3.03 WELL ALIGNMENT: The well shall be straight and plumb and not deviate from the straight and plumb line by an amount sufficient to prevent lowering free to the bottom of the completed well a 40’ section of tubing with an outside diameter of not less than 0.5 inches less than the inside diameter of the casing. The Contracting Officer may approve alternate alignment tolerances and test methods.
3.04 CASING: Steel casing shall be installed from 2-ft above finished grade to the bottom of the drilled borehole.
Placement of slotted well casing shall be determined in the field. Top of casing shall be secured with a lockable sanitary well cap.
3.05 WELL DEVELOPMENT will be performed in manner that does not threaten or damage the well structure. The pump and prime mover shall have a capacity in excess of the anticipated lift and final production capacity of the well. The development and test pump shall be set to a depth in excess of the anticipated pumping level.
Development equipment and method used shall permit variable pumping discharge rates. Contractor shall meet the requirements in section 4.8 of AWWA standards for small water systems.
1. Extract maximum practical quantity of sand, drill fluid, and other fine materials from water-bearing formation.
2. Avoid settlement and disturbance of strata above water-bearing formation.
3. Do not disturb sealing around well casings.
4. Continue developing wells until water contains no more than 2 ppm of sand by weight when pumped at maximum testing rate.
3.06 DISINFECTION: A minimum 50 mg/l (parts per million) chlorine solution shall remain in well for a period of at least 12-hr.
3.07 ANNULAR SEAL: Sealing consists of filling the annular space between the casing and borehole with an approved substance that forms an impermeable seal. Seal well to a 50-ft depth below ground surface to prevent the entrance of water from any source other than from the aquifers selected.
Provide a minimum 2-inch radial thick annular seal through pressure grouting from the bottom upwards. State Water Resources Control Board, Division of Drinking Water, approved a minimum two (2) inch radial thick annular seal per the following standards.
• CA 74-90 Well standard requires “a minimum of two inches of sealing material between casing and the borehole wall…” and
• AWWA A100-06 has an exception to reduce 3 inch thickness of the annular seal to 1-½ inch “if pressure grouting from the bottom upward is performed using cement tubing...”
3.08 WELL CAPACITY TEST – A minimum of twelve (12) hours after completing well development, measure and record the static water level. Begin the 72-hour well capacity test with a constant rate test and pump the well continuously starting at the maximum yield or at a pumping rate agreed to by the Government COR. Measure drawdown and recovery as described:
1. Measure and record well water drawdown levels and pump discharge rate:
A. Every thirty minutes during the first four hours of pumping, B. Every hour for the next four hours, and
Clark Springs Well Drilling AG-9AC7-S-16-0007 Page 17 of 32
C. Every four hours thereafter until the water drawdown level is constant for at least the last four remaining measurements or until the COR terminates pumping.
2. Measure and record well water recovery:
A. Every thirty minutes during the first four hours after pumping stops, B. Hourly for the next eight hours, and
C. Every 12 hours until either the water level in the well recovers to within two (2) feet of the static water level measured at the beginning of the well capacity test or to at least 95 percent of the total draw down measured during the test, whichever occurs first.
3.09 SAMPLING AND TESTING - Once well development, disinfection, and well capacity testing are complete, and all traces of disinfection have been removed the CONTRACTOR shall continue to pump well water to the surface at a reduced rate to allow the Government COR or Inspector to take representative water samples.
3.10 WELL DESTRUCTION – The Government will authorize the CONTRACTOR IN WRITING to destroy well if well has proven to be unacceptable. All casing should be removed if possible. If casing cannot be removed, than the top three feet below ground surface shall be cut off and disposed. Since each well is unique, the Contractor shall use well sealing materials based on the construction of the well, the pH of the water and its effect on sealing materials, and the nature of the penetrated formations. Provide a continuous seal from the bottom of well to within three feet of ground surface. Sealing material placed in the well shall flow over to form a cap. The CONTRACTOR must verify that the volume of the material placed in the well is at least equal to the volume of the hole. The CONTRACTOR will report results to the COR. After well seal has been approved by the Government, existing native soil fill material shall be mounded one foot higher than the existing ground surface to allow for settlement. Grade fill material back to existing ground surface with a 1/2:1 slope.

“Data Universal Numbering System +4 (DUNS+4) number” means the DUNS number assigned by D&B plus a
4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.
“Registered in the System for Award Management (SAM) database” means that—
(1) The offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see Subpart 4.14) into the SAM database;
(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database;
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and
(4) The Government has marked the record “Active”.
(b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS +4” followed by the DUNS or DUNS +4 number that identifies the offeror’s name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.
(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.
(1) An offeror may obtain a DUNS number—
(i) Via the Internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or
