About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Agency for Health Care Administration (AHCA) in the state of Florida. AHCA is seeking to renew its licenses for SAS software, including Base SAS, SAS Access, SAS STAT, SAS ETS, and SAS Graph. AHCA currently has approximately 30 active SAS licenses that are used by both the Division of Health Care Policy and Oversight and the Division of Medicaid. The licenses are required for conducting business related to federal/state survey and certification activities, generating reports, analyzing data, and supporting other critical functions. The intended single source for the license renewals is SAS Institute Inc., as AHCA's current licenses are non-transferrable to a third-party reseller. The estimated dollar amount for the one-year license renewal is $56,960.
The justification for the single-source acquisition is that SAS Institute Inc. is the sole manufacturer and provider of the required SAS software licenses. AHCA has confirmed that the licenses cannot be obtained through any other vendor. The current license model offered by SAS Institute provides the necessary flexibility in terms of user licenses and types, and can only be renewed directly with the manufacturer.

AHCA’s Division of Health Care Policy and Oversight (HCPO) staff use the SAS licenses to conduct business on behalf of Federal/State survey & certification activities related to Florida health care facilities; run monthly scheduling reports and ad hoc data requests; create charts/graphs for survey data, import/export Access files; and connect to Oracle/Versa/Medicaid
Data Services Database Administrators (MDSDBA) databases.
AHCA’s Division of Medicaid staff use the mission critical SAS licenses to extract, convert, clean, and analyze large amounts of data. Some of the more experienced Medicaid users employ
SAS for nearly all assignments. Management decisions are often based on the information obtained using SAS.
Intended Single Source:
SAS Institute Inc.
Estimated Dollar Amount:
$56,960.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
