About this file
The document is a Request for Proposals (RFP) issued by the City of Alamosa, Colorado, seeking professional design and engineering services for the Alamosa Alleyway Activation Project. The RFP solicits proposals from qualified engineering firms to develop an engineering design for reconstructing three alleyways in downtown Alamosa, with primary objectives including improving drainage, resurfacing, and enhancing aesthetic appeal. The project encompasses alleyways between Main Street and Sixth Street, from Edison Avenue to Hunt Avenue, specifically targeting Blocks 49, 50, and 51. Each alleyway is 20 feet wide and approximately 430 feet long. The RFP was advertised on October 7, 2024, with a question deadline of October 21, 2024, and a proposal submittal deadline of 4:00 p.m. MST on October 28, 2024.
The scope of work requires the selected firm to design drainage solutions, complete a right-of-way survey, develop surface designs with minimal excavation, create street cross-sections, prepare quantity takeoffs, and produce a comprehensive plan set signed by a Colorado-licensed engineer. The project is informed by Alamosa's Downtown Design Plan and aligns with a City Council-approved hotel development agreement. While public outreach and aesthetic design elements are not included in the current scope, some city-designed aesthetic improvements must be incorporated into the final plan sets. The RFP emphasizes the need for a timely completion and allows the city to select the consultant that represents the best value, with the city reserving the right to reject any or all proposals at its sole discretion.

REQUEST FOR PROPOSALS
PROFESSIONAL DESIGN & ENGINEERING SERVICES
ALAMOSA ALLEYWAY ACTIVATION PROJECT
Advertisement Date: October 7, 2024
Question Deadline: October 21, 2024
Submittal Deadline: 4:00 p.m. MST, October 28, 2024
1. Purpose
The City of Alamosa, Colorado, “the City” is requesting proposals from qualified engineering firms to prepare an engineering design for an alleyway reconstruction project.
The project involves the redesign of three alleyways in Alamosa’s downtown, with the primary goals of improving drainage, resurfacing the alleyway, and enhancing the aesthetic appeal to the maximum extent feasible. An additional goal is to clean up and consolidate the overhead electrical services but is outside the scope of this RFP. The final design will be provided to Xcel Energy so they can complete this aspect of the project.
The project limits are the alleyways between Main Street and Sixth Street, from Edison Avenue to Hunt Avenue, Blocks 49, 50, and 51, in the City of Alamosa. Each alleyway is 20 feet wide and approximately 430 feet long. The project does not extend through the intersecting streets.
2. Introduction/Background
The inspiration for the project comes from Alamosa’s award-winning Downtown Design Plan.
Please refer to pages 62 & 63 of the plan, which can be found online by visiting:
https://cityofalamosa.org/departments/city-planning/downtown-design/. The project aims to transform the alley into a safe, appealing pedestrian walkway, while improving the stormwater system, consolidating electrical service lines, and providing a location for centralized trash collection services. It also aims to address safety hazards stemming from uneven paving, ice buildup, and poor lighting.
The project builds on the momentum of a City Council-approved development agreement for a 92-room hotel located on the southwest portion of Block 50.

3. Proposed Scope of Work
The selected firm will be expected to:
● Design a drainage solution for each alley. The majority of the project area has ineffective surface drainage. It is anticipated that the following factors will limit the ability to provide subsurface drainage: density of below-ground utilities, lack of grade, heavy truck traffic, and proximity of building walls.
● Complete a survey identifying right-of-way boundaries and identifying any encroachments that could affect the project.
● Design a new surface with the intention of excavating as minimally as possible due to the reasons above.
● Existing and proposed street cross sections shall be developed at 50 foot stations and a plan for effective and appropriate intersection transitions will be required.
● Quantity takeoffs will be created by the respondent for each block of the project that will include curb and gutter, sidewalk, ADA corners, unclassified excavation, square footage of milling or asphalt removal, class 5 or 6 road base, and asphalt. These will be used by staff to price different phases of construction.
● Complete a plan set, signed and stamped by an engineer licensed to work in the State of Colorado, for construction and bidding purposes for the entire length of the project. This shall include a .dwg file for all aspects of the design and the locations of all underground utility locates on utility-specific layers.
● Improvement designs must be in accordance with the 2022 City of Alamosa Standard Construction Specifications and Details, found here:
https://cityofalamosa.org/wp-content/uploads/2023/07/Construction-Specifications-202 2-1.pdf
● NOT included in this scope are public outreach or the design of the aesthetic improvements such as decorative paving, landscape elements, seating, or artwork.
○ Some aesthetic improvements, as designed by City staff, will need to be included in final plan sets.
4. Proposal Requirements
In addition to any other required submittals in this RFP, each proposal shall include the following. Clear and concise responses are appreciated.
a. Summary Statement – Provide a brief statement that summarizes the unique qualifications of the respondent in relation to the unique and general requirements of this project.
b. Proposed Project Team Organization and Qualifications – Provide a chart that identifies the roles of each of the key individuals involved in the project. Provide resumes for all key individuals on the proposed project team.

c. Proposed Project Team Performance on Past Projects – Provide information for at least two similar projects that demonstrate the respondent’s ability to accomplish this project. For each project, provide the following information: Owner, Description, Cost, and a Project Reference who we may contact for further information.
d. Proposed Project Approach – Provide a proposed project approach that describes the roles and responsibilities of the respondent’s teammembers and how they will work together on the project. The proposal should include a proposed project schedule. The City will consider timely completion in the selection of the consultant.
