About this file
This document is a Justification for Other Than Full and Open Competition (J&A) for the procurement of an Aircraft Landing Light. The Defense Logistics Agency (DLA) Troop Support is the contracting activity and is seeking to acquire the Landing Light on a sole source basis from the approved manufacturer, Hoffman Engineering, LLC.
The Aircraft Landing Light, with National Stock Number 6220-01-649-4932, is a critical item used by the U.S. Air Force on the Boeing KC-135 Stratotanker aircraft to illuminate the runway during takeoff and landing. Hoffman Engineering specially engineered and developed this LED lighting solution to replace the previously used quartz halogen lamps that had reliability and safety issues. The J&A cites Hoffman as the only known approved manufacturer capable of meeting the technical requirements and mandatory Government standards. The estimated one-year contract value is $487,574.34, with four one-year options potentially bringing the total value to $5,000,000. The solicitation will be posted to the DLA Internet Bid Board System, with efforts to increase competition through alternate product submissions.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Defense Logistics Agency (DLA) Troop Support, Construction and Equipment (C&E) Supply Chain, is the contracting activity.
2. The action being approved is the ability to solicit for DLA requirements on an other than full and open competition basis.
3. The following item is required to meet DLA’s needs:
Item Description: LIGHT, LANDING AIRCRAFT National Stock Number (NSN): 6220-01-649-4932 Manufacturer/Supplier: Hoffman Engineering, LLC (06097) Manufacturer/Supplier Part Number: P/N 751-1005-001 Annual Estimated Quantity (AEQ): 239 each Estimated Unit Price: $2,040.06 each Estimated Dollar Value: $487,574.34(One year Base) Number of (1) one-year options: Four (4) Estimated Total Dollar Value, inclusive of the options: $2,437,871.70 Maximum Total Dollar Value: $5,000,000.00
4. The applicable statutory authority permitting other than full and open competition is 41 U.S.C.
1901, as implemented by FAR 13.501(a), Sole Source Acquisition.
5. The use of this authority is necessary because Hoffman Engineering (Hoffman) is the only known approved manufacturer of the required Aircraft Landing Light. Hoffman specially engineered, designed and developed this part numbered item for the Air Force at Hoffman’s private expense. Hoffman developed the PAR64 Light Emitting Diode (LED) Landing Light as an alternate to the commercial off-the shelf (COTS) replacement for existing General Electric’s (GE) Q4559 and Q4559X quartz halogen lamps. A LED light is energy efficient, safer, sturdier, longer lasting, easy to install, and saves overall life cycle cost. When procured by the Government, this Aircraft Landing Light is primarily used by the United States Air Force (USAF) on the Boeing KC-135, Stratotanker (KC-135).
The aircraft landing light is a light specifically designed to be installed on an aircraft to project a focused beam of bright light to facilitate landing operations during periods of darkness. The landing light is mounted on the KC- 135 to illuminate the terrain and runway ahead during takeoff and landing, as well as used as a collision avoidance measure against other aircrafts and bird strikes. Aircraft landing lights are specially designed to work in concert with the aircraft taxi lights. Aircraft landing lights illuminate a limited area of space, such as airport taxiway and
Controlled Unclassified Information (CUI)
Source Selection Information- FAR 2.101 and 3.104 mailto:Tiffany.Stoute@dla.mil project a diffused beam on the ground or water during periods of extreme darkness or low visibility (e.g., low light at night or during inclement weather). This aircraft landing light has been tested and approved by the Air Force for use on the KC-135.
Hoffman used its own funding to reverse engineer, design, and develop a LED Aircraft Landing Light to function as an alternate for the previously used quartz halogen lamps. The halogen lamps degraded quickly over the service life of the lamp due to extreme temperatures, shock, vibration and weather failures, which resulted in costly service delays. The USAF, therefore, authorized the manufacturer to design and develop a prototype which complied with the following requirements:
- Submit for Field Testing
- Comply with LED Lighting Requirements
- Pass Fitment Testing on the KC-135 (e.g., must fit existing electrical mounting and hardware on the aircraft without modification, and be easy to install without additional training maintenance).
- Pass Operational Testing on the KC-135.
