STATEMENT OF NEED
National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries
Office of Law Enforcement (OLE) Alaska Division Kodiak Utility Task Vehicle (UTV)
PURPOSE: The item to be purchased is one (1) all-terrain, Utility Task Vehicle (UTV) for OLE
– AK Division’s Kodiak Field Office. This UTV is needed provide transport to remote sites without paved routes that are inaccessible to the current fleet of government vehicles available to the office to investigate Marine Mammal Protection Act and/or Endangered Species Act violations. Having this vehicle will enable OLE personnel to respond to a greater number of these remote sites.
SCOPE OR MISSION: OLE – AK Division sworn personnel assigned to the Kodiak Field Office respond to these violations whenever possible to investigate if any were the result of an unlawful take under the Marine Mammal Protection Act and/or Endangered Species Act. OLE personnel further supports NMFS AK Region’s Protected Resources staff with disentanglement efforts and necropsies as members of the regional stranding network.
To enable responses in support of OLE’s mission to a greater number of these events, the Kodiak Field Office requires an all-terrain, utility task vehicle that can provide transport to remote sites without paved routes that are inaccessible to the current fleet of government vehicles available to the office.
BACKGROUND: The Kodiak archipelago sees dozens of marine mammal entanglements, strandings, and deaths each year, most beyond the road system on unimproved land and beaches.
The purchase of this vehicle will enable OLE personnel to reach these sites to conduct their investigations.
TECHNICAL SPECIFICATIONS: The following are the minimum specifications requested for Utility Task Vehicle.

● Payload Capacity Minimum 700 lbs. (336 kg)
● 1.25 in (3.2 cm) Hitch Receiver
● LED Head Lights & Tail Lights
● Illuminated In-Cab Controls
● Instrumentation: Speedometer, Tachometer, Odometer, Tripmeter, Gear Indicator, Fuel Gauge, Coolant Temperature, Voltmeter
