1. I was hoping to inquire if there is a current incumbent for the services under Solicitation

# AG-F430-S-17-0003 (Website maintenance for the USDA Caribbean Climate Hub) or is this a new requirement? If there is an incumbent, could you please provide me with the incumbent contract number?

3. Whether companies from Outside USA can apply for this? (like, from India or Canada) –

US companies preferred.

4. Whether we need to come over there for meetings?

Preferred but could be virtual.

5. Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada)

US location preferred.

6. Can we submit the proposals via email?

7. I was reading the SOW and was curious if speaking Spanish is a requirement?

Yes

8. Is there a contract type vendors should anticipate? (e.g., Firm Fixed Price, Time and

Material, etc.)

9. Is there a page limit you want vendors to abide by?

4 to 6 pages.

10. To confirm, can you provide the URL associated with website to be supported?

11. Please identify any ticketing systems or any software used to track issues regarding the website. If such tools are in place, what are the average number of tickets opened per month?

No ticketing system. We work directly with the website manager. Perhaps 20 issues per month. Some simple fix others more complicated.

12. Please provide any level of effort (LOE) information known regarding the number of hours spent on website maintenance.

LOE approximately 10 hours per week

13. Are there any SLAs in place regarding response times?

24 hours

14. Section 5 Knowledge, Skills, and Experience Required:

a. Are there any requirements in terms of specific technologies for “Custom

Software Design & Development, Custom Web Application Design &

Development, and Custom Database Design, Development & Management”. For example: ASP.NET, C#, etc…

Intermediate: Photoshop, HTML5, CSS, CSS3, MySQL, PostgreSQL, Wordpress, Themes, Templates, Javascript, jQuery, Tomcat Servlet, GIS and Maps API (Google

Maps, Leaflet, Open Layers).

17. What are the web applications written in?

Html, PHP, Javascript

18. What is the number and type of databases? (Mysql? Postgre?)

Two: MySQL and PostgreSQL

19. Is there any Middleware?

No, but if applicable could be used.

20. What kind of email service is used? (Microsoft Exchange? Postfix?)

Google G-mail – Google Apps

21. What is the total aggregate user count that we would be supporting? (For example, 100,000 employees?)

Under 100,000

22. The Online Tools do not work on the current site. What are the tools supposed to do? Is fixing this part of the scope of work?

Yes, that is an interactive mapping feature to be developed by the contractor

23. The Statement of Work refers to currently-used geospatial data. Where/how is the data currently being used?

It is at this site and will be migrated to the site mentioned in SOW http://caribbeanlcc.org/interactive-map/

24. What is the budget? Should the cost be presented on the Schedule of Items as a fixed price or as an hourly rate?

Monthly rate, fixed price.

25. What is the size of the current database?

50mb approximately

26. Please describe the new geospatial mapping functionality that is to be developed as stated in the Statement of Work.

27. When was the site originally developed? Who developed it?

28. Can we have access to the original solicitation for the development of the current site as a way to understand the scope of work that was proposed and implemented?

No solicitation was issued.

29. While the contractor will work remotely, is the solicitation being limited to only those contractors who will physically work in the U.S.?

US contractors preferred.

30. Is there a specific format that the proposal must adhere to and/or any specific forms that must be included with the proposal?

Submit resume that provides requested information (regarding past performance, technical capability and cost/price). Page limit: 4 – 6 pages.

32. I was reviewing the documents and noticed there were no instructions on technical, and page count, are you looking for price only?
