The document contains 10 questions from potential offerors covering various aspects of the proposal requirements, including data management plan placement, past performance documentation, Service Contract Labor Standards applicability, labor categories, billing data ingestion methodologies, subcontracting goals, and formatting specifications.

Medical Expenditure Panel Survey - Medical Provider Component (MEPS-MPC)
RFP AHRQ-25-10006
Proposal Questions
1. Section L.10 requires offerors to include a data management plan (DMP) as a component of the proposal. The DMP should follow the guidance in this document, NOT-HS-25-010: Agency for Healthcare Research and Quality (AHRQ) Data Management and Sharing Policy. This document requires that the DMP include 25 content areas and 4 elements of data sharing, and it states that the DMP will not count toward the proposal’s page limit. Should the DMP be included at the end of the technical as a new appendix, or should it be included in some other way?
Answer: See amendment
2. In Section L.8, page 94, under (a), could you please clarify the past performance requirements for major subcontractors? We do not understand what is meant by “for each major subcontractor completed for the offeror and each proposed major subcontractor during the past three years.”
Answer: No solicitation amendment necessary
3. Can the government please confirm if the Service Contract Labor Standards are applicable to this contract?
Answer: No solicitation amendment necessary
4. Can the government please confirm that the Service Contract Act category “Survey Worker” is the best category for data collectors and abstractors for cost assumptions?
5. In order to deliver a complete solution, ensure equal evaluation across multiple offerors, and eliminate an unrealistic assumption of delivering all survey staff from a single low-cost location, can the government please provide the desired Service Contract Act WD number to ensure equal direct labor across all offerors for the Survey Worker labor category, particularly given the diverse location requirements for Survey Workers?
Answer: No solicitation amendment necessary
6. Can the government please provide additional Service Contract Act labor categories applicable to this contract?
7. Under Option Task C – Improve Methods to Ingest Billing Data, which methodologies does MPC currently use for automated billing data ingestion?
8. The HHS Subcontracting Plan template provided in the Solicitation references the FY2022 agency subcontracting goals. Can you confirm that we should be using the FY2025 HHS Agency Subcontracting Goals (SB – 23%; SDB – 5%; WOSB – 5%; SDVOSB – 5%; HubZone- 3%) for the SB Subcontracting Plan for this proposal?
Answer: See amendment
9. Does the 1.5 line spacing apply to resumes?
10. Under the Truth in Negotiations Act (TINA), Certified Cost or Pricing Data is not required when an agency anticipates adequate competition for a procurement. Can AHRQ confirm that Certified Cost or Pricing Data is not required for this procurement?
