About this file
This document appears to be a set of questions and responses related to an upcoming Request for Quote (RFQ) for the Medical Expenditure Panel Survey (MEPS) Household Component (HC) contract opportunity. The solicitation number is AHRQ-24-10004.
The key details from the questions and responses include:
- Clarifications on the period of performance, current MEPS-HC survey instrument, and annual sample size target
- Inquiries about the data collection methods, deliverables schedule, and use of Service Contract Act (SCA) labor
- Questions regarding response rate requirements and definitions, including whether the government will provide funds for increasing survey response rates
This RFQ appears to be for the continuation of the MEPS-HC program, which is a large-scale survey administered by the Agency for Healthcare Research and Quality (AHRQ) to collect data on healthcare utilization and expenditures in the United States. The period of performance is anticipated to be a 5-year ordering period from the date of award.

MEPS-HC Questions
RFQ AHRQ-24-10004
Proposal Questions
1. Reference Section B.5 Core Task Page 6: Are the values in the Period of Performance column correct?
Answer: See solicitation amendment
2. Reference Section C – Task 2.2 Page 19: What is the current MEPS-HC main interview survey instrument? Are there other data collection methods AHRQ is open to for this program?
3. Reference Task 5.1 Page 24: Is the annual sample size target of 13,500 correct? The definition includes cases completing Rounds 3 and 5, which according to Table 2 range from 9009-11068. If 13,500 is correct, how is it calculated?
4. Reference Attachment 19 (Other furnished GFI) - NHIS Sample Redesign Full Overview:
Will PSUs cycling occur within the same NHIS panel—and thus a PSU available to MEPS will be replaced by another PSU that is also available to MEPS?:
Answer: See solicitation amendment
5. Reference Section F; Page 50 Items 59 and 60: In the RFP, Deliverable 59 (Full Year (FY) Population Characteristics File) and 60 (Full Year (FY) Consolidated Expenditure File are both scheduled for 2/15. The MEPS website, the FY Consolidated Expenditure file replaces the Population Characteristics file and is released in August in recent years.
Can you clarify the dates?
6. Reference Section I; Page 69: Regarding the use of SCA labor, will the Government please provide offerors with the specific wage determination numbers to be used in developing cost assumptions?
Answer: No solicitation amendment necessary.
7. Reference Section I; Page 69: Regarding the use of SCA labor, will the Government please provide offerors with the specific occupation codes and titles to be used in developing cost assumptions?
8. Reference Section I; Page 69: Regarding the use of SCA labor, will the Government please provide offerors an escalation rate to use in in developing cost assumptions?
9. Reference Attachment D: The minimum Round 2 self-administered questionnaire (SAQ) is 82%. The timing of the contractor self-assessment is 45 days after the end of the contract period, which means that this response rate does not include the follow-up round. According to table A-12 of the 2022 Methodology Report, the last panel to achieve this response rate was Panel 18 shortly after MEPS phased out incentives for SAQ completion. Does AHRQ anticipate having funds available for efforts to increase SAQ response rates (e.g., incentives)? If not, would AHRQ consider an approach that defines the goal based on the previous recent response rates?
10. Reference Attachment D: The minimum authorization form (AF) response rate across all applicable data collection rounds is 75%. Looking at Table A-10 of the 2022 Methodology Report, few panel rounds have achieved this response rate. Does the definition of the AF response rate used the RFP differ from that used in the methodology report?
Answer: See solicitation amendment
11. Reference Attachment D; Page 144: Is it correct that “response rate” refers to AAPOR’s Response Rate 3, e.g., the number of interviews divided by the eligible sample, with an estimate for any sample with unknown eligibility? If not, could you define the terms “net sample” and “other pending”?
