Responses to Offeror Questions #2
AHRQ‐21‐10008
January 21, 2021
These additional questions were received after the release of the Q&A and RFP Amendment #1. These questions have caused concern about the government’s ability to evaluate offerors cost reimbursement proposals in addition to the contractor and governments ability to properly perform contract administration after award. Therefore, this contract type is changed from cost reimbursement to time & materials. See RFP amendment which also includes instructions for the submission of sealed cost information for proposed subcontractors.
1. If one or more of our subcontractors plans to submit a sealed bid proposal, is it correct that they will need to register and submit through the AHRQ Proposal Module as well?
AHRQ Response: Please RFP Amendment 02 and paragraph above.
2. Section L.9.A states the prime and any proposed subcontractors must provide a "Breakdown by cost element (Direct Labor* by individual (include the name, labor category, number of hours and hourly rate), Indirect Costs**, Other Direct Costs***, Fee (fixed and award fees) (if proposed) and Total) for each period (listed in Section B of the RFP)." and further reiterated in question 113 from the Q&A, that cost detail is to be provided for all subcontractors.
Indirect rates, and payroll information are proprietary information, and our subcontractor will not be willing to share that sensitive information to us for inclusion into a single consolidated business proposal. Separate sealed packages would ensure sensitive information is protected within these partner relationships and allow for the requested cost detail information to be shared with the government. Accordingly, please reconsider the requirement for no separate sealed packages from subcontractors, in lieu of a single business proposal response.
3. If an offeror submits as an unpopulated JV, due to the proprietary nature of cost/price detail including indirect rates information, will the Government accept separate sealed packages from each member of the unpopulated JV? If so, the following documents will be provided to the Agency for complete context, (1) a single sanitized price proposal for the JV, (2) sealed packages for each JV member. Will the Government confirm this method of cost/price proposal submission is acceptable?
4. Due to the sensitive nature of the cost data needed to support Direct Labor, if a subcontractor does not wish to disclose the indirect costs to the Prime, may they submit a sealed package directly to
AHRQ?
