1.03 SUBMITTALS
A. Health and Safety Plan must be submitted and approved prior to the commencement of the work.
B. Project Work Plan must be submitted and approved prior to the commencement of the work.
C. Erosion Control Plan must be submitted and approved prior to the commencement of the work.

1.04 DEFINITIONS
A. Remove: Remove from National Forest Lands and legally dispose of items, except those identified for use in recycling, re-use, and salvage programs.
B. Inert Fill: Non-liquid solid waste including, but not limited to, soil and concrete that does not contain hazardous substances or soluble pollutants at concentrations in excess of water-quality standards.
C. Approved Landfill: An approved landfill that accepts non-hazardous materials resulting from construction, remodeling, repair, and demolition operations.
D. Demolition Waste: Building materials and solid waste resulting from construction, remodeling, repair, cleanup, or demolition operations that are not hazardous. This term includes, but is not limited to, asphalt concrete, Portland cement concrete, brick, lumber, gypsum wallboard, cardboard and other associated packaging, roofing material, ceramic tile, carpeting, plastic pipe, and steel. E. Chemical Waste: Includes petroleum products, bituminous materials, salts, acids, alkalis, herbicides, pesticides, organic chemicals and inorganic wastes.
F. Recycling: The process of sorting, cleansing, treating and reconstituting materials for the purpose of using the altered form in the manufacture of a new product. Recycling does not include burning, incinerating or thermally destroy-ing solid waste.
G. Reuse: The use, in the same or similar form as it was produced, of a material which might otherwise be discarded.
H. Solid Waste: All solid, semisolid, and liquid wastes, including garbage, trash, refuse, paper, rubbish, ashes, industrial wastes, demolition and construction wastes, dewatered, treated, or chemically fixed sewage sludge which is not hazardous waste, manure, vegetable or animal solid and semisolid wastes, and other discarded solid and semisolid wastes. "Solid waste" does not include hazardous waste, radioactive waste, or medical waste as defined or regulated by State law.
1.05 HAZARDOUS MATERIALS
A. Hazardous building materials include, but are not limited to, asbestos and lead based paint.
B. This facility has been surveyed and tested by an independent laboratory for the presence of asbestos and lead based paint. Both asbestos and lead based paint were found to be present in this facility. See attachment 6, Asbestos and Lead Reports for location and concentration of asbestos and lead based paint.
Abatement has been included as individual line items in the Section B. The contractor must follow all local, state, and federal regulations for removal and transportation of the hazardous material.
C. Asbestos – See attached Asbestos Report dated June 8, 2016.
1. Friable ACM will easily release fibers when crushed. Only California licensed asbestos abatement contractors and certified asbestos workers can remove and dispose of Friable ACM. Examples of friable ACM can include, but are not limited to the following: sheet vinyl flooring, insulation on piping, duct and boilers, fireproofing, ceiling texture and panel products, and soundproofing.
2. Nonfriable ACM has a binder that holds the asbestos fibers within a solid matrix and will not allow asbestos fibers to release easily, unless mishandled, damaged, or in badly worn or weathered condition. A California licensed asbestos abatement contractor or a certified asbestos worker is not required to perform nonfriable asbestos abatement or removal. However, the nonfriable materials must remain in nonfriable condition (predominantly whole pieces) during the removal and disposal process. Examples of nonfriable ACM can include, but are not limited to the following: vinyl floor tile, AC water pipe, and cement (transite) siding or roofing.
a. If you remove nonfriable ACM, follow the California guidance documents.
