SCOPE OF WORK:

Description of Work: The intent of this contract is to supply equipment and equipment operators to assist Forest Service Trailcrews constructing an ADA trail at Donnells Vista Point. The rock and soil (rock gradation of 1 inch to 4 foot rock, emphasizing the 1 foot to 2 foot size class) needed for the planned project will be obtained at the rhyolite quarry ( between FS road 5N06 and 5n92and the Eagle Meadow road area (FS road 5N01). A loader would be needed at the quarry and along the forest roads to stockpile all needed rock (approximately 800 yd3) prior to project implementation. After all material is stockpiled a loader would be need at the quarry and stockpile locations to load the dump trucks with rock.

The dump trucks would transport approximately 800 yds3 of rock and soil (sizes described above) to the Donnells Vista project site. A loader would then transport this material to the excavator working as needed. The excavator would construct rock based trail structures at the direction of the Forest Service Trail Work leaders as needed. ARRA Trail workers will be used to assist with rock placement and to tamp smaller material around the rocks. The water truck will be used to wet down the lifts to increase compaction.

Government Trail Work leader will coordinate schedule and provide technical onsite direction of the placement of the rock and fill material.

Contractor Responsibility: The Contractor shall provide everything (including, but not limited to, all equipment, supplies, transportation, labor, and supervision) necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government. The Contractor may choose to work greater than 8 hours per day and 40 hours per week. However, the Government is not responsible for overtime payments.

ORDERING PROCEDURES:

The order for equipment and operators will be placed in accordance with site specific needs and is not guaranteed to reach the maximum ordering limit. The ordering of hours for each type of equipment will be coordinated at least 24 hours in advance. Minimum order for each type of equipment is 8 hours.

Depending on situational need more equipment hours may be ordered against this contract at the quoted prices.

Contractor is required to track amount expended on this contract for each line item. The Government will not pay in excess of the maximum amount unless there is a formal written agreement. The formal written agreement must be signed by all parties prior to expending time and materials above and beyond the maximum amount.

CLEANING OF EQUIPMENT:

The Contractor shall ensure that equipment moved onto National Forest Land is free of soil, mud (wet or dried), seeds, vegetative matter, or other debris that could contain or hold seeds. The Contractor shall employ whatever cleaning methods necessary to ensure compliance with the terms of this provision, and shall notify Forest Service prior to moving each piece of equipment onto National Forest Land. Notification will include identifying the location of the equipment’s most recent operations. Upon request of the Forest Service, arrangements will be made for the Forest Service to inspect each piece of equipment prior to it being placed into service. This will prevent the introduction of the seeds of noxious weeds onto National Forest Land. The Contractor shall certify in writing compliance with the terms of this provision prior to each start-up of Contractor operations. Measures taken to ensure compliance for equipment present at start-up, and planned to be taken for equipment to be moved in later, will be identified in the certification. For the purposes of this provision, “equipment” includes clothing (particularly footwear), all transport vehicles, excavators, loaders, water trucks, dozers, and dumps trucks as well as their attachments.

PROTECTION OF RESOURCES:

Protection of Cultural Resources. No known Cultural Resources were discovered in this area.

WATER SUPPLY DEVELOPMENT:

National Forest water supply locations, access, method of filling trucks, period of water availability and procedures designed to maintain water quality at each location shall be agreed in advance of use. Such use shall at no time reduce water supplies to the level that further use may be detrimental to aquatic resources or other established use. Screens should be installed on water intake lines to prevent entrainment of fish and amphibians. Waterholes and other improvements relating to said water supplies shall be put into condition, prior to expected seasonal periods of precipitation or runoff, to avoid resource damage.

Damage to resources at such locations caused by Purchaser’s Operations, other than fire suppression activities, shall be repaired by Purchaser in a timely and agreed manner to the extent practicable to restore and prevent further resource damage.
