1. We must include fringe benefits as part of the quote? If yes what is the rate/hr of the wage & determination act.

52.222-42, Statement of Equivalent Rates for Federal Hires (May 2014) (29 U.S.C. 206 and 41 U.S.C. chapter 67).

In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.

The position requires a PhD and have prior related experience. Payments will be based on specific related expenses and reports.

2. Is there an incumbent contractor currently performing these services or is this a new requirement. If there is an incumbent, could you please provide the contract number?

This is a new requirement.

1. Will the contract specify an estimate on the amount of hours required per week, month or year? 1.

Hours worked not specified. Actual hours and locations worked are determined by contractor (NTE award amount) as needed to accomplish objectives specified in SOW.

2. If this is the case, could you provide this estimate?

Daily, weekly, monthly hours determined by contractor, as described in answer 1.

3. Will the contractor need to work out of the Forest Service facilities?

Contractor will meet as needed/agreed with contract point of contact at USFS facilities, located at IITF, Rio Piedras, PR. On-site visits as needed.
