1. WASH RACK (WR) DESCRIPTION OF SERVICES

1.1 Scope of Work: The contractor shall perform all aircraft washes, lubes and towing services as defined in this PWS for all C-130J/H aircraft that the 86th Maintenance Group (MXG) at Ramstein Air Base Germany has a responsibility to wash. Along with any deployed/TDY C-130J/H aircraft the 86 MXG would like to have washed. The amount of washes performed by the contractor will not exceed 60 separate washes per year. The contractor shall be responsible for washing the C-130J/H aircraft and will have everything associated with the wash and lube completed and the aircraft returned to the 86 MXG within 24 hours of the scheduled event start time. The contractor shall provide all personnel, personnel protective equipment (PPE), equipment, tools, materials, supervision and other items and services necessary to perform wash rack services not specifically mentioned in the PWS. The wash services shall be conducted in strict compliance with local, Air Force, Department of Defense, Occupational Safety and Health Agency (OSHA), and Air Force Occupation Safety & Health (AFOSH) standards mandating instructions & safety requirements for military/civilian operations.

1.2 Aircraft Wash Services: The contractor shall ensure a sufficient amount of qualified personnel are available to perform the wash per the scheduled operating hours. The contractor shall perform all aircraft wash services consisting of: towing into wash rack, preparing, washing, lubing, de-preparing, and towing the aircraft to its designated spot set by the 86 MXG. These services will be performed In Accordance With (IAW) all applicable Technical Orders (T.O.s), instructions, applicable AC forms/MIS inputs and checklists. The Contracting Officer Representative (CORs) will be notified immediately if the contractor is unable to perform any steps/procedures. Specific Mission Design Series (MDS) Technical orders required to complete all required performances are listed below:

1.2.1 Corrosion: The contractor shall inspect for corrosion/corroded areas during the normal process of the aircraft wash. If any corrosion is identified during the wash the contractor must document the corrosion in the aircraft forms and in G0-81. At the same time they will notify the 86 MXS Production Superintendent so they can notify Sheet Metal to respond to the aircraft, assess and repair the corrosion. Unless the contractor fails to report any discovered corrosion the 86 MXG will automatically assume the contractor is not at fault.

1.2.2 C-130J/H Aircraft: The contractor shall use all specific guidance listed below during the Aircraft tow, preparation, wash, lube, and de-prep. The contractor shall use any and all AFI’s and supplements. The list below are areas and/or tasks that shall be completed by the contractor, no areas/tasks will be excluded by the contractor unless specifically mentioned in the PWS:

Note: Specific T.O. steps identified and validated on award of the contract may have different headings, numbering and/or lettering due to subsequent T.O. changes. The contractor shall perform in accordance with the contract, and the most up to date, published T.O. (s) regardless of heading, numbering or lettering within this PWS unless notified by the U.S. Government.

Note: regardless of what sections and/or S/S/S/N is mentioned below the contractor shall follow all Safety Summaries and Introductions in each Job Guide listed below.

1.3 Operating Hours: All work must be conducted Monday – Sunday and shall be completed within a 24 hour period. The contractor shall be ready to work by 0800 and will have the aircraft wash complete by 0800. The wash will not be considered complete until the contractor has towed/parked the aircraft to the designated spot and all open write-ups associated with the wash have been signed off in the aircraft forms and G0-81. The 86 MXG will ensure the aircraft is available for the contractor to tow by 0700 and shall notify the contractor of the aircraft’s location. If the aircraft is unavailable for the contractor at 0700 the 86 MXG shall notify the contractor of any delays. If the aircraft is unavailable for the contractor by 0800 hours, and a resolution cannot be achieved, the contracting officer will oversee negotiation/resolution procedures between the U.S. Government and the contractor.

1.3.1: On the day prior to the wash, if inclement weather (lightning, rain, snow, temperatures below 10 degrees Celsius) is expected on the morning of the scheduled wash. The 86 MXG will tow the aircraft into the hanger by 0200 on the morning of the wash.

