About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) posted by the Agency for Health Care Administration (AHCA) in the state of Florida. AHCA is seeking to renew its SAS software licenses, which are used by its Divisions of Health Care Policy and Oversight and Medicaid for various data analysis and reporting functions. The current licenses include Base SAS, SAS Access, SAS STAT, SAS ETS, and SAS Graph, with approximately 30 active licenses in use. AHCA intends to renew these licenses directly with the manufacturer, SAS Institute Inc., as the licenses are non-transferrable. The intended purchase is for a one-year term, with a deadline for receipt of information from prospective vendors by June 24, 2024.
The estimated dollar amount for the renewal is $50,000. AHCA has provided justification for the single-source acquisition, citing SAS Institute Inc. as the sole manufacturer of the required licenses and the current license model offering flexibility in user licenses and types. The request has been approved by various AHCA management and leadership personnel.

AHCA’s Division of Health Care Policy and Oversight (HCPO) staff use the SAS licenses to conduct business on behalf of Federal/State survey & certification activities related to Florida health care facilities; run monthly scheduling reports and ad hoc data requests; create charts/graphs for survey data, import/export Access files; and connect to Oracle/Versa/Medicaid
Data Services Database Administrators (MDSDBA) databases.
AHCA’s Division of Medicaid staff use the mission critical SAS licenses to extract, convert, clean, and analyze large amounts of data. Some of the more experienced Medicaid users employ
SAS for nearly all assignments. Management decisions are often based on the information obtained using SAS.
Intended Single Source:
SAS Institute Inc.
Estimated Dollar Amount:
$50,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
SAS Institute Inc. is the manufacturer of SAS licenses. The Agency purchased its current licenses directly from SAS Institute, and the licenses are non-transferrable to a SAS license reseller. Therefore, the Agency is unable to renew these licenses with any other vendor. The current license model (al la cart) offered by SAS Institute allows for flexibility in user license numbers and types and can only be obtained through renewal with SAS Institute.
