This amendment removes the existing schedule of items and Contract Type and Contract Period clause and replaces it entirely with the attached REVISED Schedule of Items and Contract

Type and Contract Period clause which includes firm-fixed prices and option years.

The Performance time is changed to include base and four option years.

The response date is changed to October 14, 2014 at 1600

New maps are attached.

CONTRACT TYPE AND CONTRACT PERIOD

This is a Firm-Fixed Price Indefinite-Delivery contract with base period from date of award through October 31, 2015.

This is a one-year Fixed Price Indefinite-Delivery, Requirements contract with the option to extend the term of the contract for four additional years for the services specified (FAR Clause 52.217-9). The estimated quantities shown are for evaluation purposes. Offerors shall enter a Firm-Fixed Unit Price for each item and multiply the unit price by the estimated quantity to obtain the total amount. While the quantities are estimated, the Unit Price will become the fixed price for all future Task Orders issued during the period of this IDIQ.

1. Questions for clarification of schedule of items:

Answer: We have amended the solicitation to include option year pricing and to make this a firm-fixed prices contract and all services will be ordered at the prices provided on this solicitation. (See amendment 2)

2. Will there be provisions for interim payments for work done on each of the three line items.

Answer: Yes, depending on the work ordered, partial payments may be submitted on completed and accepted work.

3. Is the Forest Service going to do the Lab Work or does the Contractor perform those chores?

Answer: Per the solicitation Statement of Work, the Contractor will be responsible for the lab work.

4. The provided maps indicate a total of 82 one acre research plots within the three forest types.

The description of work indicates tasks to be performed on 30 research plots. Have the 30 plot locations been decided yet? If so, is there a map which displays the locations? Have treatments been done? What kinds of treatments?

Answer: More detailed maps are attached. Thirty of the 82 research plots will be selected for the actual work. This work will be determined per task order. Some treatments are in progress, but have not been completed. Full details of pertinent treatments will be provided to the successful Quoter—to our knowledge none of the treatments will impact the Contractor’s work.

5. For Item V, page 15 of 38 in solicitation – Litter fall: “collect debris quarterly….”

We presume that means 4 times at approximate equal intervals between snowmelt and snow fall.

Answer: Correct.

6. Will there be a provided pre-work meeting for the contractor crew and the FS on procedures for both the field collection and lab phases?

Answer: A pre-work meeting will be held at the beginning of each task order. The clause has been added to the solicitation.

7. Would it be possible to provide a chart or tree of some kind to better clarify the numbers of samples for the various types of data; or maybe some definitions i.e. Does research plot = plot.

Does measurement plot = the two 2 meter square plots within the research plot. Does sample location = plot or measurement plot location?

Answer:

Research plot: one acre is size.

Measurement plot: approximately 2 meters by 2 meters

Yearly tasks per plot 3 soil cores 1 forest floor sample 5 pieces woody debris 5-10 cm long 1 sample large woody debris 3 Brown’s transects 1 litter fall trap 4 times per year 10 grams dead roots 1 incubation soil core 1 LiCor soil chamber 4 times per year
