This is a synopsis for notice of intent to solicit and award to Viginia Tech University, as supplemented with additional information included in this notice.
The government intends to issue Solicitation N0017824R2204 on a sole source basis to Virginia Tech University for AI and Machine Learning courses. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF33. The SF33 form is being utilized to generate the applicable clauses from the Standard Procurement System.
This requirement is not eligible for small business set-aside.
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Virginia Tech University for Level 200, 500 and SES AI/ML Training courses tailored to NSWC Dahlgren.
The courses designed by Virginia Tech (VT) are customized courses designed as building blocks from Level 200 to Level 500 and Senior Executive level that is focused on AI and ML from an intermediate level, to an advanced level, and to an expert level. The course is designed by VT and is not an off-the-shelf training course, rather it is a customizable course designed with Level 200, Level 500, and Executive Level content that builds from one learning objective to the next, advancing a learners skillset from intermediate to advance skill level. None of the existing courses had direct ties to weapon system or combat system development, testing and certification in an AI/ML establishment. Virginia Tech National Security Institute (VT NSI) has a unique understanding of the needs of NSWC Dahlgren.
Online market research yielded no results for a Level 200, Level 500, or Executive level that builds from one training to the next with any online vendor or university.
This is not a request for capability statements or proposals. This is to provide notification of the governments intent to award on a sole source basis.
