About this file

This is a Request for Information (RFI) #4 for the Army Intelligence Data Platform (AIDP), also titled Project Manager Intelligence Systems & Analytics (PM IS&A), issued as part of an ongoing market research initiative for the next iteration of an Army intelligence platform.

The Government seeks solutions to address capability gaps in the fielded Army intelligence system, which currently operates solely through an enterprise cloud-based platform and lacks integrated functionality across the tactical edge (with denied, degraded, intermittent, and limited network connectivity), multiple security domains (Secret and Top Secret), and common user interfaces with seamless, lossless, near-real-time data sharing. The problem statement asks how the Army can extend the Intelligence Warfighting Function from the Enterprise Cloud to the Tactical Edge while providing intelligence capabilities to Next Generation Command and Control (NGC2) and Army mission command systems. The Government intends to award an RFO 12 Commercial contract or Other Transactions (OT) for Prototype Project at an accelerated pace. The draft Call for Solutions (CfS) has been updated to include relative importance of evaluation factors, method of evaluation per DFARS 212.70, details on Enterprise Contracts, and information about severable capabilities. The language has been revised from "Cloud to Edge" to "Cloud and Edge" to allow flexible solution approaches that may start with either the edge or cloud, or innovative alternative methods. Contractors must submit questions and feedback using the attached spreadsheet no later than 15 July 2026 at 1700 EST. Vendors may request the full Section 4 (Desired Solution Objective) containing Controlled Unclassified Information by emailing the provided points of contact with their CAGE code. The Government is also providing a draft Product Demonstration Plan and draft Government-Furnished Items (GFI) list for vendor review, along with a spreadsheet containing questions and answers from RFI #3.

RFI #4 for AIDP– Draft CfS

1. Title: Project Manager Intelligence Systems & Analytics (PM IS&A), the next iteration of Army Intelligence Data Platform (AIDP) Request for Information #4

2. RFI History:

RFI #1, Market Research, Notice ID: ACCAPG25P010860 RFI #2, Industry Day, Notice ID: ACCAPGAIDPCTE RFI #3, Draft CfS and One-on-One Requests, Notice ID: ACCAPGAIDPRFI3

3. Problem Statement:

The fielded Army intelligence solution operates solely through an enterprise cloud-based system that allows users to perform Intelligence Warfighting Function (IWfF) tasks. The existing solution lacks a cohesive, integrated approach for operating at the Enterprise Cloud and the Tactical Edge (Denied, Degraded, Intermittent, and Limited network connectivity), across multiple security domains (Secret and Top Secret), with a common user interface, supported by seamless, lossless, near-real time data sharing.

How does the Army fill these capability gaps to support the Army IWfF from an Enterprise Cloud to the Tactical Edge and provide military intelligence capabilities and information to Next Generation Command and Control (NGC2) and Army mission command systems.

4. DRAFT Call for Solution (CfS):

The Government is providing an updated DRAFT Call for Solution. This DRAFT CfS is intended to be used to review requirements and to give vendors time to work on a solution as the award is intended to be at an accelerated pace.

The updated DRAFT CfS is unclassified and can be found in the Attachments section.

The document titled “Section 4_Desired Solution Objective” includes information relevant to the DRAFT CfS but is Controlled Unclassified Information (CUI).

The draft CfS has been updated to make the following changes:

• Updated to say the Government intends to award an RFO 12 Commercial contract or Other Transactions (OT) for Prototype Project.

• Relative Importance of evaluation factors and Method of Evaluation were added to appropriate sections per DFARS 212.70.

• Provided details regarding the use of Enterprise Contracts (EC).

• Section 4 Desired Solution Objective was added to remove CUI information from the

DRAFT CfS so the Government can post the DRAFT CfS directly. Industry may request the full Section 4 by following the instructions listed in this RFI.

• Provides details about the proposed solution as severable capabilities.

• Section 5 Call for Solutions Process was updated to add Price volume to White Papers step.

• References to “Cloud to Edge” and related descriptions are changed to “Cloud and Edge”. This is done to remove the assumption that a solution must start with the cloud and then scaled to the edge. Solutions may start with the edge and scale up to the cloud or may provide other innovative approaches in resolving the Government’s problem statement and objectives.

• Other changes as deemed necessary by the Government.

Please Note: This is a DRAFT Call for Solution. This DRAFT Call for Solution is issued for informational and planning purposes only and is subject to change.
