gym ceiling tiles could not be accessed due to the ceiling height. No areas that were not readily accessible were inspected, including within wall cavities, above solid ceilings, etc. No exterior areas, except where noted, were inspected.

Summary/ Recommendations Otwell Mawby completed an inspection to identify potential ACBMs on the interior and select areas on the exterior of the building utilizing a combination of nondestructive and destructive surveying and sampling techniques. The interior inspection was completed for compliance with the AHERA requirements for schools to identify potential ACBMs. Two areas of the roof and exterior doors and windows were also inspected for NESHAPs compliance in preparation for planned renovation activities (partial roof and window replacement).

Bulk samples of suspect ACBMs were collected and submitted to a third party laboratory for analysis. Laboratory analytical results indicated that eight materials were identified as ACBMs.

Five materials have been assumed to contain asbestos as they were inaccessible and/ or sampling would compromise their integrity and/ or potentially cause a health and safety issue. If the materials that have been assumed to contain asbestos are to be impacted as part of a maintenance, renovation or demolition activity, they should be sampled prior to their disturbance to determine their potential to be asbestos containing.

All bulk sample collection that was performed by Otwell Mawby was completed by Mr. Steve Hemstreet. Mr. Hemstreet is accredited in the State of Michigan as an Asbestos Inspector.

7400 North First Street, Alanson, Emmet County, Michigan Page 6

The inspection was limited to accessible areas within the interior of the building, the two areas of roofing materials and exterior window and door components. In the event areas not identified within this report are to be accessed as part of future renovation or demolition activities they should be inspected prior to their disturbance.

Prior to the commencement of the planned renovation or demolition activities that could impact the identified ACBMs or assumed ACBMs, Otwell Mawby recommends the ACBMs be removed by a qualified and licensed asbestos abatement professional following all applicable local, state, and federal laws prior to their disturbance. Removal of the ACBMs should be performed by a qualified asbestos abatement contractor licensed by the State of Michigan, Department of Licensing and Regulatory Affairs (LARA), Asbestos Program. The asbestos contractor should visit the site and verify the approximated ACBM quantities provided by Otwell Mawby, prior to providing a cost for the abatement project. A 10-day (business day) notification to the State of Michigan may be required prior to the commencement of the work activities. A 10-day (business day) notification to the State of Michigan is also likely required for renovation or demolition, including select demolition of the building.

Otwell Mawby recommends that during renovation or demolition the personnel doing so are trained to identify potential ACBMs and if identified they should be tested to determine their asbestos content or be assumed to be ACBMs and handled as such. Suspect ACBMs or ACBMs should be handled by qualified and licensed asbestos abatement professionals following all applicable local, state, and federal laws.

For compliance with AHERA, a three year reinspection is required to be completed after the Local Education Agency Management Plan goes into effect. The Management Plan details the management and control of ACBMs within the building. As of the date of this report, Otwell Mawby is also concurrently issuing a Management Plan.
