(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) The solicitation number is AHR150969.

(iii) This solicitation and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2005-78.

(iv) The corresponding NAICS code is 518210.

(v) List of contract line item number(s) and items, quantities and units of measure:

(vi) Description of Requirements – The contractor shall provide a database license of the HIMSS

Analytics™ Database and EMR Adoption Model (EMRAM). A database license includes access to all collected data elements for over 5,400 hospitals and over 43,000 care delivery organizations as well as updates throughout the license term.

(vii) Delivery and all services are to be for 12 months from award date.

(viii) The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition

(ix) The Government will award a contract resulting from this synopsis/solicitation to the responsible offeror who provides the lowest price and is technically acceptable (LPTA).

(x) Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications – Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA).

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions – Commercial Items, applies to this acquisition.

(xii) The clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or

Executive Orders – Commercial Items, Alternate II, applies to this acquisition. (xv) Sole Source Justification:

The HIMSS Analytics Database provides access to the Agency for Healthcare Research & Quality (AHRQ)

Healthcare Cost and Utilization Project (HCUP) data to conduct analysis regarding what hospital characteristics relate to health IT adoption, including how differing levels of health IT adoption and use impact on outcomes, and how organizational characteristics relate to or moderate that impact. The data collected by HIMSS Analytics, LLC are the only data that can provide the detail and level of data regarding health IT adoption at hospitals across the U.S. needed and that can be matched with HCUP data.

The HIMSS EMRAM Adoption Model is an eight-step process that will allow AHRQ to analyze a hospital’s level of EMR adoption, chart accomplishments, and track progress against other healthcare organizations across the country. EMR Adoption Model (EMRAM) scores are provided via Excel spreadsheets. The database contains granular level IT data incorporating our EMR Adoption Model that no other source tracks. The HIMSS EMRAM Adoption Model is the only scale of its kind within the industry and is proprietary to HIMSS Analytics, LLC.