- Pass Light Intensity Testing: Provide a significantly higher, color temperature light output and superior brightness, to assist in improving aircrew visual acuity and aircraft visibility.
- Durability
• Pass Shock Resistance Testing (e.g., Sustain testing without breaking, shattering, or becoming dislodged/deployed or diminishing brightness/intensity, no degradation in performance).
• Pass Vibration Resistance Testing (e.g., Sustain testing without breaking, shattering, or becoming dislodged/deployed or diminishing brightness/intensity, no degradation in performance).
• Pass Extreme Temperature Testing (e.g., Sustain testing without breaking, shattering, or becoming dislodged/deployed or diminishing brightness/intensity, no degradation in performance)
PAR64 LED Aircraft Landing Lights are readily available and offered by commercial retailers.
Although the lights offered by other manufacturers appear to be like the required item, it should be noted the commercial LED light industry is very nuanced. Commercial LED lights are offered in numerous configurations which may not comply with the minimum Government requirements. Factors must be considered when procuring a LED light to assure its overall efficacy and safety for the user. LED light configurations vary based on terminal base type and size, light bulb shape, style and size, light bulb brightness, and beam spread. The aircraft landing light is 3.59 inches in diameter, 2.7 pounds in weight. It has a very high intensity and high visibility, with an 11.5 inch high and 12-inch-wide beam spread. Selecting an option that does not meet the minimum Government requirements can potentially result in the loss of additional assets, such as unused lights, aircraft, and other property damages.
Further, the end application of the required item necessitates the light procured under the proposed acquisition meets the minimum Government requirements. Parts Departing Aircraft
(PDA), referred to as Things Falling Off Aircraft (TFOA), which is a legitimate safety concern for the required item as evidenced by the need for Hoffman to develop the LED lamps to replace the halogen lamps which rendered the aircraft landing light unusable for its intended purpose.
PDA is an event where parts of the aircraft are deployed during air travel; such events may cause foreign object damage to the aircraft or serious injury or damage to people or property on the ground. The aircraft landing light manufactured by Hoffman Engineering is currently the only light which meets the new Government mandate and minimum technical requirements for this acquisition.
6. The solicitation will be posted to the DLA Internet Bid Board System (DIBBS) and will be synopsized in Contract Opportunities in accordance with FAR 5.2. In addition, this J&A will be posted with the solicitation in accordance with FAR 5.102(a)(6).
7. As the Contracting Officer, I hereby determine the anticipated cost to the Government will be fair and reasonable based on price analysis techniques in accordance with FAR 15.404-1(b)(2), specifically favorable comparison to historical prices paid for similar items, and an analysis of other than cost or pricing data.
8. On July 26, 2022, a Sources Sought Notice was issued for a period of thirty (30) days, through the Contract Opportunities website. No responses were received. Market Research Surveys were emailed to the approved source and prior awardees and were completed and returned, in August 2022. The approved source, Triman Industries, and prior awardees Aircraft Light International and FBC Enterprises were contacted again in June 2024, to confirm the information provided in their initial market research survey is still current, accurate, and relevant. The market research survey revealed there is only one approved source of supply with the demonstrated capability to produce the required item and the item being procured meets the criteria of a modified commercial item based on the FAR 2.101 definition. Both vendors also agreed to the annual demand quantity and confirmed they could meet the projected delivery. Other market research includes, but is not limited to, web searches, review of prior history and internal databases such as Haystacks, IDS, and WebFLIS.
9. There are no other facts supporting the use of the authority for other than full and open competition.
10. Triman Industries, the manufacturer’s approved distributor, and Aircraft Light International have expressed an interest in this acquisition by completing and returning the market research survey in August 2022 and remain interested as of June 2024. FBC Enterprises confirmed they still no longer have distribution access for this part.
11. To increase competition, DLA Troop Support will continue to perform market research prior to any future acquisitions for this requirement. In an effort to overcome barriers to competition, the solicitation for this requirement will contain DLAD Procurement Note M06, Evaluation of Offers for Part Numbered Items and L04, Offers for Part Numbered Items to encourage the submission of offers for alternate products. Any alternate offers received will be forwarded to the Product Specialist for evaluation and approval.
12. As the Contracting Officer, I hereby certify that this Justification is accurate and complete to the best of my knowledge and belief.
