Appendix A

Work Activity Items

Item 1. Cut and skid all biomass to the landing to be decked with tops

Detailed Information Sheet

Inspection (General):

Government inspections are for the purpose of satisfying the government that the services are acceptable and do not relieve the contractor of the responsibility of maintaining quality control. The contractor shall conduct inspections in all units with accordance with the Contractor’s Quality Control Plan included in the Contractor’s technical proposal which is made part of this contract.

Inspection (Specific):

Item 1. Cut and skid all biomass to the landing to be decked with tops Measurable Performance Standards

Damage to residual stand is minimized Removed material is decked at landing no higher than 24 feet Stump heights are generally 3 inches stump diameter and 6 inches stump diameter maximum if obstacle near it Slash disposal meets slash treatment requirements Piles are covered with plastic in 3 places with 15 by 15 ft pieces of plastic Biomass material is 3.0 to 9.9 inch dbh

SLASH TREATMENT

A. No additional payment will be made for slash treatment. The contractor shall not start thinning a new unit until the slash work on the previously thinned unit is completed.

B. No thinning slash shall be left suspended by, or lean against, a leave tree; whether it is dead or alive.

C. Thinning slash shall be pulled back from the following areas:

1. Roads - No slash shall be left within 5 feet of the outside edge of the road shoulders. In areas with cut and fill construction, this distance shall be measured from 5 feet beyond the top of the bank to 5 feet beyond the point where the shoulder meets the fill slope. (i.e., hinge point of road shoulder and fill slope.) All open roads shall be kept free of thinning slash.

2. Cultural Resource Sites - The Contractor shall notify the CO of any suspected cultural resource sites prior to working the area. If slash is felled onto a cultural resource site, the Contractor shall discontinue work in the general area until the CO has been notified.

3. All Other Improvements - No slash shall be left within 10 feet of any physical improvement.

4. Private Land

5. Fire Lines - No thinning slash shall be left in existing fire lines.

6. Unit boundaries.

7. Streams, ponds, bogs, or wallows.

Item 2. Road Maintenance

1. See Appendix C for complete list of required road maintenance

Government Inspections: The Contracting Officer or Contracting Officer’s duly authorized representative will conduct all inspections. The Contractor (or designated representative) is encouraged to be present to observe inspections. Inspections will be a walk-through visual examination of the Unit. When work appears satisfactory, it will be accepted. When work appears unsatisfactory, the contractor will be responsible for rework to correct the deficiencies. The Government may suspend operations if it is apparent the contractor is not meeting specifications.

Measurement for Stewardship Credit. Acreage was measured on a horizontal plane using a Global Positioning System. Unless otherwise indicated by this contract, the contractor may request remeasurement of any quantities. The request must be made in writing and must be made within 10 calendar days of completing work on the unit in question. If remeasurement indicates a variance of five percent or less from the stated quantity, the Forest Service may deduct Stewardship Credits to the Contractor equal to the cost of this remeasurement. If remeasurement indicates a variance of more than five percent from the stated quantity, Stewardship Credits will be based on the remeasured quantity, and the Contractor will not be liable for the costs of remeasurement. All remeasurements will be done by the Forest Service. The Forest Service may remeasure quantities of completed stewardship work activities at its discretion. Forest Service will bear all costs for discretionary remeasurement. Remeasured quantities will be the basis for awarding Stewardship Credits. Remeasurement of acreage will be done using a Global Positioning System.
