Request For Proposal #25-26-31 Title: Air Quality Consulting Service Contract

1. Introduction

1.1. Summary

The City of Granbury (the “City”) is soliciting proposals from qualified and experienced firms to provide air quality consulting services. The City intends to select a consultant or consultants with demonstrated expertise in the technical areas identified in this Request for Proposals. The City reserves the right to negotiate with any or all respondents and to award all or portions of the Scope of Work, as determined to be in the best interest of the City.

1.2. Background

Planning, Engineering, and Environmental Services

Statement of Need

The City of Granbury (the “City”) is seeking proposals from qualified and experienced air quality consulting firms to provide professional air quality consulting services related to ozone air quality conditions in Hood County and the surrounding region. The City requires specialized technical assistance to update the existing Conceptual Model through the 2025 ozone season and to perform source apportionment photochemical modeling to evaluate the sources and transport of ozone and ozone precursors affecting Hood County.

A Conceptual Model characterizing ozone air quality conditions in Hood County was originally developed in 2015. Although monitored ozone design values remained below the 2015 8-hour ozone National

Ambient Air Quality Standard (NAAQS) from 2016 through 2021, monitored design values subsequently increased and exceeded the 2015 NAAQS during the 2023–2025 period. An updated analysis is therefore necessary to characterize current ozone conditions, identify contributing sources and atmospheric processes, evaluate local and regional transport, and provide information that can support future air quality planning and regional control strategies.

The City has determined that the Request for Proposals (RFP) process is the most reasonable method of procurement to ensure a fair, competitive, and neutral evaluation of qualified firms. The selected consultant will be expected to provide the technical expertise, modeling capabilities, project management, and professional resources necessary to successfully complete the Scope of Work identified in this solicitation.

The services procured under this Request for Proposals will be funded through City of Granbury funds and/or other applicable funding sources available to the City, as permitted by law. The City reserves the right to adjust the level of services or available funding during the contract term based upon changes in funding availability, project requirements, or other City needs.

2. Scope of Work

2.1. Proposal Submission Instructions

The City of Granbury is accepting sealed proposals for RFP No. 25-26-31 – Air Quality Consulting Service

Contract.

Proposers should free account with OpenGov Procurement and register at OpenGov Procurement.

Proposal documents and solicitation information are available on the City of Granbury's Purchasing webpage.

Sealed proposals must be received by Monday, August 31, 2026, at 2:00 P.M. Proposals shall be submitted in a sealed envelope clearly marked with the following information:

City of Granbury

Attn: Purchasing Department

RFP No. 25-26-31 – Air Quality Consulting Service Contract

401 N. Park Street

Granbury, TX 76048

Proposals will be publicly opened at the above address at the designated closing time.

Questions regarding the solicitation should be directed to the Purchasing Manager at 817-573-7030 or crussell@granbury.org.

2.2. Scope of Work

The selected consultant(s) shall provide air quality consulting services to the City of Granbury. The anticipated Scope of Work includes, but is not necessarily limited to, the following technical areas:

Update the Conceptual Model through the 2025 ozone season.

Perform source apportionment modeling.

For each technical area, proposers shall describe the proposed approach and methodology for performing the required work and provide examples of relevant previous project experience.

2.3. Update Conceptual Model Through the 2025 Ozone Season

A conceptual model (CM) characterizing ozone air quality for Hood County was developed in 2015. From 2016 through 2021, the monitored ozone design value in Hood County remained below the 2015 8-hour ozone National Ambient Air Quality Standard (NAAQS) of 70 parts per billion (ppb). Since that time, air quality has declined, with the monitored design value exceeding the 2015 NAAQS during the 2023–2025 period. An updated CM is therefore needed to characterize current ozone air quality conditions, causes, sources, and the transport of background ozone levels into Hood County. The updated CM will support future air quality planning for Hood County and the surrounding region.

The updated CM shall identify conditions associated with high or exceeding 8-hour ozone measurements in Hood County. The analysis shall characterize seasonal, day-of-week, and hourly variations and shall utilize data through 2025, to the extent practicable. This project will require development of a Category III Quality Assurance Project Plan (QAPP).

The final report shall address, at a minimum, the following:

Background Information: Characteristics of ozone air pollution; history of ozone conditions in Hood County;

ozone attainment status; and Hood County efforts to improve air quality.

Long-Term Trends: Long-term trends in the frequency and severity of high-ozone days in Hood County.

Ozone Precursor Emissions: Review of precursor emissions, including stationary, natural, and episodic source categories and their trends, as well as the overall VOC/NOx ratio.

Atmospheric Processes: Atmospheric chemical and physical processes involved in the photochemical formation of ozone and processes affecting meteorological conditions, including weather conditions and characteristics associated with recent high-ozone days in Hood County and the frequency of episodes by season, day of week, and hour of day for peak ozone.

Transport and Fate: Transport patterns of local, regional, national, and international emissions, including natural background concentrations of ozone and precursor pollutants.

Ambient Concentrations: Assessment of ambient concentrations based on local contributions and transport patterns.

Exposure Pathways: High-level assessment of pollutant exposure pathways and their geographic distribution.

Feedback and Controls: Summary of results and recommended regional approaches to reduce ozone pollution, including identification of control measures intended to reduce ozone and precursor emissions, particularly measures that reduce ambient ozone pollution and provide multi-pollutant co-benefits.

2.4. Source Apportionment Photochemical Modeling

The source apportionment photochemical modeling effort shall quantify estimated ozone contributions in Hood County from locally generated and regionally transported ozone and ozone precursors.

Modeling results shall be analyzed and reported by geographic region, including Hood County, other areas of Texas (including non-attainment areas), areas outside Texas, and boundary conditions. Results shall also be evaluated by source category, including mobile, point, non-point, and natural sources.

The modeling effort shall determine whether Hood County is NOx-limited or VOC-limited. The modeling database shall be obtained from the Texas Commission on Environmental Quality (TCEQ). This project will require development of a Category III Quality Assurance Project Plan (QAPP).

2.5. Proposal Requirements and Qualifications

Proposal Requirements and Qualifications
