About this file

This document is an Addendum No. 1 issued by the Florida Agency for Health Care Administration (AHCA) for Solicitation Number AHCA RFI 014-24/25, related to the Florida Medicaid Management Information System (FMMIS) Takeover and Modernization project. The Request for Information (RFI) was released on April 17, 2025, and seeks input from vendors on modernizing the state's Medicaid management system. The document contains a comprehensive list of questions from various vendors and the Agency's corresponding responses, covering topics such as potential modernization approaches, technical infrastructure, system capabilities, and transition strategies. The RFI does not guarantee a future procurement and is intended to gather feedback from the vendor community to inform the Agency's modernization approach.

The current FMMIS is an on-premises solution operated by Gainwell Technologies, with their Fiscal Agent contract set to expire on December 31, 2027. The Agency is exploring modular system transformation, with Gainwell ConnectLite anticipated to go-live in January 2026. Key technical details revealed include the system currently bringing in files from COBOL-based systems, having no remaining non-Linux or non-Windows operating systems, and not currently using a commercial rules engine. The primary modernization goals include reducing costs, improving system availability, increasing data accessibility, and addressing the limitations of the aging legacy system. The Agency conducts annual market scans of other states' modularity approaches and maintains contact with federal partners to identify new strategies and lessons learned.
