The above numbered solicitation is amended as set forth in Item 14. The hour and date specified for receipt of Offers is extended, is not extended.

This modification hereby removes pages 27, 28 & 29 and replaces them with the amended pages 27,28 & 29, updating the evaluation criteria.

New Offer Due Date: April 24, 2014 by close of business.

All other terms and conditions remain unchanged.

By signature in Block 15B Contractor releases the Government from all claims relating to this modification. This settlement is complete accord and satisfaction. Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

EVALUATION CRITERIA

Relevant Past Performance: Provide a minimum of three references (no more than six) of relevant work of the type and magnitude of this project. Please provide name, title and current telephone contact information.

Relevant Past Experience: Provide a brief synopsis of up to seven separate Timber Frame projects that illustrate that the contractor or subcontractor meet the experience criteria listed below. Each project synopsis shall clearly indicate which experience requirements are being met. The synopsis shall also describe the challenges of the project, how they were overcome and how the project directly correlates to the work expected to be performed at Bowerman Barn.

a. Number of years of Timber Frame Experience. Minimum requirement of five relevant timber frame projects.

b. Identify and describe a minimum of two, but no more than seven projects completed by offeror, which involved rehabilitating (remodel, stabilizing, etc.) existing timber frame structures.

Technical Approach (Understanding the requirement) - Describe your understanding and plan for the job to be performed. Describe the equipment, personnel and methods you propose to accomplish the work in the described timeframes with enough information about your plan to execute the work defined in this solicitation. A key component is demonstrating an understanding of the solicitation requirements.

Price: As stated in the instructions to offerors all pricing shall be submitted using the Schedule provided.

SECTION M - Evaluation Factors for Award

52.217-3 EVALUATION EXCLUSIVE OF OPTIONS (APR 1984)

Government will evaluate offers for award purposes by including only the price for the basic requirement;

i.e., options will not be included in the evaluation for award purposes.

Award Determination Award will be made to the acceptable offer providing the best value to the government, considering price and the non-price factors listed below.

The award decision will be based on a tradeoff between price and non-price factors, comparing the relative risk to the government of possible poor or non-performance posed by each of the offerors, and making a judgment as to whether or not reduced risk of performance is worth the additional cost. In some cases this may result in award to a lower ranked but lower priced offer; in other cases the result may be award to a higher-ranked but higher priced offer. The Government reserves the right to make price/ non-price tradeoffs that are in the best interest and to the advantage of the Government.

Evaluation Factors Due to the historical nature of this project and SHPO requirements, the evaluation criteria are unique and specific.

Relevant Past Performance.

Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, State and Local laws and regulations. The Government may contact some of each offeror’s customers to ask whether or not that : (1) that the offeror was capable, efficient and effective; (2) the offeror’s performance conformed to the terms and conditions of its contract; (3) finished within contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. In evaluating past performance the Government may contact some of the references provided by the offeror and other sources of information, including but not limited to: Federal, state and local government agencies, better business bureaus, published media and electronic data bases. If an offer does not have past performance this should be identified and not left blank. Those companies without a past performance record will receive a neutral rating.

Relevant Past Experience Experience Requirements:

a. Timber frame experience is required to be considered for award of this project. Offerors with a minimum of five years of timber frame experience may be evaluated more favorably. Offerors with no timber frame experience will not meet the minimum criteria and will not be considered for award.

b. Minimum two projects rehabilitating (remodel, stabilizing, etc.) existing timber frame structures.

Technical Approach (Understanding the requirement) - Those responses that demonstrate a complete understanding of the work to be performed and provide an excellent approach to accomplishing the major components of the work will receive the highest ratings. The Government will evaluate technical responses strictly on content and will not assume that performance will include anything not specified in the proposal or statement of work.

Price: The Government's intends to assess price to determine reasonableness (reflective of the current market conditions, the offeror's understanding of the work, and ability to perform the contract) and consistency (if prices are balanced and consistent with the Government price estimate and those of other quotes.

Non-price factors when combined are approximately equal to price.
