BACKGROUND
In the 1960’s the U. S. Navy commissioned the South building and in the early 1970’s commissioned the North building. In the late 1990’s, the U. S. Navy, turned the property and buildings over to the USDA Forest Service. The Forest Service rebuilt the two buildings, adding a “bridge” structure between the other two structures, which now comprise the roof. Subsequently, in 2012, the USDA Forest Service installed a new foam roof. There was an error in the contract that resulted in silicone being used as the protective agent for the foam, rather than a protective non-slip grit material. The roof, when wet is extremely dangerous as it becomes very slick, like ice, and promotes slippage and falls.
There was never a safety handrail installed on the roofs. Also, the building was designed to prevent access, thus preventing lifts to be used in exterior maintenance.
The purpose of this contract is to provide for design and installation of a safety railing system, tie downs for gondolas to access the sides of the buildings for maintenance and to install safety non-slip pathways.
STATEMENT OF WORK – DESIGN AND BUILD
1. Survey the entire roof area.
2. Provide accurate measurements and preparatory design driven by current IRC, ASTM, ADA, OSHA, and best construction practices to install a working safety railing of approximately 10,000 lineal feet, tie downs with sufficient load bearing to accommodate working gondolas, and install a safety walkway system for the roof.
3. Engineer and design an appropriate safety railing system, to current IRC, ASTM and OSHA standards, with two tiers of horizontal railing with the top railing of 41 inches, some removable sections of railing for accessing tie downs and accommodating working gondolas, with approximately 10,000 lineal feet, working tie downs to be designed for maximum efficiency and safety, and safety walkway system.
4. The engineering factors will develop into implementation and build plans, as well as, installation of the safety railings, tie downs and safety walkways. Pull tests and all components of the design of tie downs and railing must meet or exceed recommended ratings according to current building practices, ADA and OSH regulations.
5. Ongoing consultations with the appropriate USDA Forest Service to assure a cohesive and appropriate design and implementation of that design to a completed installation meeting all construction criteria with warranty.
SPECIFICATIONS
1. Contractor must have Design and build experience.
2. All design factors must be made by qualified and licensed structural engineers.
3. All design calculations and construction documents are the responsibility of the contractor to meet all criteria for best construction practices and meet all OSHA, Cal-OSHA, ADA, and safety regulations.
4. Design and materials submittals must be made to qualified USDA Forest Service staff and signed off on before acceptance by the USDA Forest Service, including all projected construction costs for each phase of the contract.
5. Design factor and construction must be delineated in a progress schedule provided to the appropriate Contracting Officer before the start of any construction and should be initiated in the bid package with updates as award and progress is made in the design and build process develops.
Specifications, measurements and implementation of and design are the responsibility of the contractor to adhere to all best design and build practices as well as stringent adherence to all current ADA, safety, and construction methods in all phases of this project.
Any penetrations into the roof must be sealed as appropriate to the requirements of maintaining the foam roof requirements to maintain warranty. An inspector for all roof repair work will be at the cost of the contractor.
BUDGET
Budget for this contract includes all design and qualified engineering calculations for design based on IRC, ASTM and OSHA current standards, and will result in construction documents for non-slip safety paths, safety railing and tie downs. All these factors will be drawn up into the construction documents.
For this contract, after the construction documents are developed, only non-slip foot paths will be installed.
SITE VISIT AND WALKTHROUGH
It is highly recommended that contractors submitting bid to this project attend a site visit before submitting a bid.
DRAWINGS
The drawings provided are not to scale. The drawings only give a visual of proposed non-slip foot paths, approximate shape and form and levels of roof, and rough measurements.
PROJECT LOCATION
All work is to be done on site at the USDA Forest Service Regional Office 5 Address: 1323 Club Drive, Vallejo, Ca 94592
PRICE RANGE
The government estimate is: $25,000 to $100,000
ESTIMATED TIME TO PROCEED
Contractor must begin work within 10 days of the effective date of the Notice to Proceed.
CONSTRUCTION TIME AND SCHEDULE
The contractor shall provide a schedule/timeline for scheduling and completion of all work prior to proceeding. Certain work may have to be scheduled for weekends or after hours. This work will need to be scheduled with the Contracting Officer before work is started.

Certain contractor staff will be issued a limited number of security badges to access the roof and the building as appropriate. At all times, the contractor must keep the caged door secured when not accessing the entrance for contractor staff and equipment access to the roof. At no time shall the gate be left unattended and under no conditions should any USDA Forest Service staff member be allowed to roof access during survey or construction of the roof, except appropriately designated staff as per written in documentation provided by the Contracting Officer.

PROPOSAL SUBMISSION REQUIREMENTS
INTRODUCTION
Contract Format and Process
This is a Two Phase Contract, herein also referred to as a Design-Build (D-B) contract for the design and construction/ Safety Railing, Tie Downs and Safety Mats for Regional Office Roof
The Design-Build process will have two distinct phases. Phase 1 will be the pre-qualification process, where the Government will select (“short list”) up to three to Four contractors on the basis of their qualifications and preliminary proposal(s). Only the selected contractors will then qualify for the Phase 2 process. In Phase 2 of the procurement procedure, Offerors will be given the opportunity to offer their preliminary design and/or technical approach and cost proposals. Final selection and basis for award of the Design-Build contract will be based on the “Best Value Approach”. The best value approach provides the opportunity to select an offeror who is not necessarily the lowest-priced or the highest technically-ranked. If awarded the contract, the Offeror shall provide and complete all necessary and required design and construction documents, and complete construction in compliance with these requirements.
General Project Description
Work items will include, but are not limited to the following: See DESCRIPTION OF
WORK
QUALIFICATIONS FOR DESIGN-BUILD FIRM OR TEAM
Any single firm or association of firms may submit a proposal. Individual firms may participate in more than one proposal by entering into more than one such association.
For the purpose of this solicitation, no distinction is made between formally organized design-build entities and project-specific design/build association. Both are referred to as the design/build offeror (or simply "Offeror"), or the design/build contractor (or simply "contractor"), after award of a contract.
The Offeror, or offerors subcontractor, must have a minimum five years of experience in design and construction of residential and/or commercial facilities. The design of architectural, structural, mechanical, electrical, civil, structural or other engineering features of the work shall be accomplished or reviewed and approved by architects or engineers registered to practice, in the particular professional field involved.
COST LIMITATIONS
The target ceiling for contract award for design and construction is approximately $100,000. The Government cannot guarantee that additional funds can be made available for award. Offerors are under no obligation to approach this amount.
REQUIRED TECHNICAL DATA FOR PROPOSAL SUBMISSION
Offerors are advised that the required data will be utilized for review and evaluation and used for determination of a "Quality Rating" by a Source Selection Evaluation Board (SSEB) and that all data submitted for consideration under this proposal will be reviewed only for the purposes required for evaluation and award. The Government will not make assumptions concerning the Offeror's intent, capabilities, facilities, or experiences. Clear identification is the sole responsibility of the Offeror.
PROPOSAL PREPARATION - Phase 1
