About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Agency for Health Care Administration (AHCA) in the state of Florida. The AHCA is seeking to renew SAS Institute Inc. software licenses, including Base SAS, SAS Access Interface to ODBC, SAS Access Interface to PC Files, SAS STAT, SAS ETS, and SAS Graph. The agency currently has 30 active Base SAS licenses that are used by the Division of Health Quality Assurance and Division of Medicaid staff for various data analysis and reporting functions. The licenses can only be renewed directly with SAS Institute Inc., as they are non-transferrable. The estimated dollar amount for the one-year license renewal is $38,660.

The justification for the single-source acquisition is that SAS Institute Inc. is the sole manufacturer of the required software licenses. The agency has previously purchased these licenses directly from SAS Institute and is unable to renew them through any other vendor. The current a la carte license model offered by SAS Institute provides the necessary flexibility in user licenses and types.

AHCA Division of Health Quality Assurance staff use the SAS licenses to conduct business on behalf of

Federal/State survey & certification activities related to Florida health care facilities, running monthly scheduling reports and ad hoc data requests, create charts/graphs for survey data, import/export Access files, and connect to Oracle/Versa/Medicaid Data Services Database Administrators (MDSDBA) databases.

AHCA Division of Medicaid staff use the mission critical SAS license to extract, convert, clean, and analyze large amounts of data. Some of the more experienced Medicaid users employ SAS for nearly all assignments. Management decisions are often based on the information obtained using SAS.

Intended Single Source:

SAS Institute Inc.

Estimated Dollar Amount:

$38,660.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

Therefore, the Agency is unable to renew these licenses with any other vendor. The current license model (al la cart) offered by

SAS Institute allows for flexibility in user license numbers and types and can only be obtained through renewal with SAS Institute.
