Statement of Work AIR Uploader Software and License

Background and Purpose:

The United States Agency for Global Media (USAGM) Office of the Chief Information Officer (OCIO) has deployed a virtual integrated video editing platform in USAGM’s Azure environment that focuses on fundamental video editing processes and procedures around video editing management in a cloud environment. USAGM’s cloud editing platform enable users to perform remote production workflows and virtually collaborate with different business units within VOA from anywhere. In order to protect USAGM’s content that is being produced, shared and distributed amongst VOA content creators on the video editing platform, a secured file transfer tool will need to be deployed in USAGM’s Azure Cloud Editing Platform.

Objective:

USAGM desires to engage a contractor to deploy AIR Uploader tool into the USAGM Azure Cloud Editing Platform environment as a method of uploading USAGM and VOA assets directly to the cloud file share. The AIR Uploader tool will provide the enhanced security needed to protect digital content that will be uploaded directly to the cloud platform by VOA content creators. The intended purpose of this effort is to provide a secure transfer method to allow Agency users to upload content securely from USAGM devices.

The new cloud infrastructure being developed by the vendor personnel is going to become a mission essential part of VOA’s content production workflow. As such, it is critical to VOA and USAGM’s core mission. Since the vendor personnel will have root administrative access to this new cloud infrastructure, which hostile actors could cause harm to the USAGM’s critical infrastructure and impact the integrity and availability of VOA’s news products, the contractor personnel must be able to pass Non-Critical Sensitive position clearance, FIS investigation at a Tier3. Throughout the lifecycle of the contract, the contractor shall immediately notify the COR upon discovery of any inadvertent disclosures of information or unauthorized access. The contractor shall not retain any information regarding vulnerabilities, to include summaries, the actual vulnerability report, or any other data/information, at the end of the task order. All information arising from this task, both hard copy and electronic, will be returned to the government at task conclusion. The contractor personnel shall not disclose sensitive or proprietary information about, or in the possession of, USAGM or any of its principal office components, contractors, or business partners to unauthorized persons. The contractor will be subject to any and all penalties imposed by law for unlawful disclosure of USAGM information.

Deliverables:

A. Actual Deliverables: Signed contractual agreement with vendor that they will provide the following:

Solutions – Deployment – Air Uploader Deployment back-end Solutions – Deployment – Air Uploader Deployment front-end

Solutions – Create Security Groups for Users in USAGM Azure AD Solutions – QA Testing of Uploader after deployment in the USAGM environment Solutions – Project Management Solutions – Senior Workflow Engineer

Air Uploader License – AIR Uploader Enterprise License for one (1) year period o Tier 1: 0-250 Concurrent Users AIR Uploader Support – One (1) Year support Tier 1 Solutions – Creation of new security groups in USAGM Azure AD to allow access to the tool and add users from test group to new security group.

Assumptions and Caveats:

USAGM users will upload content on approved USAGM devices – if this requirement changes, malware scanning could be incorporated into Uploader in a separate Change Request.

USAGM users will have sufficient internet access speeds to upload content through Uploader to the Azure edit platform.

Uploader is being deployed only to deliver content to the (Z:) drive – if other locations are required, this will need to be outlined in a separate Change Request.

The following camera cards are only supported: Sony FS5MK1 and Sony PXW-Z90.

Uploader will recognize the folder structure of these cards and only extract the main video files for upload.

Other camera cards can be uploaded, but if the folder is selected, all the additional metadata, thumbnails etc. will be uploaded as well.

Payment Schedule USAGM and Contractor will establish a schedule so that itemized invoices are submitted as follows:

Invoice 1: Deployment – On Contract Award Invoice 2: AIR Uploader + Licensing – Following Deployment

1. Contract Type The contract type is Firm Fix Price.

2. Period of Performance The base period of performance is one year (12 months) from the date of contract award.

3. Place of Performance Cohen Building, Washington, DC region and Remote location

4. Standard Work Hours Monday through Friday, 8 AM – 5 PM.

5. Security Clearances Must be able to pass Non-Critical Sensitive position clearance, FIS investigation at a Tier3.

6. Travel and Other Direct Costs No travel is anticipated for this statement of work. Should a travel requirement occur, travel is receipt reimbursable and in accordance with the Federal Travel Regulation.

Other Direct Costs (ODCs) Other Direct Costs are/are not authorized. Contract funding may be used to acquire services and/or products, not specifically listed in the Scope of Work, but necessary for the successful completion of those tasks and this SOW. The contractor must obtain written consent from the COR, in coordination with the Contracting Officer, prior to obtaining any ODC service or product and billing for any ODC item.

7. Acceptance Signed contractual agreement with the vendor that they will provide access to the service during the period of performance.
