In no case shall these signs be placed such that it obscures road users' view of other traffic control devices.
Economic recovery signs should be placed where they can be easily identified with the corresponding projects.
If the placement of economic recovery signs conflicts with newly installed higher priority signs, or traffic signals, or temporary traffic control devices, or other priority devices, the economic recovery sign should be relocated.
Due to public safety concerns, economic recovery signs should not be allowed at the following locations:
· On the front, back, adjacent to or around any traffic control device, including traffic signs, signals, changeable message signs, traffic control device posts or structures, or bridge piers.
· At key decision points where a driver's attention is more appropriately focused on traffic control devices, roadway geometry, or traffic conditions. GENERAL
SUMMARY
This Section includes installation of pipe or casing underground by tunneling, jacking or boring methods.
Related Sections include the following:
Section 15250—WATERLINES & APPURTENANCES Section 02220—EXCAVATION, TRENCHING & BACKFILLING
COORDINATION
Selection of the exact procedure to be used and equipment to be used is subject to the approval of the Contracting Officer and the State Highway Department or other owner of the road.
The Contractor is responsible for obtaining all necessary permits from entities having jurisdiction.
QUALITY
It is not the intent of this specification to limit or restrict initiative in developing tunneling and jacking procedures, but it is intended to describe generally acceptable procedures.
SUBMITTALS
If an alternative method is proposed by the Contractor, submit detailed description of the procedure to the Contracting Officer as described in Part 2 “Products.”
MEASUREMENT AND PAYMENT: Payment will be lump sum for this section and includes the utility pipes and pipe sleeve. The pipe sleeve shall extend a minimum of 10 feet beyond the edge of pavement. Bore and receiving pits shall be no larger than required by drilling equipment and shall not be closer than 10 feet from the edge of the pavement. Backfill of the pits shall conform to the requirements of section 02220 and 02230.
The horizontal bore hole will span the width of Highway 88 as shown on drawings.
PRODUCTS
PIPE, SLEEVE OR CASING
12” galvanized steel pipe. Pipe material must be approved by CALTRANS.
END SEALS
Design: With ASTM C443 compliant gaskets.
Model: Link-Seal, as manufactured by Pipeline Seal & Insulator, Inc. or an approved equal.
EXECUTION
GENERAL
The pipe to be placed by tunneling and jacking or boring procedures may be used as a casing or transmission pipe, as shown on the Drawings. Gravity flow pipelines shall be installed to the proper grade. Pressure pipelines may vary slightly from line and grade, as approved in writing by the Contracting Officer. When casing pipe is used, it will be advanced from a prepared jacking pit at one end of the penetration, by tunneling and jacking methods.
ACCEPTABLE METHODS
Four methods are recognized as acceptable, but others will be considered upon written submission to the Contracting Officer.
Method 1: A tunnel shall be excavated or bored in advance of the pipe or casing, and the pipe or casing shall be forced into the excavated tunnel by means of jacks or other devices from a pit.
Method 2: A tunnel shall be excavated by use of an auger or other drilling equipment. The auger or drilling equipment shall then be withdrawn and the pipe or casing of the proper strength and size jacked into the augered hole.
Method 3: The casing pipe may be jacked forward into undisturbed soil, if possible, with soil inside the pipe, then the soil removed by augering.
Method 4: A sectional steel rod may be jacked from the jacking pit through undisturbed soil. The pointed driving head on the steel rod shall then be replaced by an expanded coupling. The pipe or casing is then attached to the expanded coupling and the steel rod is retracted through the penetrated material, pulling the pipe or casing into place.
Should the Contractor decide to use some procedure which is entirely different from the described procedures, he shall submit a detailed description of procedures, equipment, and materials to be used. Any alternative procedure must be approved by the Contracting Officer before start of jacking, tunneling or boring operations.
PIT
A pit large enough to accommodate at least one length of pipe, all necessary equipment, and adequate space for workers shall be provided. The butt mat, framing, and bracing shall be strong enough to resist all anticipated loads and maintain walls of the pit. Said timbers or other guides capable of supporting pipe loads while maintaining grade and alignment shall be provided.
The pit shall be kept dewatered at all times.
PROCEDURES AND PRECAUTIONS
Once jacking of pipe has begun, a continuous operation may be necessary in order to prevent pipe from freezing in place. Preparations for continuous operation must be made. Adequate lighting shall be provided for a 24-hour-a-day operation.
The tunnel shall be excavated to a section not more than one inch (1") larger than the outside surface of the pipe on the sides and top and to grade, or a little above grade at the bottom surface of the pipe. Excavation shall proceed no further ahead of pipe than is consistent with safety and maintenance of stable tunnel section.
If the tunneling and jacking operations disturb or damage the street or highway surface above the pipeline, the damage shall be immediately repaired to the satisfaction of the Contracting Officer and the State Highway Department or other owner.
Line and grade shall be accurately maintained by the Contractor and will be checked periodically by the Contracting Officer.
Total variation from established grade shall not exceed .05 feet per ten (10) feet of length, and total variation from established alignment shall not exceed .10 feet per ten (10) feet of length. Grade and alignment shall be checked frequently during operations, and attempts to correct accumulating errors during construction shall be made, even though total variation may be within allowable tolerances.
SAFETY, SHORING, AND PROTECTION
Follow OSHA Standards.
All supports shall be removed after construction is completed and shall be withdrawn in a manner that will prevent the caving of the sides of the excavation. All openings in the ground, caused by the removal of supports, shall be filled with suitable material and properly compacted.
END SEALS
If electrical conduit and/or pipe to convey a liquid is installed inside a sleeve or casing, the annular space between the sleeve or casing and the installed conduit or pipe shall be plugged with an end seal to provide a positive seal against a hydrostatic head and prevent soil from entering the space.
CLEANUP AND BACKFILL
When tunneling and jacking have been completed, all bracing, shoring, and other timber shall be removed from the pit. The pit shall be filled in and graded to near original grade. Final grading will be approved by the Contracting Officer. Debris and excess material shall be removed from the site.
