About this file
This document is a Request for Qualifications (RFQ) issued by the Massachusetts State Lottery Commission (MSLC) for Agent Location Hardware and associated peripherals including software. The purpose of this RFQ is to establish a qualified list of firms that can provide a range of hardware equipment, including Full Service Terminals, Compact Terminals, Mobile Terminals, Ticket Checkers, Player Activated Terminals, and Miscellaneous Peripherals and Devices. Responses are due by September 22, 2016, and the RFQ will remain open and accept proposals through January 31, 2021, with awards made on a rolling basis throughout that period.
The MSLC is looking to select multiple qualified vendors to provide the needed hardware and peripherals to support its existing ProSys lottery host system and migration to an upgraded host platform. The MSLC has outlined specific requirements and technical specifications for each of the hardware categories. Pricing will be negotiated on an as-needed basis, and the MSLC reserves the right to award contracts to single or multiple vendors. The MSLC will not provide any assurance that qualified vendors will be requested to provide services, as the purpose is to establish a qualified list of firms.

1 RFQ INFORMATION
1.1 SUMMARY AND PURPOSE
The Massachusetts State Lottery Commission (“MSLC” or “Lottery”) requests qualification statements from companies interested in providing Agent Location Hardware and associated peripherals including software (Operating System, drivers and API) to support an integration to the existing ProSys lottery host system and migration to an upgraded host platform (determined in a separate procurement process).
The purpose of this Request for Qualifications (“RFQ”) is to allow the MSLC to select companies that are qualified to provide specific equipment on an as needed basis in the following categories:
1. Full Service Terminals
2. Compact Terminals
3. Mobile Terminals
4. Ticket Checkers
5. Player Activated Terminals
6. Miscellaneous Peripherals and Devices
A company responding to this RFQ may respond with respect to any or all of the categories and may ultimately be qualified to provide the desired equipment in more than one category. It is the intent of the MSLC for this RFQ to result in the selection of separate groups of companies qualified to provide equipment with respect to each category. Although the purpose of this RFQ is to establish a qualified list of firms, the MSLC provides no assurance that any company chosen to be part of a particular group will be requested to provide services for the related category.
Procurement Purpose and Guiding Principles
The mission of the MSLC is rapidly expanding while the system is aging and the technical limitations are impeding the ability of the system to keep up with increasing business demands.
Efforts to design, develop, and implement new system hardware must adhere to the following guiding principles:
1.1.1.1 Flexibility:
The MSLC processes may be subjected to both administrative and legislative/regulatory change throughout the duration of the Contract as well as a changing face of the gaming industry in
Massachusetts. MSLC is interested in solutions that ensure flexibility and enable the MSLC to adapt to new requirements with a minimum amount of effort.
RFQ LOT# 1701 Page 5 of 103
1.1.1.2 Quality/Ease of Use:
MSLC places high value on solutions that create and deliver quality with a minimum of human interaction, input and effort. Additionally MSLC favors solutions that consider the impact of change on our users and end-customers.
1.1.1.3 Information:
MSLC places high value on providing internal operations with accurate and reliable data for the purposes of measuring operational and process performance. Data should be easily accessible for analysis, modeling, and reporting, providing the knowledge related to the customers, business partners, economic and legislative environments, other jurisdictions, and internal Operations.
1.1.1.4 Interoperability:
The MSLC operates in a similar fashion to that of the retail industry. In that respect, our customer’s expectations are strongly influenced by the changes that have taken place in the everyday retail environment. We expect to increase the use of our stakeholder and business partner communities to undertake the MSLC’s processes at their point of origin, rather than requiring multiple steps culminating in a trip to the MSLC.
1.1.1.5 Simplicity/Reliability:
The MSLC places high value on solutions that enable the Lottery Sales Agent to complete her job predictably and to interact with the customer in an efficient, straightforward manner.

All Bidders responding to this RFQ must agree to participate in the Commonwealth Electronic Funds
Transfer (“EFT”) program for receiving payments, unless the Bidder can provide compelling proof that it would be unduly burdensome. Bidders are able to track and verify payments made electronically through the Comptroller’s
Vendor Web system. A link to the EFT application can be found on the OSD Forms page
(www.mass.gov/osd). Additional information about EFT is available on the VendorWeb site

Response. Because the Authorization for Electronic Funds Payment Form contains banking information, this form, and all information contained on this form, shall not be considered a public record and shall not be subject to public disclosure through a public records request.
The requirement to use EFT may be waived by the PMT on a case-by-case basis if participation in the program would be unduly burdensome on the Bidder. If a Bidder is claiming that this requirement is a hardship or unduly burdensome, the specific reason must be documented in its response. The PMT will consider such requests on a case-by-case basis and communicate the findings with the Bidder.
