Questions & Answers for Solicitation AG-SPEC-S-17-0020

EWP- Sediment Removal and Channel Shaping- Howard Creek, Downstream Site - Greenbrier County, WV

1. Q. Can the equipment go into the water?

A. The equipment can operate in the water, but it should only be when necessary. If the equipment will have to be in the water for a prolonged time then the contractor would be expected to make an earth pad to work on.

2. Q. Where are the access points?

A. There are access points on the upstream and downstream sides of the Greenbrier Avenue

Bridge next to the ball field. It is the responsibility of the contractor to obtain any additional access points and land rights as they deem necessary. This will be at the contractor’s expense.

3. Q. What is the easement along the top of the channel?

A. The easement width varies with location. It is the intent of the government to provide access to the stream at the locations shown on the drawings. The contractor will then be able to access the stream bottom where the work is to be performed. Any additional access will be at the burden and expense of the contractor.

4. Q. Are there any utilities in the work area?

A. The contractor will have to confirm the location of any utilities. We require the Miss Utility confirmation number prior to the start of the work.

5. Q. Are you providing a plan where cuts are?

A. The cuts will be staked in the field by the NRCS. An NRCS inspector will be on site checking grade during the performance of the work. There is an estimated quantity in the drawings. If there is a storm that adds a substantial amount of sediment in the creek prior to the quote due date, an amendment will be posted on Fed Biz Ops to notify contractors.

6. Q. Can material be stockpiled in the stream?

A. Material can be stockpiled in the creek temporarily out of flowing water. The contractor cannot leave any material stockpiled in the stream overnight.

7. Q. If one contractor gets both sediment removal jobs, do you expect them to work simultaneously?

A. If one contractor is the winning bidder on both sediment removal contracts, the sites may be worked consecutively.

8. Q. Can the trucks run along foot trail in the ball field?

A. No. The trail may be crossed where necessary. Any damage to the trail from hauling operations or access will be repaired by the contractor at their own expense. The minimum repair shall consist of grading, replacement of geotextile, and installation of 6” of compacted crusher run.

Trail crossings shall be kept to a minimum.

9. Q. Will any debris encountered during the work have to be disposed of?

A. Yes. The cost for removal and disposal of debris is subsidiary to the lump sum payment for

Sediment Removal.

10. Q. How will payment for sediment removal be made?

A. The payment for sediment removal will be made at the lump sum price established in the contract. The estimated quantity for sediment removal is listed in the drawings.

The contractor will remove the sediment to the extents shown on the drawings and staked in the field. There will not be a survey performed to determine the final quantity removed.

11. Q. Can you provide the quantity calculations?

A. The volumes and station ranges will be provided.

12. Q. Where will seeding and mulching be required?

A. Access points, waste areas, and any other areas of disturbance shall be seeded and mulched.

The excavated stream bottom will not be seeded and mulched.

13. Q. Will the contractor be required to repair any damages to the riprap or other structures along the channel?

A. Yes. The contractor will be required to repair any damage they caused to the channel improvements at their own expense.

14. Q. Do the truck drivers hauling material from the site to the waste area have to be paid the Davis- Bacon wage rates supplied for the contract?

A. No, so long they are only hauling to and from the site and spend no actual time working on the site. For any time spent that is more than incidental, that time must be paid the prevailing Construction Wage Rate.

15. Q. Is job showing attendance required to submit a quote?

A. No, attendance is not mandatory, but it is strongly recommended that potential contractors participate or view the site on their own.

16. Q. Page 8 of 38 indicates that a potential adverse weather for this period could be as much as 11 days or 61% of the contract time. Since this would not be outside the monthly anticipated adverse weather per the chart, would we still be able to obtain a contract extension for time in the event that weather like this did occur?

A. The adverse weather days show are for an entire month, the percentage of adverse weather that would prevent work has already been calculated into the performance time. We do not anticipate a need for an extension for adverse weather. However, should the adverse weather days exceed what we anticipated, we would consider an extension. The determination for a day of no work due to adverse weather must be agreed to by the government.

17. Q. Is a bid bond required?

A. No a bid bond is not required. Only a payment bond will be required by the successful contractor within 5 days of award.
