C - Contract Documents
Scope of Contract
As part of the California Department of Boating and Waterways (DBW) grant proposal to build a low water ramp at Minersville Boat Launch, DBW engineers need an accurate topographic survey of the proposed site. The top half of this site has been surveyed but the lower portion is currently underwater and expected to remain so for at least an additional year and possibly longer. Since the engineering must be complete and the project "shovel ready" as soon as Trinity Lake Reservoir water level drops sufficiently to begin construction, an underwater survey must be done. Accomplishing this survey therefore requires a bathymetric survey of the polygon outlined in the maps provided as attachments ("Minersville Plan" and "Minersville bathymetric map survey") to merge with the extant data. If the water level is lower than the top two polygon corners at the time of the survey, then the surveyor shall adjust those corners appropriately. Polygon coordinates are given in UTM83.
This purchase order is for the performance of the necessary topographic bathymetric survey. The survey shall include, but is not limited to, picking up topographic features (breaks and or changes 1 foot in elevation or more). Other work includes setting control points (cap and rebar), back sights, a temporary bench mark, installing reference points (RP the control for later retrieval), and providing a control diagram and text file via USB drive of the survey data upon completion. The Government will provide the necessary existing tie-in benchmarks and control points. The Government shall create maps and plans resulting from the data; this is not the responsibility of the Contractor. The Contractor shall be qualified as a registered land surveyor in the state of California.
Data Deliverable Requirements:
- All control shall be clearly marked for ease in identification.
- Survey precision for control points = + or - .03 feet, cross-sections = + or - .16 feet.
- Data collection file shall be a text (.txt) file in the following format: Point #, Northing, Easting, Zenith, Description and shall be comma delimited.
- Contractor shall provide a control diagram with locations (Northings, Eastings and Elevations), bearings and distances between control points and reference points.
Pages 12-15 of the attached "FINAL Grant Application Minersville Phase II 29JAN16" document give a complete description of the proposed project, existing site, and general description of the surrounding area.
Other information is included throughout the grant proposal to DBW including conceptual engineering sketches.
Project Location: Minersville Public Boat Ramp, Granite Peak Road, Lewiston, CA 96052 (Trinity County).
Attached are 5 maps plus the Grant Proposal to DBW:
1. FINAL Grant Application Minersville Phase II 29JAN16.
2. General Locater Map for Minersville: "Minersville Geographic Locator (Yellow Pin)"
3. More specific locator map for Minersville: "Minersville General Location Survey"
4. Copy of an older map with contour lines for below full pool with the survey area annotated in UTM:
"Minersville bathymetric map survey"
5. Google Earth map with exact same polygon showing a real-world view of the area to be surveyed:
"Bathymetric Minersville with grids and distances"
6. Copy of the previous engineering plan for the old proposed ramp which was never built:
"Minersville Plan"
The Contractor will provide all equipment, labor and supplies to accomplish the specified work.
Contract Time and estimated start date: Performance shall begin within 5 calendar days of Notice to Proceed and be completed within 30 calendar days after receiving notice to proceed. Estimated start date:
Minersville Boat Ramp Bathymetric Survey Page 13 of 38
September 25, 2017.
A post award conference with the awarded Contractor may be required. The conference will be held at a location and time mutually agreeable to the Forest Service and the Contractor.
Payment
In the case of unacceptable work:
(1) Where possible, the Contractor shall re-work at no cost to the Government all work performed which does not pass inspection. This is the preferred method.
(2) Contractor shall bear the cost of extra inspections by the Government if the Government has to perform extra monitoring of the Contractors work (re-inspections of areas re-worked).
(3) Government may accept the Contractor's uncorrected work, but at a reduced payment rate.
Payment Basis: Payment will be made for completed work at the contract price where quality meets or exceeds a rating of "acceptable" less any authorized deductions.
Invoices: The "Submit Invoice-to" address for USDA orders is the Department of Treasury's Invoice Processing Platform (IPP). All invoices shall be submitted via the electronic Invoice Processing Platform.
This platform is managed by the U.S. Department of Treasury and additional information is available at this website: https://www.ipp.gov/index.htm. Vendors new to IPP may register at https://www.ipp.gov/vendors/enrollment-vendors.htm.

Mutual agreement between the CO and Contractor is required for changes of time or cost to commercial services contracts.
2) Contracting Officer's Representative (COR) - The COR is the on-site contract administrator for the Contracting Officer, whose duties and responsibilities include full authority for the day-to-day administration of the contract, except for matters pertaining to changes in contract price and time. If the Contractor is given direction or clarification that is considered to be outside of the scope of the contract, the Contractor should advise the Contracting Officer.
Contractor Quality Control
The Contractor shall maintain a self-inspection system acceptable to the Government. The intended purpose of the Contractor performing self-inspection is to monitor quality while work is being performed, thereby allowing the Contractor to identify and correct any quality deficiencies in their work while the work is in progress. The Contractor shall inspect their work on an ongoing basis and make available to the Government the results of the inspections if requested.