1.4 Scheduling: At the start of the contract period, plans and scheduling will provide the COR with a forecast of washes anticipated during the period of performance. This forecast will be an estimate based on historical data and the most current schedule; however, unforeseen circumstances (mission requirements, weather, equipment failure, etc…) may drive changes resulting in increases or decreases to the wash schedule. Additionally, the COR will provide a long range forecast of at least 60 days to the contractor of all aircraft scheduled for wash. If the schedule changes, the COR will immediately provide the contractor with an updated schedule.

1.4.1 Cancellations: The 86 MXG reserves the right to cancel scheduled washes at no cost to the government as long as the contractor is notified no later than 1600 on the day prior to the scheduled wash. The COR shall provide the contractor with a revised wash schedule as soon as possible.

1.4.2: The contractor shall submit a monthly report referencing discrepancies noted during the wash. Along with an invoice detailing wash dates, aircraft serial numbers, and certification that the work was accomplished (signature). This report and invoice will be sent to the COR and the COR shall send a copy to the 86 MXG Resource Advisors (RA).

2. SPECIAL CONTRACTOR REQUIREMENTS AND QUALIFICATIONS

2.1 Supervisor: The contractor shall provide a supervisor who shall be responsible for the performance of the work and will report directly to the COR. The supervisor shall have full authority to act for the contractor on all contract matters relating to the PWS and the daily operation of this contract. The 86 MXG will select the COR and provide the supervisor with a name and contact information of the individual selected as the COR. Whenever the COR is selected, they will conduct a meeting with the supervisor within seven duty days. The COR shall act within the full authority on all daily matters provided by the PWS and shall serve in the best interest of the U.S. Government. The supervisor shall be available during normal duty hours (0800-1700) within 60 minutes of notification to meet on the installation with U.S. Government personnel and/or COR to discuss problem areas. The supervisor must be able to fluently read, write, speak and understand English.

2.2 Contract Employees: The contractor shall not employ persons for work on this contract identified to the contractor by the COR as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population. Contractor personnel shall present a neat appearance, be easily recognized as contractor employees, and must be able to fluently read, speak and understand English. This will be accomplished by wearing distinctive clothing bearing the name of the company containing the company name and employee name. The contractor shall ensure personnel are trained, qualified, and certified for specific job tasks to be performed. No employee shall engage in any job task unsupervised, without training record documentation that certifies their qualification to perform said task. The contractor shall not employ any person who is an employee of the US Government, if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, military or civilian, unless such person receives approval according to DoD 5500.7-R, Joint Ethic Regulation.

2.2.1 Aircraft Wash Training and Qualifications: Aircraft wash employees performing pre-wash preparation, exterior wash, post-wash restoration, and post-wash lubrication shall possess qualifications that validate knowledge of aircraft practices, procedures, identifying corrosion, and proper use of AGE and aircraft tow vehicles. All training required for the items mention at the beginning of this section must be accomplished by (and/or provide to) the contractors will be completed as outlined in AFI 21-101 and USAFEI 21-501.

2.2.2 Aircraft Mechanic Skills: Aircraft maintenance experience includes training in at least one formal aircraft maintenance course such as: (1) Qualification Training Program, (2) Air Force Maintenance Specialist Course (in-residence or correspondence); or civilian equivalents. Contractor employees who possess a FAA Certification (i.e. Airframe or Power Plant license) are considered qualified.

2.3 Employee Training: The U.S. Government shall be responsible for providing a limited amount of training for all contracted individuals and the supervisor mentioned in paragraph 2.1 on how to wash a C-130J/H, tow a C-130J/H, drive a tow vehicle and lube a C-130J/H. The 86 MXG will provide the contractor with a well-qualified four person team to train the contracted employees on washing, lubing, and AGE operation. This training will only occur for the first three subsequent washes. The contractor will be responsible for all training after these training events are completed. The 86 MXG will provide all initial/annual qualification testing required for the contractor to complete any task needed to prepare the aircraft for wash/lube service. For example, but not limited to red X, tow supervisor, tow vehicle driver, brake rider testing, flight line drivers training, etc. The contractor shall document and maintain a training file of qualification and/or certification records for each employee. The training records will be made available to the COR at all times. Training and certification shall be completed within 30 days after hire date and personnel shall be re-certified on an annual basis. The COR will work with the 86 MXG Training Management office to ensure all applicable training requirements are met as defined in section 2.2.1. 2.4 Safety: The contractor shall be responsible for ensuring that all employees adhere strictly to the safety precautions in AFI 91-203 Air Force Consolidated Occupational Safety Instruction and USAFE 91-203 Air Force Safety and Occupational Health for Local National Employees in Germany.

