About this file

This document is a Request for Information (RFI) for the acquisition of a GPS Anti-Jam Antenna for the KC-135R aircraft. The government is currently in the market research phase and has not yet developed an acquisition strategy. The RFI aims to gather industry feedback on various aspects of the potential procurement, such as timing, integration approach, spares requirements, and installation preferences. The government is planning for full fleet integration and intends to provide government-owned technical data to support the integration. Key details include:

  • The government is seeking an anti-jam antenna solution to provide known valid GPS data to the aircraft's navigation systems, particularly the Embedded GPS/INS (EGI).
  • No specific timeline or pricing information has been provided, as the acquisition strategy is still in development.
  • The government is open to industry feedback and will post updates on the SAM website.

41And is the procurement going to be small batches or large batches and so on and so forth?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
51Any unique constraints or issues, technical or physical that you don't think the market would normally offer. No, the government is not aware of any constraints at this me.EN
61Assuming that this is in place, then the actual integration with the receiver is less than one day effort, correct?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
71Will the vendor assume responsibility for the full integration, both Group A and and Group B?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
91Are you able to share anymore detail around releasing the RFP (Ready for Procurement)?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
101Is there a specific timing that you guys are looking to kick this off?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM

121Do you know if there have been funds made available on a specific out years that's still something that has to be in work?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
131And then quantity of aircraft wise, are you guys looking at full fleet integration, partial fleet integration and there's a specific timeline that you guys are looking to complete the integration after project start? The government is assuming full fleet integration.Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
141And then have you, you guys have any spares that you guys are looking for outside of pure just fleet integration? The government is planning to purchase spares. Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
151Is there a preference between vendor install or government install?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
161Is the big driver for that decision going to be price point?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
171So if I can say, hey, we'll we'll make it so that way it's integrated by blue suits. Does that make it more palatable price point wise as opposed to doing it from the vendor?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
181And then do you do you guys have a set price point that you guys are looking to hit per system or is or you guys just looking at the market currently?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
191And then do you guys have an integration location in mind at this point or is it up in the air?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
201Is there any preference either which way for an integration?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
211And then are you guys going to provide the tech data for the platform to support the integration and the ID itself or is or how would that information be supplied? All applicable Dist D Government owned tech data and drawings will be made available.PM
221Do you guys have an idea of if this is going to be an STC (Sensitivity Time Control) type integration?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
231Would you like to see any data at this juncture or you guys want to wait till the official RFP (Request for Procurement) comes out?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov. Gov prefers additional responses to be submitted if an RFP is released.PM
241So we can actually just blank the output because the idea is we'd rather have no output than the wrong output, right? The Gov assumes that this may be a viable option, as long as there are conops for operating with unrealiable Global Positioning System.EN
251How important is it to have a dedicated antenna right now in the short term?It is of high importance to have a dedicated antenna for the Embedded GPS/INS (EGI)- this is the rationale supporting this requirement. The Anti-Jam antenna will not work with the Multi-Mode Receiver (MMR), so a dedicated antenna will be required for the Embedded GPS/INS (EGI) and the MMR will keep the current FRPA (Fixed Reception Pattern Antenna) antenna.EN
261Is the Government’s intent to replace the existing GPS that connects to a splitter, supplying GPS RF signals to both the Multi-Mode Receive (MMR) and the EGI?The Multi-Mode Receiver (MMR) will continue to be fed by FRPA (Fixed Reception Pattern Antenna), reguardless of Antijamming solution.EN
271Is the Government’s intent to add new antennas, connected directly to EGIs, obviating the need for a splitter?Yes. The government intends to provide known valid Global Positioning System data to the navigation systems.EN
281Is the Government’s intent to add new antennas, interfacing directly with the MMR?No. The government intends to provide known valid GPS data to the Nav systems.EN
291What part of the KC-135 mission, crew, or capabilities are intended to benefit from the added resiliency of the anti-jam antenna? (Flight deck? Navigator? Aircraft receiving fuel? Airborne Edge Node communication assets? CANS SATCOM receivers? Something else? Multiple options?)The resiliency Global Position System data will be utilized by the aircraft Embedded GPS/INS (EGI) to enhance navigation solutions and mission capabilites.EN
301M-Code capable aircraft is a future requirement for the USAF. How does the USG plan to address M-Code capabilities for the KC-135 moving forward?Adoption plans for M-Code capabilites are still in work at this time - will likely use government solution. Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.EN
311Now is our S 422 available or is it 1553 only for your for the KC 135?We are looking at provding radio frequency to the aircraft Embedded GPS/INS (EGI) and potentially adding capability for other outputs (1553, ethernet, etc) from antenna electronics if applicable.EN
321When would be your install date?Acquisition Strategy has not been developed as we are currently on Market Research Phase - any changes/updates will be posted on SAM. Gov.PM
331We do beamforming automatically, right?Question Clarification NeededEN
