PREFABRICATED RESTROOM BUILDING

07-25-2017

Attachment 1

SPECIFICATIONS

1. SCOPE:

A. This project consists of supply, delivery and install of one prefabricated restroom. This restroom building will be installed at Meeks Bay Resort, near Tahoma on the west shore of Lake Tahoe within the Lake Tahoe Basin Management Unit. This restroom building will have four accessible unisex flush restrooms.

B. This contract consists of the following items of work:

a. Supply, delivery and installation of a pre-fabricated flush toilet restroom building which includes:

i. The coordination, supply and delivery of a four unit flush restroom building. It shall be the manufacturer’s responsibility to coordinate all aspects of delivery and set-up of the unit.

ii. The manufacturer shall be responsible for installing the unit on a Forest Service prepared concrete footing. The Forest Service will provide all surveying and staking required to locate the concrete perimeter footing. This footing shall be constructed to the recommendations and specifications of the manufacturer; including compaction of the required building pad. The Forest Service will also provide underground utilities (water, sewer, electric) to within 5’ of the prepared footing. It will be the manufacturer’s responsibility to complete any and all underground utility installation within the footing and to within +/- 1” of the Forest Service supplied utilities. The final connection to the utilities will be made by the Forest Service or contractor.

iii. Backfill, leveling, and compaction around the manufacturer installed utilities will be the responsibility of the manufacturer. Manufacturer must use industry standard compaction equipment and provide all testing necessary to ensure adequate backfill and compaction has been achieved.

iv. Delivery shall include loading of the unit at the factory, transporting the unit to the site and offloading the unit onto the prepared foundation.

v. Installation of the unit will include making all connections to the foundation and utilities, as well as, any sealing and finish work. The manufacturer shall provide a restroom ready for use by the public.

vi. Construction of an accessible walk-way is not included in this contract.

C. Manufacturer shall provide final building design architectural stamped drawings and engineering calculations under the responsibility of a licensed professional engineer, in compliance with all local, state and federal codes. Restroom will meet all requirements of El Dorado County Building Department, and the latest editions of the International Building Code, National Electric Code and International Plumbing Code. All aspects of the building shall also meet the Architectural Barriers Act of 1968.

2. PRODUCTS:

A. Mat Engineered Concrete Building Slab/foundation: The prefabricated restroom connected concrete slab shall have the following requirements:

a. The mat engineered 8” thick slab/foundation shall be engineered and constructed to withstand the transportation weight of the building without cracking and to resist absorption from any liquids deposited on the surface.

b. The concrete must have a minimum compressive strength of 7,000 PSI.

c. The concrete absorption resistance shall not be greater than 3% per ASTM standard #C642 and #C39.

d. Supplier must provide certification of the concrete testing from an independent testing laboratory.

e. The building foundation shall be engineered to include appropriate hardware to safely lift and place the prefabricated building by crane and then securely attach the prefabricated building to the poured concrete footing.

f. The building shall be designed for future relocation and shall provide protection for the lifting openings in the mat slab so that the threaded openings will be available for future use if needed.

B. Exterior and Interior Wall System

a. Wall system shall be 4” CMU block (or approved equal) to minimum 8’ above finished floor engineered for all environmental loading including snow, wind and seismic loads. Wall connection to slab shall be engineered, all calculation shall be provided.

C. Roof System

a. The roof system shall be kiln dried, select-deck, center-match, v-grooved pine over timber rafters. The exterior roof finish shall be a limited lifetime warranty dimensional, composition shingle roof, over ice and water shield membrane, and structural 7/16” exterior OSB sheer panel. The roof pitch shall be 6:12.

b. The restroom ventilation screens shall be attached to the truss frames with vandal-resistant stainless steel fasteners.

c. Roof color to be approved by Forest Service.

D. Exterior Finishes

a. Siding - Siding on the restroom shall be horizontal lap siding, fiber reinforced cement board, painted with two 4 mil layers of industrial high solids, gloss enamel to a 4 mil thickness, color to be approved by Forest Service.

b. Rock wainscot – wainscot shall come to a height of 32” minimum above finished floor around exterior of restroom. Rock shall be a multi-color rock veneer. Rock color must be approved by the Forest Service prior to installation.

c. Doors – Doors shall be 16 GA steel minimum.

i. Painted with two 4 mil layers of industrial high solids for metal surfaces, gloss enamel to a 4 mil thickness for metal surfaces, color to be approved by Forest Service.

ii. All door hardware shall be stainless steel vandal resistant.

iii. All hardware including, but not limited to; closers, handles, dead bolts, locks, and threshold shall meet the ABA and be approved by the Forest Service prior to restroom delivery and acceptance.

