About this file

This is an Agency Request for Quotation (RFQ) issued by the Kentucky Department of Military Affairs for the purchase and installation of a self-serve fuel card reader system. The Bluegrass Station Division seeks a compatible system with cloud-based infrastructure capable of controlling, authorizing, and recording fuel dispensing from both a 10,000-gallon underground gasoline storage tank with dual dispenser and a 5,000-gallon above-ground diesel fuel storage tank with single dispenser located at 5751 Briar Hill Road in Lexington, Kentucky. The system must operate as a stand-alone, unattended solution 24 hours a day, 7 days a week, with cloud-based security encryption, and support binary unit communication. The vendor must conduct a mandatory site visit prior to bid submission. Vendors are required to provide 200 programmable fuel cards and keys, comprehensive system installation and testing, training, as-built technical drawings with full wiring diagrams and electrical requirements, and all applicable permits. The quotation was issued on December 13, 2019, with a closing date of December 23, 2019, at 2:00 p.m. EST/EDT.

All quotations must be submitted on firm pricing using the Agency Request for Quotation form on an FOB Destination, freight prepaid basis. The system must collect minimum data including date, time, fuel type, gallons purchased, price, odometer reading, license plate, vehicle description, driver identification, driver name, company name, purchase order number, and task number—all fields must be editable by the end user without requiring vendor involvement. Vendors must provide robust online reporting capabilities for card usage details, driver activity, and company-level fuel consumption tracking, with the ability for the end user to modify report structures independently. The Commonwealth of Kentucky is exempt from federal excise taxes and state sales and use taxes, which bidders shall not include in quotations. All contracts will be governed by Kentucky Revised Statute 45A and Kentucky state law, with any legal action to be filed in Franklin County Circuit Court. Award will be made based on the best interest of the Commonwealth, either as separate items or to a single bidder.
