PRE‐BID MEETING – JUNE 2, 2010 – 10 AM – ARCADIA CAMPGROUND

NOTES

ITEM # TOPIC

1 BIDDING PROCESS

This is the pre‐bid meeting for the D1/D4 Water Systems Recovery Act project. The information presented here today will be taken directly from the documents supplied on the fbo.gov website. Any information that is new or different will be posted after this meeting at that same website. Specific questions about how the bids will be evaluated and awarded should be directed to the Contract Specialist listed on the website – Tanjia Harris‐Davis. All bids are due June 21, 2010, in electronic form, by 2 pm Pacific time.

Field visit today will include review of three of the projects in the package: Arcadia Campground, Riggs Flat Recreation Area, and Columbine Administrative Site. If there are questions on the other project (Cochise Stronghold Tank), we can entertain those today as well, but a site visit is not scheduled for that site.

2 HIGHLIGHTS FROM SPECIFICATIONS

GENERAL

Contractor is to furnish all materials, equipment, transportation, labor, and supervision necessary to complete the work.

All work on each water system must comply with ADEQ standards as a public water system

Water is available from the town of Safford. Garbage service and electricity is not available for use at any of the sites at this time.

Staying in campgrounds other than as a member of the public (paying fees, 14‐day stay limit) is not allowed; use of the restroom facilities during the duration of the contract will be possible. Staying at Shaw House during work on the Cochise Stronghold tank is allowed free of charge. Please indicate in your bid if you are planning to utilize this offer.

It is the Contractor’s responsibility to familiarize themselves with the existing conditions and notify the Government of any discrepancies shown in the bid documents.

Contractor shall provide safety fencing around the work area to protect the public, employees, and concessionaires.

A schedule for all work must be submitted and approved by the Government prior to commencement of construction.

HIGHLIGHTS FROM SPECIFICATIONS

GENERAL (continued)

SCHEDULE RESTRICTIONS: Arcadia, Riggs, and Columbine sites are in Protected Activity Centers for the Mexican Spotted Owl. No work is to occur between March 1 and August 31 for those sites.

A pre‐work meeting will be held at each site for clarification of the projects.

All work shall be completed within 150 days from NTP.

Protection of natural resources is required and NEPA documentation must be followed. Contractor is to clearly stake limits of construction for Government approval and maintain those stakes.

Upon completion of the project, all demolished improvements become the property of the Contractor, and must be disposed of off Forest Service land.

Safety and security of the Contractor’s equipment and materials at the construction site is not guaranteed. The Contractor is responsible for proving the necessary security for equipment, materials, and work until final acceptance by the Government.

No live trees are to be cut without Government permission.

Best Management Practices, including the use of wattle and silt fence, will need to be followed.

Submittals are required, including shop drawings, manufacturer’s literature, and samples, and must be approved by the Government prior to their use on the project.

Quality control, including water line pressure testing, is required and outlined in detail in the specifications. Compaction and concrete tests are required for well building and road crossings.

As‐built drawings will be required – they do not need to be sealed by a Registered Land Surveyor.

Salvage of usable equipment is required.

UTILITIES

All utility lines are required to be installed with marking tape AND tracer wire.

Locations of new utilities will need to be staked by Contractor and approved by Government.

There are some very specific inspection points called out in Section 2510, including approval of trenching, pipe placement, etc – please note and review this section before preparing your bid.

Utility line locations will be as per the drawings or as staked in the field.

Minimum cover for water lines – 2 feet, unless otherwise noted.

2 HIGHLIGHTS FROM SPECIFICATIONS

UTILITIES (continued)

Thrust blocks will be required as necessary and as indicated in the supplied details.

Suitable fill material from required excavations shall be exhausted before using imported fill material, except in the case of the water operations shed and road crossings.

3 ARCADIA CAMPGROUND

Site used for recreation – system is currently not in operation – new source must be established

Project includes:

Drilling of a vertical potable well that complies with ADEQ and ADWR regulations.

Log borings and static water level.

Supply, haul, and place 50 TN of AB as establish a spur road to the well site – this is to establish access to the chosen well site.

If the well is sufficient and successful, complete the following:

o Install a solar power source and solar pump o Complete a new masonry water operations shed to house new chlorination and metering equipment.

o Connect the well to the existing tank via a 2” HDPE line.

o Install an outflow meter at the tank.

o Fence the tank, well, and water operations shed and provide access gates.

o Installation of fencing around the sediment tank, including access gates.

