About this file

This document contains a determination memorandum and notice of intent to sole source for Air Rescue Systems equipment and training. The Kentucky Army National Guard intends to award a firm fixed price sole source contract to Air Rescue Systems for UH-60L air rescue equipment and continuation training for half of the company who could not participate in initial training. The equipment and training are required under an Army airworthiness release to maintain safety and uniform standards. The justification cites Air Rescue Systems as the only authorized provider that can approve training on its specialized hoist equipment. The notice of intent allows other sources to submit capability statements for consideration, though an award to Air Rescue Systems is intended as the sole provider of equipment compliant with airworthiness requirements. The associated NAICS code is 621910 for rescue services and the small business size standard is $22.5 million.

_7_ PROVIDE A STATEMENT OF ACT_dWWFyKo3zgQ-e71MSrA2mA: There is nothing the government can do at this point to remove any barriers to competition. The nature of this requirement

in support of the H60 Helicopter has limited service providers due to the company who provides the hoist being the only one who can approve people to train on their hoist and currently they have only approved ARS.

_5_ PROVIDE A STATEMENT OF ACT_xMsHeIbKfGYdZx*NQZBzkg: The Army developed a Hoist Training Package (TSP) in 2018 and Air Rescue Systems (ARS) was contacted regarding hoist operations training. The initial training was conducted 17-21 August 2020. Breeze Eastern paid for training as a limited use evaluation (LUE) of the four strand hoist cable. The continuation of training (18-24 April 2022) During the initial training only half to the company could be trained. This continuation is to train the other members of the company who could not participate in the initial training. This training is required under Airworthiness Release (AWR 980) for Rescue Hoist Equipment on UH/HH 60 Helicopters issued by Department of the Army US Army Research Development.

_4_ UNIQUE CHARACTERISTICS THA_fxPS18NzthbsRqqrY5h47Q: Due to the specialized and complex nature of the type of training no other supply/service can be used with the same result expected. Using ARS will maintain uniformity of training throughout the unit. Uniformity is required for the safety of the unit's personnel and any personnel needing rescue. ARS provided didactic and practical training in fluid / dynamic hoist operations. ARS assisted ARMY Aviation in the formation of the ARMY Hoist SOP. Their equipment is also listed on AWR 980, which is a list of authorized rescue items that can be used on ARMY aircraft.

_3_ BRIEF DESCRIPTION OF SUPPL_UM33PhqLHArLIQSUjN*Zfw: ARS Rescue hoist devices and safety equipment for use while training for and performing live rescues utilizing the UH-60L helicopter.