2.5 Safety Requirements: The contractor shall conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work, to include, but not limited to the following:

2.5.1. The Contactor shall take any additional reasonable actions they believe will increase safety and mishap prevention.

2.5.2. Provide protection to U.S Government property to prevent damage during the period of time that the property is under the control or in possession of the contractor.

2.5.3. Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract.

3. PERSONNEL/AIRCRAFT/PROPERTY MISHAPS/DAMAGE

3.1 Mishaps/damage: The contractor shall immediately report any personnel, aircraft and property mishaps/damage to the COR and the Maintenance Operation Center (MOC). The contractor shall ensure any documentation of the event is completed and provided to U.S. Government officials as requested. The COR will ensure proper notifications are made through the appropriate Chain of Command. The COR will ensure all documentation of the event is completed and provided to U.S. Government officials as requested. The contractor is responsible for taking any legal corrective/corrective measures to ensure there will not be any repeat of any incident. The COR will follow up as necessary to prevent future occurrences. The U.S Government is not liable for any lost time due to personnel, aircraft and/or property incidents caused by the contractor.

3.2 Personnel Mishaps: The contractor shall be responsible for any medical costs incurred by any employees while on-duty.

3.3 Aircraft Mishaps/Damage: The contractor shall be responsible for any and all costs associated to negligent damage to an aircraft caused by an employee. The contractor shall stop all work and will immediately notify MOC. Work may not resume until the COR tells the supervisor they may resume work. The COR will conduct an initial report within 24 hours of an incident and will report their completed findings to the 86 MXG Commander within 5 duty days. The 86 MXG Commander will make the final decision on whether or not the damage caused by the contractor was negligent. The COR will immediately notify the contractor upon notification of the final decision and the 700 CONS will determine the amount of the contractor’s liability.

3.4 Property Mishaps/Damage: The contractor shall be liable for loss or damage to U.S. Government furnished property and equipment beyond fair wear and tear. In the case of loss or damage beyond fair wear and tear, the 700 CONS shall determine the amount of the contractor's liability. Compensation to the U.S Government shall be effected either by reducing the amounts owed to the contractor or by direct payment compensation. The 700 CONS shall determine the method. The U.S. Government shall be responsible for day-to-day wear and tear of equipment and the contractor is liable for damage/loss caused by neglect. In the case of damaged property, the amount of compensation due the U.S. Government, by the contractor, shall be the actual cost or repair, provided such amount does not exceed the economical repair value. In the case of complete loss or damage beyond economical repair to equipment, the amount of the contractor's liability shall be the depreciated replacement value of the item to be determined by 700 CONS. On completion or extension of the contract, the contractor and the COR shall conduct a joint inventory of equipment.

4. HAZARDOUS MATERIALS, FOREIGN OBJECT DAMAGE, DROPPED OBJECT PREVENTION PROGRAMS.

4.1 Conformance with Environmental Management Systems: The Contractor shall perform work under this contract consistent with the relevant environmental policy, and objectives identified in the installation Environmental Management System (EMS) applicable for your contract. The Contractor shall perform work in a manner that: conserves water, energy, as well as other resources to the maximum extent feasible. The Contractor will ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities. Furthermore, the Contractor will give preference to less toxic materials whenever available that are still reliable for their work. In the event that the work being done by the contracted services does not conform/comply with host nation and USAF environmental laws and regulations, the Contractor will take corrective and/or preventative action(s). In the case of noncompliance, the Contractor will respond, and take corrective action immediately. In the case of a nonconformance, the Contractor will respond, and take corrective action based on the time schedule established by the EMS coordinator. In addition, the contractor will ensure that their employees are aware of the Environmental Management System on base, and how these requirements affect their work performed under this contract. All on-site contractor personnel will receive the installation EMS awareness level information.

