About this file
This is a Request for Information/Sources Sought document issued by United States Marine Corps Forces Reserve (MARFORRES) for market research purposes.
The Government seeks qualified sources to design, develop, and deliver an AI-enabled software solution for manpower modeling, readiness analytics, and personnel allocation optimization in support of Marine Corps Reserve mobilization operations. The solution must consolidate unit/aggregate readiness analytics with individual allocation optimization to replace current manual, labor-intensive processes that lack real-time visibility across legacy personnel systems. Responses are due by 07/30/2026 and should address experience with both commercial and custom solutions. The primary points of contact are jordyn.edwards@usmc.mil and parren.tatum.civ@usmc.mil.
The anticipated scope includes four key components: (1) secure data integration via APIs or approved pipelines to Government authoritative personnel and readiness systems, including data dictionary delivery and quality controls; (2) progressive analytics capabilities spanning descriptive, diagnostic, predictive, and prescriptive AI functions with explainable outputs and human-in-the-loop decision support; (3) an intuitive web-based dashboard with role-based access controls, guided search/filtering, and export capabilities; and (4) scenario modeling for mobilization planning. The work is structured in four phased increments, beginning with Foundation (read-only data integration and descriptive dashboards) progressing through Diagnostic, Predictive/Prescriptive, and Advanced phases. Security and compliance requirements include operation within Government-authorized cloud environments, Authority to Operate (ATO) or existing enterprise authorizations, compliance with DoD and Department of Navy cybersecurity standards (RMF, CMMC as applicable), handling of CUI and PII, support for classified data where required, and delivery of audit trails and access logging. The document is classified as Controlled Unclassified Information (CUI) and was issued 07/16/2026.

AI-Enabled Manpower Modeling and Readiness Optimization Solution
Issuing Organization: United States Marine Corps Forces Reserve (MARFORRES)
Requiring Activities: MFR G-1 (Manpower) and Marine Corps Individual Reserve Support Activity (MCIRSA)
Document Type: Request for Information / Sources Sought (Market Research) Classification: Controlled Unclassified Information (CUI) Date: 07/16/2026 Response Due: 07/30/2026 Point of Contact: jordyn.edwards@usmc.mil and parren.tatum.civ@usmc.mil
Introduction/Purpose
The Government is conducting market research to identify qualified sources capable of designing, developing, and delivering an AI-enabled software solution for manpower modeling, readiness analytics, and personnel allocation optimization in support of Marine Corps Reserve mobilization operations. Responses will help the Government understand available commercial and custom solutions, refine requirements, estimate cost and schedule, and shape a future acquisition strategy.
Background
The Marine Corps Reserve must rapidly assess unit readiness and allocate individual Reserve Marines, including the Individual Ready Reserve (IRR) and Selected Marine Corps Reserve (SMCR), against validated requirements during mobilization. Today, these processes rely heavily on manual data pulls from multiple legacy personnel systems, are labor-intensive, and provide limited real-time visibility. Decision-makers lack a single, integrated tool that can aggregate data across systems and produce timely, explainable recommendations.
The Government seeks a modern, data-driven software capability that consolidates two related mission needs into a single solution:
• Unit/Aggregate Readiness Analytics: Understanding, diagnosing, and forecasting the readiness of Reserve units.
• Individual Allocation Optimization: Tracking available personnel inventory and matching the best-qualified Marine to the correct billet.
Scope of Anticipated Work mailto:jordyn.edwards@usmc.mil
1. Data Integration
Establish secure, read-capable data connections (APIs or approved data pipelines) to Government authoritative personnel and readiness systems (legacy mainframe and modern systems).
Ingest and normalize both structured data (personnel records, billet structure, readiness status) and unstructured data (e.g., awards, training history, civilian employment information).
Deliver a data dictionary and maintain data quality/validation controls.
2. Analytics and Artificial Intelligence Capability
The solution should support a progression of analytic maturity:
Descriptive: Present current inventory, fill rates, and readiness status.
Diagnostic: Identify root causes of readiness shortfalls and flag disqualifying factors (e.g., medical, administrative, legal).
Predictive: Forecast future readiness, end strength, and personnel availability.
Prescriptive: Recommend optimized personnel-to-billet matches and readiness actions.
All AI-generated outputs must be explainable (the solution must show the rationale behind each recommendation) and must function in a decision-support capacity only, keeping a human in the loop for all final decisions.
3. User Interface and Reporting
An intuitive, web-based dashboard designed for non-technical users.
Guided search and filtering (e.g., military occupational specialty, grade, location, readiness, availability, clearance).
Sortable results with export to standard Office formats (Excel/PowerPoint).
Visual readiness/risk indicators (e.g., green/amber/red status).
Role-based access controls tailored to different user echelons.
Commander-level dashboards, coverage/gap reports, and early-warning alerts.
4. Scenario Modeling
"What-if" and scenario-based modeling to support mobilization planning.
Anticipated/Phased Approach
Phase Objective Phase 1 – Foundation Secure read-only data integration; data dictionary; descriptive dashboards; basic search and manual candidate lists
Phase 2 – Diagnostic Anomaly detection, disqualifier logic, and readiness early-warning capability.
Phase 3 – Predictive/Prescriptive AI-driven scoring, ranking, explainable recommendations, and allocation optimization.
Phase 4 – Advanced Skill/talent analysis of unstructured data and expanded modeling capabilities
Security, Compliance, Hosting
Experience/Approach regarding:
• Operating within Government-authorized cloud or hosting environments.
• Obtaining and maintaining an Authority to Operate (ATO) or leveraging existing enterprise authorizations.
• Compliance with DoD and Department of the Navy cybersecurity requirements
(e.g., RMF), Cybersecurity Maturity Model Certification (CMMC) as applicable, and handling of CUI and Personally Identifiable Information (PII).
• Support for classified data handling where required.
• Delivery of audit trails and access logging.
