About this file
This notice announces the Department of Homeland Security's intent to award a sole-source contract to Air Worldwide Corporation. The Federal Emergency Management Agency will provide a 12-month base period and four 12-month options for Air Worldwide Corporation's catastrophe modeling software licenses. This software is the only product that includes probabilistic hurricane-induced precipitation within the inland flood model, a critical capability for evaluating flood risk under the National Flood Insurance Program. It is also the sole source able to provide the unique modeling capabilities required to support the NFIP's placement of insurance-linked securities catastrophe bonds. The data and models will increase the accuracy of FEMA's flood predictive analytics and are already used to develop rating approaches for the NFIP's flood insurance policies. Interested sources may submit capability statements by the response date, but award of this sole-source contract is at the government's discretion.

Text version
In accordance with FAR 13.501, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) intends to award a sole source contract to Air Worldwide Corporation for inland flood and storm surge catastrophic data modeling licenses. The contract will include a 12-month base period and four 12-month options.
Air Worldwide Corporation is the only known source that can provide catastrophe modeling software that includes probabilistic hurricane-induced precipitation within the inland flood model, which is a critical sub-peril for evaluating the NFIP view of flood risk. This is the only known product that meets the unique modeling capabilities needed for NFIP’s placement of insurance-linked securities (ILS) catastrophe bonds. The benefits of these models increase the accuracy of FEMA’s flood-related predictive capabilities and has approved plans and procedures in place to continue performance while a new contract is being re-procured. The data derived from models will be used to develop the National Flood Insurance Program’s (NFIP’s) rating approach for floods insurance policy rates.
The award is based upon the exclusion found at Federal Acquisition Regulation 6.302-1 which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements.
THERE ARE NO SOLICITATION DOCUMENTS AVAILABLE FOR THIS
REQUIREMENT. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