4.2 Hazardous Materials: The contractor shall comply with Hazardous Material Handling and maintain Material Safety Data Sheets (MSDS) Program IAW AFI 90-821, AFI 32-7086, IAW local requirements, technical manuals, operating instructions, inspection procedures, and personnel safety for Hazardous Communication and Hazardous Material Management. The contractor shall perform all work in accordance with applicable German, and US Air Force environmental laws, regulations, and operating standards; including, but not limited to the Final Governing Standards (FGS) for Germany. The Contractor shall be immediately capable of understanding, and addressing environmental laws, and regulations as they pertain to work performed under this contract.. In the event environmental laws/regulations change during the term of this contract, the contractor shall comply with said laws when they become effective.

4.2.1: The 86 MXG will provide the contractor with all Hazardous chemicals applicable to complete the aircraft wash and lube. Refer to Appendix B to see a list of chemicals and the amount the 86 MXG will provide the contractor to keep on hand.

4.3 Hazardous Waste: The contractor will be familiar and abide by applicable federal, state, and local laws pertaining to “Hazardous Waste Management Plan”. The contractor shall transport hazardous waste to the 86 MXS/ISO Support Section and follow Satellite Accumulation Point (SAP) procedures for draining and disposal of containers. Oil, fuel, and hydraulic fluid saturated rags are to be delivered to this same collection point and follow procedures disposal procedures accordingly. Wash soaps type I & IV is a hazardous chemical and all barrels that had or has this waste will be transported by the contractor to the 86 MXS/ISO Support Section and follow SAP procedures for draining and disposal of containers.

4.4 Hazardous Spills: The contractor will be familiar and abide by applicable federal, state, and local laws pertaining to “Hazardous Material Spill Prevention and Response Plan 86 AW Plan 3207069A(U) June 2015” for direction on spills and response actions. Any hazardous spills shall be contained and cleaned immediately. The contractor shall contact MOC in the event of a spill, who will then dispatch emergency services. The contractor shall contain the spill within their capability until emergency services arrives.

4.5 Foreign Object Damage (FOD) and Dropped Object Prevention (DOP) Programs: Ensure effective FOD prevention and DOP programs are implemented and maintained IAW AFI 21-101 and local operating instructions. The contractor shall verify the aircraft parking ramp, work areas, and other parking locations remain FOD-free at all times. The contractor shall contact Airfield Management Operations and/or MOC for sweeper service, as needed. Procedures for ensuring effective FOD prevention and DOP programs shall be specified in the contractor's quality control plan.

5. SECURITY

5.1 Security Requirements: All contractor employees shall possess the minimum of a “Secret” clearance. Clearance is required in order to gain access to the Flight Line, Facilities, and Computer Systems with applicable Technical Orders to performing services. The contractor shall obtain pass and identification items as required for all employees.

5.2 Contractor Employee List: This form shall list every employee requiring base access. Every time employees change, it shall be updated to reflect additions and/or deletions. Once completed, email the list to the COR in EXCEL format. The COR will then prepare, attach a cover letter, and forward the employee list to the visitor control center. The contractor shall submit the employee listing the contracting officer no less than three days prior to the performance start date and at least one day prior as changes occur.

5.2.1. Upon notification of the employee listing being forwarded to the Visitor Control Center (VCC), all contractor employees shall report to the VCC to complete the required documentation for base access. Contractor employees shall be required to all appropriate and required identification required by the VCC.

5.2.2. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.

6. QUALITY ASSURANCE

6.1 Quality Control: The contractor shall develop, implement, and maintain a quality control (QC) plan to ensure the service provided is performed in accordance with Air Force Technical Orders and this PWS. At a minimum, the contractor shall develop the quality control procedures addressing the areas identified in sections 1, 2, 3, and 4. The contractor will provide this document to the COR within 30 days of contract award. The contractor shall provide its own individual to implement the contractor’s developed procedures to identify, prevent, and ensure safe and zero defective services. The contractor shall immediately correct all faults identified by this individual prior completing section 6.2.

