Borel‐Black Gulch South, Sandy Flat
& Eshom pre‐Bid Notes
A pre‐Bid tour for the Borel ‐ Black Gulch South, Sandy Flat and Eshom improvements was conducted on
Wednesday October 12th, 2016 between the hours of 1000 and 1200. The purpose of the pre‐bid tour was to go through the site and point out the work needed for the different work items. The Eshom site was not visited today but was discussed as noted below.
Members Present:
Steven Ray ‐ Forest Engineer and Contracting Officer’s Representative (COR)
Timothy A. Patrick Sr. ‐ Civil Engineering Tech and Construction Inspector
Judd Buick ‐ Judd Buick Construction
Tom Anderson ‐ MTZ
Jim Lasater ‐ Lasater Construction Co.
Tate Nagle ‐ Nagle
David Remos ‐ Ladd
Renn Joseph ‐ Sierra Range Construction
Meeting Site:
Arriving at the site, contractors/representatives were asked to sign the attendance list. Shortly after, Steven Ray gave a brief description of the project, explained the general work listed, reviewed the quantities of work shown on drawing sheet 4, and highlighted some of the general notes on drawing sheet 5. An emphasis was made on using lump sum items for site work, the responsibility of the government for staking, and the contractor’s responsibility for establishing radial points for centerline horizontal curves. There will be no liquidated damages on this contract. Contractors were reminded to get registered in SAMs and submit a complete technical proposal in accordance with Section M.
The following items were discussed for “Black Gulch South” site and road work on site:
Construction Survey and Staking (Section 152) – A contractor asked whether a licensed Land
Surveyor was required to perform construction staking. FP‐03 paragraph 152.01 requires qualified personnel, but does not specify a licensed Land surveyor.
Excavation and embankment ‐ See FPO3 section 204 and supplemental specifications.
Contractors voiced concerns about the potential for excess excavation on the earthwork and the potential need for an offsite disposal area. Clarification – It is the intent of the contract to balance the earthwork between excavation and embankment within the construction dimensions, slopes, and grades specified; without producing excess excavation.
Concrete rubble stockpiled near the entrance is to be used as fill at site 5 or other locations; see drawing sheet 29.
Riprap may be commercially furnished or gathered at “Keysville south” (See drawing sheet 2).
Riprap may not be gathered at Black Gulch South due to archeology restriction without site specific approval; see General notes on drawing sheet 5.
Site is normally open from approximately Memorial Day to Labor Day. Site is closed beyond the gate during winter. The Black Gulch South project area will be closed to the public during construction, unless construction extends into the normally open period of the site. See specification paragraph 156.05. For work in areas not closed to the public (prior to the gate), appropriate traffic control signs are needed.
Soil Erosion Control (supplemental specification section 157) – paragraph 157.03 requires a written erosion control plan but does not specify State of California certification. A state certification (SWPPP) is not required. Optional pay item 157 (01) is for hydro‐mulching disturbed cut and fill slopes (supplemental specification paragraph 157.11).
Government furnished vault toilet installation – Paragraph C.4 specifies that the toilet at Eshom
OHV Staging Area be installed by December 1, 2016. This is not feasible based on current contract award timelines and fabrication lead time for the toilets. Change the installation completion date for the Eshom OHV Staging Area to March 31, 2017. With proper coordination for toilet delivery, the vendor supplying the government furnished toilets should be able to set the toilet vaults in a prepared excavated hole and assemble the toilet in place. The construction contractor (this contract) will then backfill and compact to grade around the toilet, complete site work around the toilets and install sidewalks.
The following items were discussed for “Sandy Flat” work on site:
Due to potential long lead time for Shade Structure delivery, contract time is increased from 120 days to 150 days.
Footing for Shade structures is shown on drawing sheet 19.
The campground is normally closed during the winter, so it will be closed while project work is being completed unless the construction extends beyond April 1.
The toilet buildings were ordered from Boom Concrete out of Newell, SD, on October 15, 2016.