E. Interior Finishes

a. Walls - Interior precision CMU block masonry walls shall be smoothed to a pebble grain finish with 2-4 mil layers of 7-day curing block fillers and painted with two additional 4 mil layers of industrial high solids (white) industrial grade enamel.

b. Floors - Floors shall be a durable maintenance free concrete floors with light broom finish.

c. Specialty Washroom Equipment

i. Interior amenities - Each restroom shall include the following: 2 roll toilet paper holder, grab bars, ABA compliant signs, mirror, soap dispenser, paper towel dispenser, and seat cover dispenser. All amenities shall be commercial grade stainless steel fastened securely to wall with vandal resistant stainless steel screws and be installed according to the Architectural Barriers Act.

F. Plumbing requirements

a. Water piping - Water piping shall be commercial grade PEX above grade and type k with silver solder or HDPE below grade. All water piping shall be designed and constructed with high and low point drain fittings and all piping shall have the capability to be winterized and drained. Water shall drain to a stop and drain valve which shall be installed 2’ outside of building.

b. Removable pipe traps - All floor drain, sink drain, and waste traps shall be removable for maintenance. An in-floor drain shall be provided in each restroom. Floor drains shall be trapped behind the wall in the utility chase using a combination waste and vent system. Floor drains shall be increased two pipe sizes over standard to allow code use. All surface mounted utility chase piping shall be mounted on Uni-strut with plastic isolators to code. Sink drain traps shall be concealed behind the utility chase walls where maintenance staff can access all plumbing.

c. Drain Waste Vent Piping - DWV piping shall be concealed behind the wall. DWV piping shall be PVC DWV, solvent welded, for all concealed piping. A cast iron no hub DWV vent pipe with a cast iron roof mounted vandal cap vent shall be required, through the roof. Sewer pipe cleanout shall be installed 2’ outside of building.

d. Plumbing Faucets, Isolation Valves and Actuators - All fixtures except those with flush valves shall be isolated with ball valves for each fixture, concealed hydraulic button-type flush valves, and metered push-button type lavatory faucets.

e. Drinking fountain - one stainless steel drinking fountain shall be provided and installed on the exterior of the restroom. This drinking fountain must be accessible according to the ABA and have the capability to be winterized.

f. Plumbing Fixtures - Plumbing fixtures shall be 14 gauge stainless steel manufactured by Acorn, or approved equal. Toilets shall be wall hung, rear discharge, with concealed anti-microbial, lever-type, flush valves. Toilet seats shall be black solid core plastic, non-flammable construction with continuous stainless steel concealed self-checking hinges. Lavatories shall have concealed remote traps behind the mechanical wall. All fixtures shall meet federal standards for low-flow fixtures.

g. Supplier must provide detailed step-by-step instructions for winterizing all components of the restroom.

G. Electrical requirements

a. Panel/Wiring - One 100 amp main industrial grade panel board mounted in the utility chase. Wiring shall be stranded copper wire #12 min in EMT piping with screw fittings in surface mounted conduit.

b. Interior lighting - Each restroom shall have one interior 15 watt LED vandal resistant fixture controlled by photo cell mounted at approximately 8’ high, with bypass switch located in utility chase for testing. Utility chase shall have a 4’ double tube LED fixture, suitable for wet locations, controlled by a single switch at the door entry.

c. Exterior lighting - One exterior LED down casting vandal resistant fixture located on each end above doors (two total). Exterior light shall be controlled by a timer and bypass switch located in the utility chase.

d. Electrical outlet: one commercial grade GFCI outlet located in the utility chase.

H. Warranty

a. At the project conclusion, the building supplier shall furnish two sets of complete maintenance manuals including a trouble shooting guide, winterization instructions, location of manufacturers of key components for replacement parts together with final as-built plans, and a five (5) year warranty to the owner.