6.2 86 MXG QA: To ensure the contractor is providing a quality service, the 86 MXG QA office will inspect each completed task. The wash will be considered one task and the lube will be considered a separate task and each task will be inspected and graded separately. Once each task has been completed the contractor will notify MOC requesting the 86 MXG QA office send an inspector to come and inspect the task for. The inspector will inspect the completed task in accordance with section 6.2.1. During the inspection the contractor will walk with the inspector and both inspector and contractor will conduct themselves in a professional manner. The contractor cannot tow the aircraft out of the hangar until the inspector has completed an inspection of the provided service. The contractor will immediately correct anything identified by the inspector. The inspector will respond to the hangar within 45 minutes of receiving the call. If the inspector is delayed, they will immediately notify the contractor and the inspector may authorize the contractor to move on to the next task. If the inspector does not show up to the hangar 1 hour after notification and they did not notify the contractor of a delay; the contractor will notify MOC and the COR and may proceed with the next task, this includes towing the aircraft to its designated spot. If this scenario occurs the inspector cannot inspect the contractor on that specific task.

6.2.1: The inspector will inspect the task and identify all discrepancies as defined by section 6.4. The inspector will not provide a grade but will verbally identify each discrepancy to the supervisor that way each discrepancy can be corrected on the spot. The inspector will document each discrepancy and section with the applicable T.O guidance and how the contractor corrected the discrepancy in order to generate a report that will be sent to the COR by the end of the inspectors duty day. The COR will use this report to determine the tasks grade based upon section 6.3 of this PWS and will generate the applicable report based upon sections 6.5 and 6.6 of this PWS.

6.2.2: The COR may inspect the contractor at any time and without any notice to ensure all requirements set forth in this PWS are being met.

6.2.3: The contractor will notify the COR of any issues while trying to comply with any portion of this PWS. The COR will attempt to correct the contractors issue, if COR is unable to correct the issue then the COR will notify the proper office and/or chain of command and ask for their assistance in correcting the issue.

6.3 Inspection Metrics: All inspections conducted by the COR/inspector will be based upon two metrics: the service was satisfactory or unsatisfactory. Section 6.3.1 of this PWS defines what a satisfactory or unsatisfactory result is.

6.3.1: A satisfactory result is defined as receiving no more than 6 overall discrepancies and no more than 3 discrepancies per area. An area is defined as area 1 (External), Area 2 (Internal), Area 3 (Left Wing) and Area 4 (Right Wing). An unsatisfactory result is defined as receiving 7 or more overall discrepancies or 4 or more discrepancies per area (whichever occurs first).

6.4 Discrepancies: A discrepancy will be any violation or failure to follow any section within this PWS and any missed or improperly completed portion of the applicable T.O. All discrepancies will be immediately corrected by the contractor and the COR/inspector will document how the contractor corrected each discrepancy.

6.5 Inspection Reports: After each wash, the COR will complete a report documenting if the contractors service was satisfactory or unsatisfactory. This report will include all discrepancies found during the wash, the applicable T.O., and how the contractor corrected the discrepancy. The COR will send the completed (signed) report to the contractor within 48 hours of wash completion. Upon receipt of the report the contractor has 48 hours to sign and return the report. During this window the contractor may provide the COR with any signed documents providing comments, justifications, alibis or issues in regards to the report written by the COR. The COR will brief the 86 MXG on all inspection reports and any documents provided by the contractor.

6.6 Corrective Action Report (CAR): The COR will create a CAR once any of the following metrics have been met:

· 3 consecutive unsatisfactory inspection reports within a calendar year.

· 6 total unsatisfactory inspection reports within a calendar year.

· At least one action committed by the contractor and/or employees that could have resulted in death and/or harm to life, limb, and/or health.

· At least one action committed by the contractor and/or employees that resulted in death and/or harm to life, limb, and/or health.

· Any significant negligent damage to aircraft and/or equipment/facilities.

