Solicitation AG-9A40-S-10-0014 – Dawn 800 Stewardship

General Information Reviewed:

• Evaluation Factors for Award. Award will be determined by Best Value and not low-bid.

• Contractor shall be required to purchase and remove merchantable material (trees greater than 10” DBH and biomass material).

• Stewardship Credits

• Buy American

Dawn 800 Site:

• The road system is in good shape. Little road maintenance. Roads are red clay and not useable when wet.

• FS Goal: Reduction of fuel loads and fuel ladders in the treatment units.

• Contractor must remove commercial and pre-commercial trees, up to 20”, by description to arrive at a specified spacing. Precise description by species as well.

• Thinning of residual (20” and above): Reference Appendix A, Table 1.

• Removal of biomass: Do at contractors best proposed method.

• There is a USDA Subsidy for biomass: one for one.

• When tree removal is complete, contractor will need to treat brush as well.

• Landings: Cannot leave slash beneath power-lines. Slash will need to go away within 20 days. Slash can be blown back into unit but can’t exceed more than 6”.

• Black with blue stripes with white flag: Arch site area. Quite a few arch sites but most are out of unit.

• Straight Blue Flagging: Unit bounderies

• Unit 42: Example of Natural Stand. Re: Fence. Try to keep intact, but if some has to come down it is o.k. Hazard trees need to be removed.

• Unit 14: Example of Plantations. Typical Plantation with approximate density of 22 x 22. If leave trees are greater than 10” – space 22 x 22; if leave trees are less than 10” – space 18 x 18.

• Unit 9: Example of Thinning. For oaks that will benefit, spacing is 33 x 33. Sugar Pine is dominant or co-dominant. Don’t want to eradicate cedar from area.

• Thinning: Reference Appendix A, Page 6, and Table 1, Page 7-8.

1. Whole tree logging: 10” DBH to 20” DBH

2. Biomass: 4” DSH (Diameter Stump Height) to 9.9” DBH

3. Shredding/chipping of brush and small trees on site

• Haul Road: 10S18 to Peterson Mill Road

• Contractor must remove designated small commercial trees from forest stand and thin pre-commercial trees by description to arrive at a specified spacing.

• Trees to be removed are marked with yellow paint.

• Refer to Appendix A, Table 1 for individual stand objectives.

• Limited Operating Periods (LOPs) apply to units in this project. Refer to

Appendix A, Page 2.

• Road Deposits are not required.

• Culvert on private road does not need a 1602 permit.
