About this file

This document provides responses to questions from offerors regarding a request for proposal from the Agency for Healthcare Research and Quality to establish a Scientific Resource Center to support the U.S. Preventive Services Task Force. The center would be responsible for administration, conflict of interest policy, topic horizon scanning, topic nomination and development, and assisting the Task Force in purchasing liability insurance. The validity period for proposals is 210 days. An approved purchasing system must be submitted with any offeror's proposal that has such a system. The solicitation amendment revises sections B and H regarding subcontracting requirements. An amended link for a subcontracting plan model is provided. Background documents would only be prepared for topic nominations assigned as potential new topics. The budget portion of proposals must be submitted in a separate Excel document. Biographical sketches are required for all key personnel. Proposals do not need to be 508 compliant.

1 2 Additional Information

Under Additional Information point (c), it’s noted that proposals must be valid for 210 days. This is often 120 days, please confirm validity period.

Answer: Confirmed.

2 34 H.3

If Offeror has an approved purchasing system, is Contracting Officer written approval of Subcontractors still required under the clause H.3 Subcontracts, or will the advanced notification requirements of FAR 52.244-2, Alt I (as included in Section I) govern?

Answer:

If an offeror has an approved purchasing system, please submit the purchasing system review and approval from the Government Agency with the offeror’s proposal.

3 34 H.3

If Contracting Officer approval of Subcontractors is required under H.3, can AHRQ confirm the $2M threshold related to the documentation and certification requirements of FAR Clause 52.215-2 will apply?

Answer: Please see solicitation amendment (sections B and H).

4 73 L.9 The website link to the model subcontracting plan provided under Section L.9 (D) Small Business Subcontracting Plan does not work; can AHRQ please provide a current link?

Answer: Please see solicitation amendment.

5 12 Task 4

Under the description of requirements for Task 4 (Topic Nominations & Topic Development), the RFP states that “After the initial assessment of the nominations by the topic prioritization workgroups, the contractor shall produce a Topic Nomination Background document for topics assigned as in scope of less relevance, in scope potential new topics and some in scope already addressed.” Under the current USPSTF procedures, background documents are only prepared for those nominations that the Topic Prioritization Workgroup assigns as a potential new topic (i.e., those nominations that are in the USPSTF scope and highly relevant) - not for nominated topics that are out of the USPSTF scope or already addressed by USPSTF recommendations. Does AHRQ intend to change this procedure?

Answer: Please see solicitation amendment.

6 1 Proposal Submission

For the Business Proposal submission, the offeror must submit two versions. This includes a Word or PDF version AND an Excel document version. Does the Excel document only need to contain the budget?