7. GOVERNMENT FURNISHED PROPERTY, EQUIPMENT AND SERVICES

7.1 Utilities: The U.S. Government will furnish available water and electricity at existing outlets as may be required for the work to be performed under the contract at no cost to the contractor.

7.2 Building: The U.S. Government utilizes Hangar 2210 to wash aircraft; the contractor will use this building to perform wash and lube services. The U.S. Government will make available adequate space for 2 contract employees with 2 desks, 2 book cases, 2 phones, 2 computers, a break area, and restrooms for the aircraft wash employees. The contractor shall maintain an orderly appearance of the facilities being used to include the areas around the contractor office and storage facilities. Since these facilities are shared with the U.S. Government, the contractor is responsible for removing and properly disposing of any trash generated by the wash process to include trash removal and policing the grounds. The contractor shall also clean the hangar floor, removing all visible dirt, debris, etc. after each wash. The contractor shall be responsible for ensuring that all storage equipment, when not in use, is properly stored and secured. The COR will ensure the building is clean and identify any discrepancies to the supervisor for immediate correction.

7.3 Security and Fire Protection: The U.S. Government shall provide security police and fire protection. In consideration of these services, the contractor shall comply with all fire safety and security directives. For any EMERGENCY, dial 112 from a base telephone.

7.4 Vehicles: The U.S. Government shall make available a tow vehicle capable of towing a C-130J/H aircraft to fulfill the requirements of this contract. When the contractor requires a U.S. Government provided vehicle to perform a requested service, the contractor shall check the vehicle out from 86 AMXS Support. The contractor shall ensure that contractor employees who drive vehicles during performance of the contract are properly licensed for the type of vehicle being operated. The vehicle operator shall perform vehicle pre-use checks, inspect the vehicle for serviceability, and document an AF Form 1800. The contractor shall follow 86 AMXS Support vehicle turn-in procedures as soon as the vehicle is no longer required for aircraft wash services. All contractor personnel vehicles must be coordinated through the COR and approved by airfield management prior to being used on the flight-line. The contractor shall have a plan in place if and personnel vehicle/tow vehicle becomes inoperable.

7.5 Tech data: Laptop computers will be used in place of hardcopy U.S. Government T.O.s. The U.S. Government shall provide Laptops capable of providing the contractor with the required tech data needed to accomplish the service. The contractor will sign the laptop from the 86 AMXS Composite Tool Kit (CTK) Section. The contractor will ensure current technical data and publications are used while providing services. Laptop computers must be signed back in to the 86 AMXS CTK location from which they were signed out. The U.S. Government will provide computers and LAN access.

7.6 AGE Equipment: The U.S. Government shall also provide powered and non-powered AGE used in the performance of this contract. The contractor is responsible for coordinating with MXS in order to use the equipment. Aircraft Wash AGE is transported to and from the wash facility solely by the U.S. Government. The contractor shall inspect equipment for serviceability and condition prior to use and annotate any discrepancies on AFTO Form 244, Industrial Support Equipment Record. The contractor will notify 86 MXS Production Superintendent of any unserviceable or damaged equipment. The contractor shall operate the equipment IAW standard operating procedures. The contractor shall be responsible for any damage to property caused by the contractor’s negligence.

7.7 Tools and supplies: Appendix A and B contains a list of U.S. Government furnished equipment and supplies available for the contractor’s use as needed. The U.S. Government will initially provide all items listed in Appendix A and B, and will replace these items as long as the contactor did not negligently damage and/or destroy these items. While the contractor must inspect all equipment for serviceability and safety prior to use, the 86 MXS is the custodian of all tools, equipment, chemicals provided in Appendix A and B and the 86 MXS will check out each item to the contractor. The contractor shall notify the COR and 86 MXS Production for repairs or replacement of equipment/materials. Equipment made available to the contractor shall be used only for the purposes of fulfilling requirements of this PWS.

7.7.1: The contractor will complete and document the inspection on an AFTO 244 “Prior to Use” form on any equipment/tools with an AFTO 244. The 86 MXG will complete all other weekly and monthly inspections on equipment/tools with an AFTO 244.