If the well is unsuccessful, abandon the well per ADWR/ADEQ regulations.

4 RIGG’S FLAT RECREATION AREA

Site used for recreation – system is currently not in operation – new source must be established

Project includes:

Drilling of a vertical potable well that complies with ADEQ and ADWR regulations.

Log borings and static water level.

Supply, haul, and place 50 TN of AB as establish a spur road to the well site – this is to establish access to the chosen well site.

4 RIGG’S FLAT RECREATION AREA (continued)

If the well is sufficient and successful, complete the following:

o Install a solar power source and solar pump o Complete a new masonry water operations shed to house new chlorination and metering equipment.

o Connect the well to the existing tank via a 2” HDPE line.

o Install an outflow meter at the tank.

o Fence the tank, well, and water operations shed and provide access gates.

o Installation of fencing around the sediment tank, including access gates.

If the well is unsuccessful, abandon the well per ADWR/ADEQ regulations.

5 COLUMINE ADMINSTRATIVE SITE

The current distribution line from the tanks to the administrative site, and up to the corral, is constantly being repaired – this project will remove/replace the line.

Please note that the line passes THROUGH the Columbine Administrative Site

Project includes:

Remove and replace 3,100 LF of water distribution main – 2” and ad 1” size needed.

Line is a cross‐country line and as such is in need of air release valves and drain valve assemblies at peaks and valleys.

Stainless steel or brass ball valves required for replacements.

Concrete valve boxes assumed by location only – numbers will be modified to accommodate depths as well.

6 COCHISE STRONGHOLD TANK

Tank serves the Shaw House, a cabin rental for the Forest Service Rooms‐with‐a‐ View program.

Tank is in decent condition – recent welding work for a gangway at the top necessitates relining of the inside and outside of the tank.

Recoating guidelines indicated in the specifications.

It is estimated that the tank will be out of commission for two weeks, preferable during the summer season to lessen impacts on potential rental.

Contractor may stay at Shaw House during construction – please indicate if you would like to take this opportunity as a part of your bid documentation.

7 QUESTIONS AND ANSWERS

a WHO HANDLES THE PERMITTING FOR THIS PROJECT? Any permitting required to complete the projects is the responsibility of the Contractor.

b CAN THE LINE ITEMS BE CODED SO THAT WE UNDERSTAND WHICH WELL DRILLING ITEMS ARE ASSOCIATED WITH A SUCCESSFUL OR UNSUCCESSFUL WELL? Yes, the Schedule of Items has been revised.

c IS MOVING THE ARCADIA TANK LOCATION AN OPTION? Please assume that the tank location does not move.

d WHAT IS THE FURTHEST DISTANCE FROM THE TANK FOR THE WELL? As specified in the Schedule of Items, 400 feet. Please assume the well location just to the side of the draw as you approach the tank, in the slight flattened area just downhill of the tank.

Access will be through the trees as you depart from the wide path that leads to the group camping site. This access avoids impacts to the rock retaining walls. Total length of conductors will increase from the 200 feet as stated on page 114 in the specifications to 450 feet.

e WHAT TYPE OF PIPE IS GOING IN AT ARCADIA? The supply line will be HDPE per the Schedule of Items.

h WHAT IS THE TOTAL DEPTH OF WELL AT ARCADIA? 200 feet.

i CAN CONSTRUCTION WATER BE DRAWN FROM THE LAKE? Yes, a limited supply of construction water can be drawn from the lake.

j THE RIGGS WELL OPERATIONS SHED LOOKS LIKE IT IS IN A LOW SPOT – SHOULD WE ASSUME AGGREGATE BASE IS NEEDED? Yes, please assume an aggregate pad 20’ x 20’x 2’ high will need to be prepared before the well shed is constructed.

7 QUESTIONS AND ANSWERS (continued) k HOW DO WE HANDLE THE PAVEMENT CUTS AT RIGGS FOR THE WATER LINE CROSSINGS? Please assumed that you will not have to do pavement patch – just stabilized lime‐treated aggregate based course for the trench across the road.

l DOES THE EXISTING RIGGS CHLORINATION SHED GET REMOVED AS A PART OF THIS CONTRACT? Yes.

m WILL THE COLUMBINE WATER LINE GET RE‐ROUTED TO THE EDGE OF THE ROAD? For the bid, please assume that the line will be replaced in its current location, cross‐ country and through the vegetation to the Columbine Administrative Site.
