About this file
The document is a Request for Quotations (RFQ) issued by the Ohio Attorney General's Office (AGO), specifically the Bureau of Criminal Investigation (BCI) Laboratory Division, seeking a vendor to provide hazardous and non-hazardous waste removal services. The RFQ (Number AGO-BCI-LAB-0525-25) covers comprehensive waste management services including characterization, labeling, packaging, manifesting, transportation, storage, treatment, and disposal of various laboratory wastes. The service will cover three BCI laboratory locations in London, Bowling Green, and Richfield, Ohio, with quarterly waste pickups. The initial contract term is from July 1, 2025, to June 30, 2027, with options to renew for two additional two-year terms through June 30, 2031. Quotes are due on June 2, 2025, at 11:00 A.M. Eastern Time, and the AGO has historically averaged approximately $90,000 worth of such services on current contracts.
The solicitation emphasizes that vendors must possess an EPA permit for waste disposal, comply with EPA, DOT, OSHA, and Ohio EPA regulations, and be ISO 14001:2015 and ISO 45001:2018 certified. The waste types include flammable and corrosive liquids, toxic solutions, environmentally hazardous substances, and additional materials like universal waste, batteries, fluorescent bulbs, used machine oil, and expired chemicals. The vendor selection will be based on the lowest-priced responsible and responsive submission, with evaluations considering not just cost but also licensure, certification, and EPA standings. Vendors must submit three client references, a capability statement, and adhere to specific submission requirements through the Ohio Buys online platform, with all attachments preferably in searchable PDF format.
