About this file
This is a Request for Qualifications (RFQ) issued by the State of Colorado Office of the State Architect on behalf of the Auraria Higher Education Center (AHEC) for engineering services to design a replacement and upgrade of fire alarm systems across multiple campus buildings. The project encompasses the Plaza, Boulder Creek, Facility Services, Golda Meir, and Ninth Street Park Historic Houses buildings, with the design scope focused on implementing a Notifier Fire Alarm System that integrates with the campus police dispatch and life safety offices. The project will be executed in three phases: Phase 1 covering the Plaza Building, Phase 2 covering Facility Services, Golda Meir, and Ninth Street Park Historic Houses, and Phase 3 covering Boulder Creek. A mandatory pre-submittal conference was scheduled for August 31, 2016, at 11:00 AM at the AHEC Facilities Services Conference Room in Denver, Colorado. Sealed submittals consisting of five hard copies and one electronic copy were due September 14, 2016, at 2:00 PM Mountain Time to AHEC Procurement Services. Questions were due by September 2, 2016, at 3:00 PM, with answers provided by September 7, 2016. Oral interviews were anticipated for the week of September 26, 2016, with contract negotiation occurring between October 3-14, 2016, and anticipated design start on November 1, 2016. Construction was projected to occur January through May 2017 for Phase 1.
The selected firm must include a professional engineer licensed in Colorado or a NICET III certified individual with experience in similar systems within college or healthcare environments. Evaluation criteria focused on project team qualifications and experience, firm capabilities and management structure, prior experience with comparable projects, project approach and methodology for budget control and quality assurance, and work location and proximity to the project. The project will utilize a Design/Bid/Build delivery method for each phase. The RFQ document references standard state contract terms and conditions available through the Colorado Office of the State Architect website, including certification requirements regarding unauthorized immigrants and acknowledgment attestation forms that respondents must execute.

REQUEST FOR QUALIFICATIONS
AURARIA HIGHER EDUCATION CENTER
I. INTRODUCTION
This Request for Qualifications is for the design of a Notifier Fire Alarm System that reports back to the Auraria Higher Education Center’s Campus Police Dispatch and Life Safety Offices.
The project includes the following Auraria Campus buildings: Plaza, Boulder Creek, Facility Services, Golda Meir and Ninth Street Park Historic Houses. The fire alarm systems in these buildings are past their useful life. They do not have voice alarm capabilities, do not comply with current campus standards, and they cannot integrate into mass notification and the campus monitoring network. This project will replace panels and other components with code compliant equipment that is compatible with and monitored through the campus fire alarm Notifier brand network system.
Safety is the primary concern. Having buildings and facilities that have so many limitations, which impact our ability to monitor, communicate, and provide critical notifications, is a major concern. The systems in the identified buildings have been failing because components are obsolete and are no longer supported, or available from the manufacturer.
Replacing the existing fire alarm systems with updated systems will allow the Notifier network system to be monitored better by Campus Police and Life Safety, creating safer buildings, and ensuring the response time is cut down to a minimum. Equipment that is no longer available and supported will be changed out with new equipment with parts availability and supported programming.
A. PROJECT DESCRIPTION
This Request for Qualifications is for the design of a Notifier Fire Alarm System that reports back to the Auraria Higher Education Center’s Campus Police Dispatch and Life Safety Offices.
It is AHEC’s intention to select a firm to design the system for all buildings listed in this Request for Qualifications; however, due to limited funding, the project will need to be phased. AHEC anticipates a total of three (3) phases which will consist of:
Phase 1: Plaza Building Phase 2: Facilities Services, Golda Meir and Ninth Street Park Historic Houses Phase 3: Boulder Creek
Minimum Requirements
The team must include a professional engineer licensed in the State of Colorado, or a NICET III certified individual that also has experience with similar systems in a college or health care environment.
Project Delivery
Each phase of this project will be Design/Bid/Build.
B. SELECTION PROCESS
The selection of an architect/engineer/consultant will be conducted in accordance with the Colorado Revised Statutes, 24-30-1401 et. seq. The process will involve two stages:
submittals will be screened and scored. A limited number of firms will be short listed and invited to participate in oral interviews. The [agency/institution] will attempt to negotiate a contract with the highest ranked firm following the interview segment. Following is additional information relative to the selection process:
1. Mandatory Pre-submittal Conference: To ensure sufficient information is available to firms preparing submittals, a mandatory pre-submittal conference has been scheduled. The intent of this conference is to tour the site and to have [agency/institution] staff available to discuss the project. Firms preparing submittals must attend and sign-in in order to have their submittals accepted. The pre-submittal conference will be held at:
Auraria Higher Education Center 1156 7th Street Facilities Services Conference Room
Denver, CO 80217
Wednesday, August 31, 2016 at 11:00AM Mountain Time
2. Engineer’s Submittals and Questions: Specific requirements for submittals and scoring criteria are detailed in II. SUBMITTAL REQUIREMENTS. In order to facilitate review, five (5) copies of submittals and include one (1) separate electronic copy must be provided, for a total of six (6) copies of submittals must be provided. SEALED submittals must be received at:
Auraria Higher Education Center (AHEC) Procurement Services ATTN: Stacy Steelman, CPPB 1201 5th Street, Suite 370 Denver, CO 80204
Deadline for receipt (whether mailed or hand delivered) is: September 14, 2016 at 2:00PM Mountain Time.
Late submittals will be rejected without consideration. The Auraria Higher Education Center and the State of Colorado assume no responsibility for costs related to the preparation of submittals.
For Questions: All questions must be submitted by the deadline listed in the Schedule. Submit all questions to: Stacy Steelman, CPPB via e-mail:
stacy.steelman@ahec.edu
3. Screening Panel/Short List: Submittals will be evaluated by a panel of individuals selected in accordance with state policies. The panel will review and score the submittals. Firms ranked the highest will be invited to an oral interview. It is anticipated no fewer than three (3) will be interviewed.
Rev. 7/2015
4. Oral Interviews. It is anticipated that oral interviews will be conducted during the week of September 26, 2016. Interviews will be conducted at: Auraria Higher Education Center (specific location will be announced to shortlisted firms). The time for interviews is to be determined. Key personnel from the firm and major consultants who will be directly involved with the project should attend the interview. The interview panel will, in particular, be interested in knowing about the project approach proposed and in meeting the individuals who will act as the primary contacts with the Auraria Higher Education Center.
