About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Agency for Health Care Administration (AHCA) in the state of Florida. The agency is seeking to acquire Esri Enterprise Advantage Program (EEAP), ArcGIS subscription software licenses, training, maintenance, and support from Environmental Systems Research Institute, Inc. (Esri) for a three-year term. The ArcGIS solution will be integrated with AHCA's Tableau reporting software to develop critical emergency response reporting for the Emergency Operations Center and other agencies. The software will be used for detection purposes, complex investigations, and state-declared disaster evacuation responses. AHCA has determined that the ArcGIS solution is only available from Esri and is necessary for the agency to coordinate emergency operations activities with providers, healthcare associations, and other state agencies currently using Esri ArcGIS. The estimated three-year agency total for this single-source purchase is $678,662.
The justification for this single-source acquisition is that ArcGIS is a unique Geographic Information System (GIS) mapping software and analysis solution provided exclusively by Esri. The ArcGIS platform will enable data visualization, data integration, advanced analysis, and authoritative data maintenance, which are vital for AHCA's emergency response and operations. Esri will provide the necessary data, software, configurable applications, training, and technical support for AHCA's emergency GIS operations.

Agencies. The ArcGIS solution will utilize critical Agency health facility data from its health care facility licensing and reporting systems. AHCA data is critical to emergency support functions for evacuations of Health Care facilities during natural disasters. Florida must be prepared to respond quickly and effectively on a 24-hour basis to developing events. When an event or potential event is first detected, the State Emergency Operations Center (SEOC) is activated to a level appropriate to the magnitude of the threat. The State's response effort is then initiated through the State Emergency Response Team (SERT), which is comprised of Agency
Head-appointed Emergency Coordination Officers (ECO) from state agencies and volunteer organizations. These ECOs are authorized to use the resources of their respective organizations to carry out response and recovery missions that are assigned by functions. The AHCA Division of Health Care Policy & Oversight (HCPO) coordinates emergency operations activities with providers, health care associations, and other state agencies. AHCA serves as a supporting agency and works closely with the Department of Health (DOH), which has lead responsibility for Emergency Support Function 8 (ESF8) - Health and Medical. DOH coordinates Florida’s health and medical resources needed to supplement county and regional resources in response to public health and medical needs following a significant emergency event.
This software is also used by the Bureau of Medicaid Program Integrity for detection purposes and for complex investigation. MPI will use the Florida map package, desktop licenses, online hosting platforms, unlimited geocoding, unlimited mapping, and self-paced study courses to learn the ins and outs of the program, conduct quarterly map updates, maintenance, software updates, and tech support.
