SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SCOPE OF CONTRACT
The scope of this contract is to provide professional fire and aviation planning, fire analysis, fuels analysis, fire and aviation operations risk analysis assessments, and associated software and database development services to the San Dimas Technology and Development Center.
TECHNICAL SPECIFICATIONS
C-2 TECHNICAL SPECIFICATIONS
The successful offeror shall perform analysis and program support in fire planning, fire economics, fuels management planning, fuels modeling, fuels analysis and other fire associated analysis. The successful offeror shall create relational databases for analysis of wildland fire data and attributes, create spreadsheets/databases for analysis of various wildland fire issues, create numerical models for data sets (curve fits, etc), and create custom software products for various wildland fire issues. The successful offeror shall perform analysis and support to fire policy implementation as well as risk analysis and using the Safety Management System and also perform assessments associated with wildland fire operations, both day and night. The successful offeror shall develop course-ware and training materials for wildland fire needs.
Upcoming analyses are not currently known. However, past evaluations can provide insight to the type of work that is anticipated to continue. Prior work has included:
· National Large Fire Support Crew Study. This study determined the cost and efficiency associated with various ways of providing fire crews, the historical demand for the use of 20-person crews on large fire, and developed simulation modeling to examine the economic efficiency of using various crews staffing options.
· Aircraft Visibility Tool Development. This project was the development of a software tool which provided a measureable response from people regarding their ability to find aircraft, painted with various schemes, in various backgrounds.
· Technology Transfer of the Southern Wildfire Risk Assessment (SWRA) System. The project developed the course work and materials to educate fire personnel in the use of ARCGIS 9.2 and the SWRA. The purpose of SWRA is to identify the potential for serious fires within the South and to prioritize areas where mitigation options may be desirable. The SWRA can be used to locate areas within the states where interagency planning may be of value to effectively manage wildland fire risk.
· Support to the Fire Program Analysis project on Wildland Fire Susceptibility Index (WFSI) and Large Fire Index (LFI). This project developed a process to show how the landscape is trending toward meeting the fire objectives and performance measures based on program options. The project first developed methods to calculate the WFSI. Then using this process as a model it was modified to create the LFI.
· NICC Fire Occurrence and Analysis and Database Support. This project provided improvements to CHEETAH (a historical fire analysis tool). The improvements included a new database structure; gather fire data from 1980 to 2006 and include state data from CA, AK, WA and OR; and create additional reports.
· Risk Assessment for Personnel Transport in Type 1 Helicopters. The project assessed the risk associate with the Forest Service’s program for transport of personnel in Type 1 helicopters. The assessment included the establishment of mitigating criteria for each risk area.
· Transition From Existing Policy, Handbooks, Manuals and Guides to New Documents Containing Doctrine, Policy and Principles. The project provided a final written document that describes a process that may be used by the government to transition from existing policy, handbooks, manuals relating to fire management and guides to new documents containing doctrine, policy and principles.
· National Fuel Moisture Database Upgrade. This project standardized the input criteria and definition, created additional report capability, GIS interfacing, and incorporated fire occurrence data in the web-based National Fuel Moisture Database.
· Night Operations with Helicopters Risk Assessment. This project defined and analyzed the risk of performing night operations with helicopters. The project also developed the costs associated with implementing and maintaining a night operations capability.
· NICC Fire Occurrence Analysis and Database Support. This project provided for development of a software program to display fire occurrence nationally and to support the determinations of fire suppression resource needs to meet a fire demand workload.
· Preparation of Forest Service Response to OIG Air Safety Audit. This project provided analysis and support to the preparation of a detailed response to 16 recommendations made by the USDA OIG in audit report of the Forest Service’s Air Safety Program including plans, proposed manuals, and establishment of standards, assessments, and policy statements.

(b) Except as provided in paragraph (e) of this clause, during the term of this contract, the Contractor shall post a notice, in the form of a poster, informing employees of their rights concerning union membership and payment of union dues and fees, in conspicuous places in and about all its plants and offices, including all places where notices to employees are customarily posted. Notice to Employees
Under Federal law, employees cannot be required to join a union or maintain membership in a union in order to retain their jobs. Under certain conditions, the law permits a union and an employer to enter into a union-security agreement requiring employees to pay uniform periodic dues and initiation fees. However, employees who are not union members can object to the use of their payments for certain purposes and can only be required to pay their share of union costs relating to collective bargaining, contract administration, and grievance adjustment.
If you do not want to pay that portion of dues or fees used to support activities not related to collective bargaining, contract administration, or grievance adjustment, you are entitled to an appropriate reduction in your payment. If you believe that you have been required to pay dues or fees used in part to support activities not related to collective bargaining, contract administration, or grievance adjustment, you may be entitled to a refund and to an appropriate reduction in future payments.
For further information concerning your rights, you may wish to contact the National Labor Relations Board (NLRB) either at one of its Regional offices or at the following address or toll free number:

(ii) Such a waiver will not interfere with or impede the effectuation of the Executive order; or
(5) Work outside the United States that does not involve the recruitment or employment of workers within the United States.

(3) Reproduce and use exact duplicate copies of the Department of Labor's official poster.

For indefinite quantity subcontracts, the Contractor shall include the substance of this clause if the value of orders in any calendar year of the subcontract is expected to exceed the simplified acquisition threshold. Pursuant to 29 CFR part 470, Subpart B-Compliance Evaluations, Complaint Investigations and Enforcement Procedures, the Secretary of Labor may direct the Contractor to take such action in the enforcement of these regulations, including the imposition of sanctions for noncompliance with respect to any such subcontract or purchase order.
