About this file
This Request for Proposals (RFP) is issued by the Massachusetts Department of Conservation and Recreation, Division of Water Supply Protection, seeking appraisal services for a land acquisition in Petersham, Massachusetts. The DCR requires a fee appraisal for 5.3 acres of woodland property currently owned by Craig Furman and Louise Bergeron to determine market value for conservation purposes related to water supply protection. The property consists of two parcels: a 1.5-acre western parcel (Map 412, Parcel 85) and a 3.8-acre eastern parcel (Map 412, Parcel 81, partial), with separate valuations requested for each parcel. The completed appraisal must be submitted within 60 days of the Notice to Proceed and must be delivered in searchable PDF format. Responses must be submitted electronically through the Commbuys system by August 4, 2026 at 3:00 PM, with an estimated award date of August 7, 2026. Questions regarding the RFP must be submitted by July 29, 2026 at 12:00 PM through the Commbuys Q&A section.
Evaluation of proposals will be based on three criteria: cost proposal (50 percent weight), availability to meet the 60-day project timeline (35 percent weight), and past performance and relevant experience (15 percent weight). Preference will be given to bidders capable of meeting the requested 60-day timeline, though bidders unable to meet this deadline are encouraged to submit proposals with alternative completion timelines. Vendors must be registered on the Commbuys platform to submit responses and should include a formal quote with the total quote amount entered in the Items tab. The DCR reserves the right to accept or reject any or all bids, negotiate with responding vendors, cancel the RFP in part or in its entirety, and contract with some, all, or none of the responding vendors at its discretion.
