About this file
This document is a Request for Information (RFI) issued by Army Contracting Command - Aberdeen Proving Ground (ACC-APG) seeking industry input on the next iteration of the Army Intelligence Data Platform (AIDP) Cloud to Edge capabilities. The RFI aims to shape the acquisition strategy for a modular, adaptable software suite supporting intelligence analysis across different echelons, with capabilities including globally accessible tools, modern data interfaces, and flexible software architecture that can operate in contested or degraded network environments.
The RFI requests detailed responses from potential vendors on six key areas: corporate experience with cloud-based software platforms, agile development approaches, evaluation factor recommendations, third-party capability integration, edge node system development, and company overview. Responses are due 30 days from document posting, should not exceed 10 pages, and can be submitted via email to specified government contacts. The Army anticipates releasing a formal Request for Proposal (RFP) in early fiscal year 2026, with the ultimate goal of developing an intelligence platform that can seamlessly interface across Joint and Coalition operations from Top Secret to Secret domains.

AIDP CLOUD TO EDGE RFI DRAFT
1. INTRODUCTION
REQUEST FOR INFORMATION (RFI). Army Contracting Command - Aberdeen Proving Ground (ACC-APG) in support of the Program Manager (PM) Intelligence Systems and Analytics (IS&A) Aberdeen Proving Ground (APG), is conducting market research to shape the acquisition strategy and technical options for the delivery of the next iteration of the Army Intelligence Data Platform (AIDP), to include capabilities to support echelon based solutions that include services, processing and data management capabilities. The army is considering multiple acquisition approaches, including commercial item procurements and other transaction authorities (OTA), and encourages industry feedback on the most effective strategy to deliver AIDP Cloud to Edge capabilities.

4. BACKGROUND
The Army Intelligence Data Platform (AIDP) is vital to the Army Intelligence Modernization Strategy and will provide a modular, adaptable software suite of essential capabilities across the Intelligence Warfighting Function (IWfF). The IWfF must provide intelligence support and analysis at echelon as part of a Command and Control (C2) architecture and capability. This capability provides services, tools, and visualizations to support the associated intelligence infrastructure (including people) supporting intelligence production that are 1) globally accessible across a variety of networks and with contested, degraded, or absent connectivity, 2) able to rapidly adapt to changing analysis styles, workflow needs, and available data, with additional tools and user-driven visualizations, and 3) able to deliver data and services to customers and systems as required.
The AIDP suite of software capabilities presents timely intelligence to decision makers and provides:
• Globally accessible common tools for intelligence analysis and production – including data integration, workflow management, and visualizations.
• Modern data interfaces for other systems, warfighting functions, and partners to easily consume intelligence data and services.
• Modern software architecture which allows for consumption of data services, tailoring of workflows within the platform, integration of new data sources within the platform, and on-ramping and off-ramping of new software modules and applications using agile development.
• Tailorable foundational intelligence capabilities based on mission profile(s) and echelon need.
• Ease of use from user training/learning to operational utilization with minimal sustainment support.
• Tactical Edge Node (TEN) configurations to support intelligence analysis requirements where there is limited functionality and connections are unavailable or unreliable (i.e., when Denied, Degraded, Intermittent, and Low bandwidth [DDIL] environment conditions exist.)
PM IS&A is interested in delivering a solution that includes an architecture design to interface with programs supporting Joint operations as well as having the ability to interface with Coalition Partners. The objective is to provide a seamless user experience from Top
Secret (TS) to Secret domains with globally accessible data and common tools for analysis by bringing intelligence data from multiple data sources and analytic tools, leveraging a cloud architecture. PM IS&A requires a flexible way to rapidly adapt software and services across all Intel disciplines and deploy within different platforms like Next Generation Command and Control (NGC2) at echelons & security domains.
PM IS&A is anticipating releasing a Request for Proposal (RFP) in the Early FY26 timeframe.
5. REQUEST FOR INFORMATION QUESTIONS.
Please provide responses to the following requests for information. Partial responses are acceptable.
1. Provide a summary of your corporate experience in delivering data-driven, Cloud-based software platform and application solutions that include cross-domain requirements for Army, Joint and/or Coalition operations. Specify any Cloud-based software solutions experience related to Army or Joint intelligence support/operations.
2. Provide your recommended approach to apply agile software development, DevSecOps, and/or Continuous Integration/Continuous Delivery processes to support development and integration of new features for delivered commercial Cloud-based software solutions and edge devices. Include recommended contracting approaches the Government could incorporate that would best leverage the benefits of modern software development approaches and support efficient soldier feedback required for agile development and delivery of software capabilities.
3. Provide your recommendation to PM IS&A on which evaluation factors would result in a low-risk approach to selection of the best value vendor to meet the AIDP requirement, and how to effectively incentivize industry to optimize the use of compute and deliver the appropriate amount of software licenses.
4. Provide a summary of your corporate experience integrating third-party capabilities into a software platform baseline you developed/managed/maintained. Provide your approach to ensuring third parties can seamlessly integrate into your platform and operate their specific capability. Describe the openness of your platform in terms of standards, interfaces, and protocols. How would you firewall individual companies and preserve intellectual property related issues?
5. Provide your corporate experience in developing and/or adapting commercial solutions of edge node systems that support connections to existing military communications hardware (i.e. Army radios), external hard drives, and routing, network isolation/firewall switch, port forwarding /routing processes. Detail how your platform can be extended from enterprise to tactical, and how those new components could be deployed, seamlessly managed, and monitored to many different edge based tactical systems from a single enterprise location. This could include tablets (android based) to web-based clients hosted on local servers.
6. Provide a brief corporate overview statement, to include company name, RFI response POC(s) name and email address, CAGE code, corporate address, active prime contract vehicles, and applicable small business categories.
