About this file

This is an industry day presentation announcing an upcoming Army Intelligence Enterprise - Information Technology Services (AIE-ITS) requirement. The U.S. Army Intelligence and Security Command (INSCOM) is planning to shift from legacy labor-hour-based IT contracts valued at approximately $3.8 billion into a unified 10-year open solicitation using Commercial Solutions Opening (CSO) authority. The acquisition will target commercial innovators and nontraditional defense contractors through the CSO Marketplace. The requirement encompasses global DevSecOps, cloud integration, cybersecurity, and secure IT operations across 680+ locations worldwide (CONUS/OCONUS) supporting 14,000+ active users across multiple security domains (NIPR/SIPR/JWICS). Core technical domains include CI/CD pipelines and software development, multi-cloud architecture (AWS, Azure, Google), data science and MLOps, cybersecurity with RMF/cATO compliance for 26,000+ classified devices, and enterprise infrastructure including WAN, HPC clusters, and RF/SATCOM capabilities.

The acquisition follows a four-phase approach beginning with an RFI (released July 15, 2026, with responses due August 15, 2026), proceeding through white papers and solution briefs with peer review evaluations, culminating in vendor and government collaboration to establish a FAR-based contract. The open solicitation is anticipated for release in Q4 FY26 with an estimated award of the first solution in Q2 FY27. The requirement mandates TS/SCI clearance and represents a strategic shift from staff augmentation to agile, cross-functional delivery pods governed by fixed-price Service Level Agreements (SLAs). Interested parties should monitor SAM.gov using keyword "AIE-ITS" or contact usarmy.belvoir.inscom.mbx.aie-its@army.mil. The procurement activity is being managed by Army Contracting Command - Detroit Arsenal (ACC-DTA) with the requiring activity being INSCOM/GISA.
