EVALUATION FACTORS FOR AWARD

B.1 This Request for Quotations is for a 100% Small Business Set Aside. For purposes of this solicitation the NCIAS Code is 531320. The small business size standard is an average of annual receipts of $2 million or less.

B.2 PRICE EVALUATION OF DISCOUNTS FOR PROMPT PAYMENT:

The Government will consider no price evaluation benefit to quotations including a discount for prompt payment. The Government will, however, take any prompt payment discounts which the vendor quotes, and to which the Government is entitled. Prompt payment discounts are not required to be quoted.

B.3 BEST VALUE REQUEST FOR QUOTATION

This is a Best Value Request for Quotation. The Government will make awards to those vendors which the Government determines to offer the best value to the Government, price and other factors included. However, price is the most important consideration. In addition to considering price and past performance, the Government will consider the Quoter’s technical quotation including technical qualifications, relevant experience, and past performance in terms of timeliness, thoroughness, and completeness of work previously done for USDA Rural Development and/or other clients and other relevant past performance factors in selecting vendors for award, and the administrative cost of making multiple payments to contractors who price their quotations on the basis of multiple payments.

B.4 This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 13.

B.5 AWARD BY LOT

Selection for award will be by individual lot for each of the 4 appraisals. If your quotation is on an “all or none” basis, or predicated on award of multiple items, please specify it in your quotation. Discounted prices for multiple lots are acceptable.

B.6 52.212-2 Evaluation—Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Past Performance on Multi-Family Appraisals

2. Technical Capability

3. Price Technical and past performances, when combined, are more important than price.
